1. Calling the Roll.

Mayor Euille called the special meeting to order and the Deputy City Clerk called the roll. All members of Council were present, with the exception of Councilwoman Hughes and Councilman Smedberg, who had excused absences.

2. Consideration of a Resolution Affirming City Manager Declaration of Local Emergency on Thursday, August 5, 2010 in Response to Damage from the Major Storm on That Date.

(A copy of the City Manager's memorandum dated August 19, 2010, is on file in the Office of the City Clerk and Clerk of Council, marked Exhibit No. 1 of Item No. 2; 08/19/10, and is incorporated a part of this record by reference.)

WHEREUPON, upon motion by Vice Mayor Donley, seconded by Councilman Krupicka and carried 5-0 by roll-call vote, City Council adopted the resolution affirming the City Manager declaration of a Local Emergency on Thursday, August 5, 2010 in response to damage from the major storm on that date. The voting was as follows:

Euille "aye" Pepper "aye"
Smedberg absent

The resolution reads as follows:
RESOLUTION NO. 2414

WHEREAS, on August 5, 2010, the City Manager, in his capacity as the Director of Emergency Management of the City of Alexandria, as a result of a serious thunderstorm, found that the City of Alexandria faced emergency conditions creating risk to the lives and property of the citizens of the City of Alexandria, which, constituted a disaster, and made a Declaration of Local Emergency; and

WHEREAS, State Law and City Code requires that such Declaration of Local Emergency be approved and confirmed by City Council, as the governing body of the City of Alexandria, Virginia.

NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Alexandria, Virginia, that the Declaration of Local Emergency, dated August 5, 2010, at 6:00 p.m., is approved and confirmed; provided, however, that such Declaration expired at 6:00 p.m. on Tuesday, August 10, 2010.

THERE BEING NO FURTHER BUSINESS TO BE CONSIDERED, upon motion by Vice Mayor Donley, seconded by Councilwoman Pepper and carried 5-0, City Council adjourned the special meeting of August 19, 2010 at 5:40 p.m. The voting was as follows:
