Special Meeting -- Installation
Monday, June 26, 2000 - - 7:30 p.m.

Present: Mayor Kerry J. Donley, Vice Mayor William C. Cleveland, Members of Council Claire M. Eberwein, William D. Euille, Redella S. Pepper, David G. Speck, and Joyce Woodson.

Absent: None.

Also Present: Mr. Sunderland, City Manager; Mr. Pessoa, Acting City Attorney, Ms. Evans, Assistant City Manager; Mr. Semonian, Clerk of the Circuit Court; and Ms. Lineberry, Secretary of the Alexandria Electoral Board.

1. Musical Selection by the Alexandria City Employees Choir.

The Alexandria City Employees Choir sang the "Battle Hymn of the Republic."

2. Call to Order of the Meeting by the City Clerk and Clerk of Council.

The Meeting was called to order by City Clerk and Clerk of Council Jett.

(It was noted that a Notice of this Special Meeting had been previously served upon each Member of Council, pursuant to a provision of the City Charter, a copy of the Notice certified by each Member of Council being on file in the office of the City Clerk and Clerk of Council.)

3. The Colors were posted by the combined Alexandria Police, Fire and Sheriff Departments' Color Guard, and City Employee Callie Terrell sang the "Star Spangled Banner."

4. The Invocation was pronounced by Father Michael Dobbins, Parochial Vicar, Blessed Sacrament Catholic Community.

New Business Item No. 1: Outgoing Council Member Rich made remarks.

5. Julie Robben Lineberry, Secretary of the Electoral Board, read the statement of the results of the May 2, 2000 election. Certificates were then presented to the Members of City Council.

6. City Clerk Jett requested that the Clerk of the Circuit Court, Edward Semonian, give the Oath of Office to Kerry J. Donley, as Mayor. Mr. Semonian administered the Oath of Office to Mayor Kerry J. Donley.



7. The Oath of Office was given to the Members of City Council William C. Cleveland, Claire M. Eberwein, William D. Euille, Redella S. "Del" Pepper, David G. Speck, and Joyce Woodson by Edward Semonian, the Clerk of the Circuit Court

8. Consideration of the Election of the Vice Mayor.

WHEREUPON, upon motion by Councilman Speck, seconded by Councilwoman Pepper and carried unanimously, City Council elected William C. Cleveland as Vice Mayor. The voting was as follows:

Speck "aye" Cleveland "aye"
Pepper "aye" Eberwein "aye"
Donley "aye" Euille "aye"
Woodson "aye"

9. Remarks were given by Mayor Donley, Vice Mayor Cleveland and all Members of City Council.

10. Remarks were given by City Manager Philip Sunderland.

11. At this time, the Alexandria City Employees Choir sang a musical selection.

12, Rabbi Arnold Fink, Temple Beth El Synagogue, provided the Benediction.

13. The Colors were retired by the combined Alexandria Police, Fire and Sheriff Departments' Color Guard.

14. An announcement was made by the Mayor that an outdoor reception would be held immediately following the Installation with music by CON BRIO! directed by Shaughn Dowd featuring musicians from the Alexandria Symphony.

Without Objection, at 9:35 p.m., the Special Meeting of June 26, 2000, was adjourned.
