Mr. Cochran, Division Chief, Office of Housing, gave a brief overview of the reallocation and he, along with Director of Housing Davis, responded to questions from Council about the status of the Arlandria-Chirilagua Housing Cooperative and the awarding of the reallocated funds to Rebuilding Together Alexandria. WHEREUPON, upon motion by Councilman Krupicka, seconded by Councilwoman Pepper and carried unanimously, City Council: (1) approved a reallocation of $108,000 in Federal Energy Efficiency and Conservation Block Grant (EECBG) grant funding for an energy efficiency revolving loan fund to serve moderate income Alexandria homeowners; (2) approved a reallocation of $100,000 in Federal EECBG grant funding to Rebuilding Together Alexandria subject to staff returning with a list of candidate projects to perform residential energy efficiency upgrades and consumer education; and (3) authorized the City Manager to execute all necessary documents associated with these activities. Vice Mayor Donley thanked ACT for Alexandria, Volunteer Alexandria, the Alexandria Jaycees and the Alexandria City Government for all their work planning the events of the weekend. (b) Councilman Smedberg reported that Northern Virginia Transportation Commission's (NVTC) discussions concerning Metro governance is progressing and drafts should be coming forward soon for consideration. (c) Councilman Smedberg reported that NVTC would be sending a letter/resolution to the Federal government opposing the extensive review that the I-395 ramp near the BRAC-133 project would now have to undergo. Councilman Smedberg noted that he abstained from the vote on the resolution. (d) Councilman Fannon recognized the recent naming of the Detention Center after the late Deputy Truesdale. Councilman Fannon noted that Sheriff Lawhorne swore in Deputy Truesdale's son as a new deputy sheriff at the occasion. Councilman Fannon also noted that it was National Police Week and welcomed the participants to the area. Councilman Fannon reported that there was a ceremony honoring all the fallen law enforcement officers on Monday at Waterfront Park. (e) Councilwoman Hughes congratulated everyone for their hard work and participation in Spring For Alexandria and noted that Alexandria in Bloom participants have been hard at work to beautify the City by planting flowers throughout the community. (f) Councilwoman Hughes reported that Ron Rust would be retiring from the Alexandria Boys and Girls Club after 30 years of service and she requested that he be recognized with a proclamation. Consideration of a Resolution Authorizing Application for Revenue Sharing Program Funding From the Virginia Department of Transportation for the Reconstruction of Edsall Road. WHEREUPON, upon motion by Vice Mayor Donley, seconded by Councilwoman Hughes and carried unanimously by roll-call vote, City Council: (1) adopted the resolution to apply for a FY 2011 Revenue Sharing Program funding allocation of $530,000 from the Virginia Department of Transportation for the continued planned reconstruction of Edsall Road; and (2) authorized the City Manager to submit this resolution and enter into any agreements with the State that may be required to receive these funds should the requested allocation be approved. WHEREAS, $530,000 of these funds are requested to fund the continued reconstruction of Edsall Road from the western City limits eastward;

BE IT FURTHER RESOLVED THAT, the City Council of the City of Alexandria hereby grants authority for the City Manager to execute project administration agreements for any approved revenue sharing projects. 22. Consideration of a Resolution to Amend the City of Alexandria Firefighters and Police Officers Pension Plan, the Pension Plan for Firefighters and Police Officers (the Old Plan), the Retirement Income Plan for Deputy Sheriffs, Emergency Rescue Technicians, and Fire Marshals, and the Supplemental Retirement Plan.
