Public Hearing, Second Reading and Final Passage of AN ORDINANCE to amend the city code by (i) authorizing the city's Youth Policy Commission to act as the city's youth services citizen board under Virginia Code section 66-29, (ii) providing that a majority of the commission members must be individuals who are neither elected officials nor employees of a private or public service agency that provides services to the city's youth, and (iii) adding one additional citizen member to the commission.
