City Council approved the consent calendar, with the exception of docket item #19, which was considered under separate motion. The City Manager's recommendations were as follows:

6. City Council accepted the following resignations with regret: (a) Patricia Arnaudo, Affordable Housing Advisory Committee; (b) Tom Babinszki, Commission on Persons with Disabilities; and (c) Florence King, Historic Alexandria Resources Commission.

7. 8. City Council authorized $2,950,000 for capital project allocations and planned expenditures for the capital projects as detailed in the Capital Improvement Expenditures Summary.

9. City Council authorized the City Manager to: 1. accept the funding in the amount of $15,000; and 2. execute all documents that may be required.

10. City Council received the Comcast 2010 Annual Report and Plant Survey.

11. City Council received the 2010 Annual Subscriber Survey Report from Comcast.

32. Consideration of an Endorsement of Proposed Short- and Mid-Term Road Improvements to Alleviate Traffic Impacts in the Vicinity of the Mark Center and the Federal BRAC -133 Project.

City Council adopted the resolution that: 1. endorsed implementing the recommended short- and mid-term road improvements as recommended by the Virginia Department of Transportation (VDOT) VaMegaProjects consultant and the City's BRAC-133 Advisory Group; 2. request full funding for additional studies, design and construction of the improvements from the U.S. Department of Defense, and/or agencies of the U.S. Government; and 3. requested that the adjacent and benefited property owners donate any needed right-of-way for these improvements. 33. Consideration of Criteria for Rezoning Without a Master Plan Study.

35. Consideration of Report on Alexandria Alcohol Safety Action Program.

City Council received the report on the status of the City's Alcohol Safety Action Program and advised the City Manager and Sheriff and that Council concurs with the proposal to return the local program to the State for administration by the State Alcohol Safety Action Program.

ORAL REPORTS BY MEMBERS OF CITY COUNCIL

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

(a) Mayor Euille said that this morning, Director of Transportation and Environmental Services Baier and Mr. Holloman from T&ES accompanied him to COG for the formal signing of the Tiger 1 Tiger 2 grant funds the City received, and Secretary of Transportation LaHood was present at COG for the ceremony. He said they are pleased they will be able to move forward with the three transitway corridors - Potomac Yard and Van Dorn/Beauregard Corridors. He said Secretary LaHood was very complimentary of the fact that as a region, they are doing everything correct and the real benefit is to get shovel ready projects and create jobs.

(b) Mayor Euille passed out CD's of the fourth season of the i-Movie Mentors Program, the middle school students who participated in the mentoring program and produced the video. The students and the mentors presented their movies last Tuesday evening at the Old Town Theatre. He said the grant funding for this has expired, and he will be working with the Court Services and the City's Budget Department to get some funding restored to keep the successful program moving forward.

(c) Councilwoman Hughes said the Jaycees had a Christmas shopping for the children and Council was all supportive of the shopping for underprivileged children to purchase presents out of the Christmas Tree sale proceeds. The children were also treated to a pizza party at the Campagna Center. This is a great collaborative effort between City government and working with non-profits to benefit the children, and she noted that the DASH bus transported the children.

(d) Councilwoman Hughes said Alpha Kappa Alpha Sorority, Inc., Zeta Chi Omega Chapter, also hosted over 200 seniors from Alexandria at the Charles Houston Recreation Center for an afternoon lunch, gifts and games.

(e) Councilwoman Hughes noted that the Santa Winter Wonderland will be a three-day celebration starting on December 20 and culminating on December 22 at Charles Houston. The community is invited to enjoy the winter wonderland. They also need volunteers and in-kind donations.

(f) Councilman Smedberg said there was a Jones Point Park Pardon Our Dust meeting last week, and the meeting went very well. He noted community issues that came up during the meeting about the traffic signs on the trail and there was a question about the lights and the parking in the neighborhood.

City Council approved the five year license agreement with Qwest and authorized the City Manager to execute the license agreement and to take any other actions that are necessary to implement the agreement.

City Council adopted the City Council schedule as follows: 1. adopted the schedule of budget meetings and work sessions for consideration of the FY 2012 Operating Budget and Capital Improvement Program: Tuesday, February 8 legislative session and budget presentation; Wednesday, February 9 work session; Tuesday, February 15 work session; Wednesday, February 23 work session; Monday, March 7 budget public hearing; Saturday, March 12 regular public hearing (decision on effective tax rate to be advertised); Monday, March 14 work session; Monday, March 21 work session; Wednesday, March 30 work session; Monday, April 4 work session; Monday, April 11 work session; Saturday, April 16 regular public hearing; Monday, April 25 work session (preliminary add delete); and Monday, May 2 work session and budget adoption. 2. scheduled a work session on the Waterfront Plan at 5:30 p.m. before Council's Tuesday, February 8 legislative meeting; 3. schedule a work session with the Alexandria Sanitation Authority and a discussion of long range sewer plans and issues at 5:30 p.m. before Council's Tuesday, April 12 legislative meeting; 4. note that: the City Employee Martin Luther King, Jr. program will occur at noon on Wednesday, January 12 at the Lee Center; the Alexandria Commission for Women will hold its Salute to Women awards dinner on Monday, March 28 at 6 p.m at the Alexandria Crowne Plaza Hotel (901 N. Fairfax Street); Take Our Daughters and Sons to Work Day will be held on Thursday, April 28 at 8 a.m. in the Vola Lawson Lobby, City Hall; and the Northern Virginia Affordable Housing Expo will be held on Saturday, April 30, 2011 from 10 a.m. to 4 p.m. at T.C Williams High School. There should also be a notation that the Citywide Martin Luther King Celebration will take place on Saturday, January 15, 2011.
