WHEREUPON, upon motion by Councilman Jackson, seconded by Council Member Rich and carried unanimously by all those present, City Council approved the consent calendar at presented with the exception of Item No. 19 which was considered under separation motion. The City Manager's recommendations are as follows:

9. City Council received the resignation of (a) Jonathan Amy from the Alexandria-Caen Exchange Committee, with regret; and requested the Executive Secretary to send the appropriate letter of appreciation and to advertise the vacancy in the usual manner.

10. City Council (a) appointed Maria Spurrell as a Representative from the Arts with Expertise in Music to the Alexandria-Caen Exchange Committee; (b) reappointed Paula Massouh as a Representative from the Alexandria Historical Society to the Alexandria Archaeological Commission; (c) appointed Sonya Bell as a Citizen Member to the Alexandria Commission on Aging; (d) appointed RoseAnn Ashby as a Citizen Member to the Alexandria Commission on Persons with Disabilities; (e) reappointed Charles Bish as a Representative from the Alexandria Archaeological Commission to the Historic Alexandria Resources Commission; (f) appointed Marion MacRae as a Representative from the Alexandria Federation of Civic Associations to the USS Alexandria Liaison Committee; and (g) reappointed Kenneth Foran as a Representative from the Alexandria Park and Recreation Commission to the Alexandria Waterfront Committee.

11. City Council allocated $20,000 from Account 040006-9712 (Cash Capital) to Account 200592-2121 (Douglas MacArthur Elementary School) for playground renovations at this facility. Funds for this project are available in the FY 1994 cash capital monies designated for the Schools Capital Improvement Program, as approved by City Council on May 5.

12. City Council allocated $20,000 from Account 040006-9712 (Cash Capital) to Account 200618-2121 (William Ramsay Elementary School) for playground renovations. Funds for this project are available in the FY 1994 cash capital monies designated for the Schools Capital Improvement Program, as approved by City Council on May 5.

13. City Council allocated $20,000 from Account 040006-9712 (Cash Capital) to Account 200774-2121 (Jefferson-Houston Elementary School) for playground renovations at Jefferson-Houston Elementary School. Funds for this project are available in the FY 1994 cash capital monies designated for the Schools Capital Improvement Program, as approved by City Council on May 5.

14. City Council allocated $50,000 from Account 040006-9712 (Cash Capital) to Account 200717-2121 (T. C. Williams High School) for resurfacing the running track at T. C. Williams High School. Funds for this project are available in the FY 1994 cash capital monies designated for the Schools Capital Improvement Program, as approved by City Council on May 5.

15. City Council allocated $1,510,000 from Account 040006-9712 (Cash Capital) to Account 200642-2121) (Minnie Howard Administration Facility) to provide for the conversion of the Minnie Howard building to a ninth grade center. Funds for this project are available in the FY 1994 cash capital monies designated for the Schools Capital Improvement Program, as approved by City Council on May 5.

16. City Council allocated $590,000 from Account 040006-9712 (Cash Capital) to Account 200741-2121 (System-Wide Renovations) for restructuring renovations at various facilities in the school system to facilitate the relocation of the STEP and the Employment Training programs from the Minnie Howard administrative facility, and to establish designated space for the Special Education Day School to be implemented with the start of the 1993-1994 school year. Funds for these renovation projects are available in the FY 1994 cash capital monies designated for the Schools Capital Improvement Program, as approved by City Council on May 5.

17. City Council (1) allocated $18,600 from Account 040006-9712 (Cash Capital) to Account 220962-2121 (Preservation -- Gadsby's Tavern) to replace the Gadsby's Tavern Museum Ballroom floor and to repair the supporting subfloor structure; and (2) authorized the City Manager to award a contract to the contractor that provides the lowest responsive bid within the requested
allocation and execute the necessary contract documents.

18. City Council received this report.

21. City Council approved the issuance of the RFP and authorized the City Manager to award a contract to the most responsive offeror.

22. City Council approved a change in the date for the 1993 Chili Cook-off, from October 9, to October 2.

19. Consideration of the Submission of a Renewal Application for Funding Under the Delinquency Prevention and Youth Development Act.

WHEREUPON, upon motion by Vice Mayor Cleveland, seconded by Councilwoman Pepper and carried unanimously by all those present, City Council authorized the City Manager to: (1) submit a grant application to the Virginia Department of Youth and Family Services for funding, in the amount of $75,215, for the continuation of services under the Delinquency Prevention and Youth Development Act; (2) approve the continuation of two full-time grant-funded positions, Youth Services Program Specialist and Secretary I, to continue to administer these on-going services. Continuation of these positions is contingent upon continuation of funding from the Virginia Department of Youth and Family Services or other non-City sources; and (3) execute all necessary documents that may be required. BE IT RESOLVED by City Council of the City of Alexandria, that Vola Lawson, City Manager, is hereby authorized to execute for and in behalf of the City of Alexandria, a public entity established under the laws of the State of Virginia this application and to file it in the appropriate State office for the purpose of obtaining certain Federal financial assistance under the Disaster Relief Act (Public Law 288, 93rd Congress) or otherwise available from the President's Disaster Relief fund.

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Councilman Jackson and carried unanimously by all those present, City Council approved the City Council Schedule, and noted that the Alexandria Commission on Persons with Disabilities has scheduled its award ceremony and reception for City Council at 7:00 p.m. in Room 2000 before the Tuesday, June 8 Council meeting. The voting was as follows:
