The Meeting was called to order by Mayor Ticer, and the City Clerk called the Roll; all Members of City Council were present.

REPORTS AND RECOMMENDATIONS OF THE CITY MANAGER

14. Consideration of Tenants' Support Committee Request for $575,175 for the Arlandria/Chirilagua Housing Cooperative (Currently the Potomac Village Apartments).

WHEREUPON, upon motion by Councilman Donley, seconded by Vice Mayor Cleveland and carried unanimously, City Council (1) approved the project and allocated $232,000 in Housing Trust Fund monies to be placed as a no-interest, deferred payment, secured loan, to be forgiven after 15 years, provided that the cooperative is successfully operating at that time; (2) authorized staff to work with the Tenants' Support Committee to identify the remaining $343,175, which may include the following: (a) $150,000 from the City's Home Investment Partnerships (HOME) Program monies (to be transferred from HOME multifamily rehabilitation) if the U. S. Department of Housing and Urban Development (HUD) determines that the use of these monies for homeownership assistance for cooperative shares does not trigger Federal relocation requirements; (b) funding to be applied for and received directly by TSC/CCH under the federal Homeownership Opportunities for People Everywhere (HOPE) Program; and (3) authorized the staff, in the event that all or part of the

$343,175 is not available, to refer to the new Affordable Housing Advisory Committee a recommendation for the use of additional Housing Trust Fund monies that are expected to be received this spring from the Carlyle project. The voting was as follows:

END OF CONSENT CALENDAR

WHEREUPON, upon motion by Councilman Jackson, seconded by Councilman Speck and carried on a vote of 5-to-0, City Council approved the consent calendar as presented. The City Manager's recommendations are as follows:

10. City Council received the following resignations with regret: (a) Warren L. Almquist from the Alexandria Ad Hoc Historic Design Guidelines Advisory Committee; (b) Gloria Greene Thomas from the Alexandria-Caen Exchange Committee; (c) Warren L. Almquist from the Alexandria Board of Architectural Review -Parker-Gray District; (d) Jack D. Beam from the Alexandria Emergency Medical Services Council; (e) Stephen Glomb from the Alexandria Environmental Policy Commission; (f) Jack D. Beam from the Local Emergency Planning Committee; and (g) Jack D. Beam from the Alexandria Sister Cities Committee; and requested the Executive Secretary to send the appropriate letters of appreciation and to advertise the vacancies in the usual manner.

11. City Council reappointed Pamela Oerth and John Runyan as Local Business Representatives to the Alexandria Commission on Employment.

12. City Council declared one citizen position on the Commission on Aging and one arts consumer position on the Commission for the Arts vacant and authorized the Executive Secretary for Boards and Commissions to advertise the vacancies. The voting was as follows:

13. Consideration of Staff Report on the Business Development Plan. (#13 1/26/93; Councilman Donley)

WHEREUPON, upon motion by Councilman Donley, seconded simultaneously by Councilmen Jackson and Speck and carried unanimously, City Council approved the City Manager's recommendations [listed in her memorandum dated February 19, 1993] with the understanding that the report on the marketing plan will come back in the fall; the job training assessment will come back in the fall; and the addition of the Alexandria Transit Company to the interested parties that would coordinate the development of a marketing plan. 16. Update Report from the City Attorney on Items before the 1993 Virginia General Assembly.

WHEREUPON, upon motion by Councilman Speck, seconded simultaneously by Vice Mayor Cleveland and Councilman Jackson and carried unanimously, City Council received the report. The voting was as follows:

17. Consideration of Report on the Proposed Cameron/Columbus Garage. (#14 2/9/93)

WHEREUPON, upon motion by Councilman Speck, seconded simultaneously by Council Member Rich and Councilman Jackson and carried unanimously, City Council (1) authorized the City Manager to notify the Realco Group that they are no longer the preferred developer and to terminate contract negotiations with them; and (2) authorized staff to begin contract discussions with Lawrence Brandt, Inc., with the understanding that the financial return to the City in their original proposal is not acceptable and needs to be renegotiated.

In the event that a contract with Brandt that includes an acceptable return to the City cannot be presented to City Council for approval by June 8, staff would return to City Council with a request that the City Manager be authorized to notify Lawrence Brandt, Inc., that they are no longer the preferred developer and to terminate contract negotiations with them. If this occurs, staff will also return to City Council with a report on the feasibility of making improvements to the existing lot and continuing to operate it as a surface parking lot until we can proceed with a garage/residential project. ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

(a) Councilwoman Pepper congratulated the City Manager on her being selected as one of seven Virginia Women to be honored with induction into the Virginia Women's Hall of Fame. This will take place on March 12 at the Third Annual Virginia Women's Hall of Fame Awards Banquet in Richmond.

(b) Councilman Donley congratulated Councilman T. Michael Jackson on his promotion by AMTRAK to Station Manager at Union Station in Washington, D.C., which is to be effective on March 1.

(c) Vice Mayor Cleveland thanked the George Washington Birthday Committee and the judges for awarding the "Spirit of George Washington Award" to the Untouchables.

(d) Council Member Rich spoke to referring his proposal to the Alexandria Chapter of the National Conference of Christians and Jews which has offered to pull together some of the institutional interests and some of the established community organizations in the City to get their general reaction to the proposal and into the more general question of the future of the city.

WHEREUPON, upon motion by Council Member Rich, seconded by Councilman Donley and carried on a vote of 6-to-0, City Council moved that City Council accept NCCJ's offer to tackle this and pull together some of the institutional interests and to bring back a report to Council at the last meeting in June. The voting was as follows:

(e) Councilman Speck spoke to the proposed development located at the northwest corner of Mt. Vernon Avenue and Braddock Road which has not materialized and expressed concern about the appearance of the property. He questioned what can be done to make the property presentable and more useful.

Members of City Council, Fire Marshal Conner and the City Attorney participated in the discussion of this item.

The City Attorney suggested that he call Mr. Manousakis of Manousakis Development, the property owner, and also talk with the CNS people about the incineration. He requested a couple of weeks to see if something can be worked out.
