WHEREUPON, a motion was made by Councilwoman Woodson and seconded by Councilwoman Eberwein, for purposes of discussion, that City Council make one appointment tonight and defer appointment of the other two vacancies until after City Council submits its request to the General Assembly for authority to reduce the size of the Board of Commissioners by two [from nine members to seven members] and the General Assembly has acted upon Council's request and gives Council a ruling.

Councilwoman Woodson explained that Council should take this opportunity to reduce the size of the Board to seven members. She stated that she had discussed this with the City Attorney, and he has assured her that Council has the legal right to defer these appointments pending approval from the General Assembly to change the charter. Councilwoman Woodson noted that two people have voluntarily left the Board and she thinks this is an opportunity for Council to reduce this body without offending anyone.

Mayor Donley agreed with the sentiment to reduce the size of the Board, but he felt that this should occur after General Assembly approval. He stated that it's important to get some new people on the Board, and this is an excellent opportunity to do so.

Members of City Council and the City Attorney participated in the discussion.

WHEREUPON, after the discussion, Council returned to the motion by Councilwoman Woodson and seconded by Councilwoman Eberwein that City Council make one appointment tonight and defer appointment of the other two vacancies until after City Council submits its request to the General Assembly to reduce the size of the Board of Commissioners by two [from nine members to seven members], and the General Assembly has acted upon Council's request and gives Council a ruling; which motion FAILED on a vote of 2-to-5. The voting was as follows:

Woodson "aye" Cleveland "no"
Eberwein "no" Euille "aye"
Donley "no" Pepper "no"
Speck "no"

Whereupon, ballots were distributed, tellers were appointed and the ballots tallied with the following results: City Council appointed Carter Flemming as a Citizen Member to the Alexandria Redevelopment and Housing Authority Board of Commissioners. Shirley Marshall, Judith Seltz and Ellen van Bever each received four votes; therefore, there had to be a second balloting. The voting was as follows:

Donley - Flemming, Marshall, Seltz
Cleveland - Seltz, van Bever, C. Wilson
Eberwein - Flemming, Marshall, van Bever
Euille - Flemming, van Bever, Whitehead
Pepper - Flemming, Marshall, Seltz
Speck - Flemming, Marshall, Seltz
Woodson - van Bever, Whitehead, C. Wilson

Thereupon, ballots were again distributed, tellers were again appointed and the ballots tallied with the following results: City Council appointed Shirley Marshall and Judith Seltz as Citizen Members to the Alexandria Redevelopment and Housing Authority Board of Commissioners. The voting was as follows:

Donley - Marshall, Seltz
Cleveland - Seltz, van Bever
Eberwein - Marshall, van Bever
Euille - Marshall, van Bever
Pepper - Marshall, Seltz
Speck - Marshall, Seltz
Woodson - Seltz, van Bever
