6. Presentation of Proclamation Proclaiming January 15, 2002, as Martin Luther King, Jr. Day in the City of Alexandria.

Mayor Donley noted that the City Employees' Martin Luther King, Jr. Program will be held on Friday, January 18, 2002, at Noon, at Lee Center. He will once again be singing with the Alexandria City Employees' Choir.

Alice Morgan, chair, The Martin Luther King, Jr. Memorial Planning Committee announced the following events and encouraged everyone to attend: (a) Sunday, January 13, 2002, 7:30 p.m., Salute to the Life of Dr. King, Mt. City Council approved the Consent Calendar with the exception of docket item nos. 13 and 14 which were considered under separate motions. The City Manager's recommendations are as follows:

10. City Council received the following resignations with regret: (a) Candace Lightner from the Alexandria-Gyumri Sister City Committee; (b) Brian W. Meehan from the Alexandria Budget and Fiscal Affairs Advisory Committee; (c) Megan Contakes from the Alexandria Community Services Board; (d) Gregory Kavanagh, Charlene Duryea and Elizabeth Wainstein from the Alexandria Convention and Visitors Association Board of Governors; (e) David A. Jannarone from the Alexandria Economic Opportunities Commission; and (f) Linda Gilday from the Alexandria Industrial Development Authority; requested the Executive Secretary for Boards and Commissions to send the appropriate letters of appreciation and to advertise the vacancies in the usual manner.

11. City Council (a) appointed David Tarantino as a Citizen-at-Large and reappointed Jerome Vincent Guss as a Member Representing INOVA Alexandria Hospital Department of Pastoral Services and Dennis Burstein as a Member from and Representing the Alexandria Public Schools to the Alexandria Commission on HIV/AIDS; (b) reappointed Eileen O'Brien as a Member-at-Large to the Alexandria Early Childhood Commission; (c) reappointed Sharon Lawler as a Member Nominated by the Alexandria Jaycees to the Alexandria George Washington Birthday Celebration Committee; (d) appointed Rae Grad and Lara Swanson as Non-health Professional Members to the Alexandria Public Health Advisory Commission; (e) reappointed Edward Semonian as a Citizen Member to the Alexandria Sanitation Authority; and (f) appointed Brian Shearer as a Citizen 18 Years of Age or Younger to the Alexandria Youth Policy Commission.

12. City Council: (1) authorized the grant submission of $421,601 in FEMA funds to support 39 weeks of continued crisis counseling services provided by 15 (10 full-time equivalents) temporary outreach workers; (2) authorized the receipt of $249,423 in SAMHSA funds to expand the provision of professional emergency mental health services, including critical incident stress management to first responders and other individuals and groups affected by terrorism and subsequent events, and for prevention services to reduce substance abuse and suicide attempts expected to increase as a result of the kind of community trauma experienced this fall. These funds would support three temporary professional full-time equivalent positions (including salary and benefits) for a period of one year; and (3) authorized the City Manager to execute all documents that may be required.

13. City Council approved the request for an exception to the Major Events Policy to allow a modification to the Alexandria United Way George Washington Parkway Classic 15K race route in Old Town, which is scheduled for April 21, 2002, with the understanding that the sponsors of this event will be required to: (1) seek letters of support from community groups in the areas of Old Town that will be affected by the race; (2) provide off-street parking at sites such as Canal Center Plaza and the United Way of America for the race participants; and (3) reimburse the City for any costs associated with supporting the event, including expanded Police coverage and signage. (Separate Motion)

14. City Council approved an exception to the Major Events Policy to allow a modification to the "Run vs. Row" race route in Old Town, which is scheduled for March 30, 2002, to accommodate for the closing of Jones Point Drive as a result of construction on the Woodrow Wilson Bridge. The race organizers have been told to seek letters of support from the Old Town Civic Association, Founders Park Community Association, Harborside Civic Association, Ford's Landing Civic Association, and Yates Garden Citizens' Association. (Separate Motion)

15. City Council formally accepted the gift of land records from Bernard R. Corbett and others to the City of Alexandria and thanked Mr. Corbett and others for their generous gift to the City.

16. Receipt of Staff Analysis of the Historic Alexandria Long-Range Planning Committee Report.

Councilman Euille spoke to an e-mail Council had received from Richard Cunningham and the concerns Mr. Cunningham raises. Historic Alexandria Director Federico will discuss his concerns and report back to Council on how they will be addressed.

City Council received the staff report, and thanked the members of the Long-Range Planning Committee for their efforts on behalf of the City.

17. Consideration of the Recommendation of the City Facilities Naming Committee on Renaming the Alexandria Black History Resource Center as the Alexandria Museum of African American Culture.

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

(a) Councilman Speck spoke to the recent letter from Linda Eichenbaum, Chief of Probation and Parole, announcing her retirement. He indicated that the letter stated very thoughtfully and cogently some of the issues that have been changing in the Commonwealth of Virginia regarding probation and parole and how Alexandria has been responding. He acknowledged that this was a letter from a very dedicated, very capable and very professional employee who is moving on to other things, and that what she talks about in terms of the issues that are affecting this important part of our criminal justice system and what Alexandria is doing to try to respond to are thoughts that ought not be just filed away. The City Clerk was requested to send Linda a letter acknowledging the great effort she has made over many, many years of service and to wish her the best.

Mayor Donley indicated that we also need to at least indicate our agreement, if you will, with some of the sentiments expressed in the letter. He stated that it was quite a thoughtful letter both in appreciation for her job, and also in dedication of the job she's done. Mayor Donley stated she has done a great job as the Chief of Probation and Parole.

(b) Councilman Speck asked the City Manager to provide Council with an update on the Gridlock Prevention Program with respect to any changes to the program and to scheduling at the intersections.

(c) Councilman Speck requested that efforts be made to effectively publicize the marketing funds that are available through the Alexandria Marketing Committee, and whether there might be some things that can be done to get the message out more clearly, particularly to the smaller organizations.

Mayor Donley indicated that they can take up the whole notion of the notoriety or the publicity surrounding the Marketing Fund with Chairman Roger Parks either at a subsequent meeting or at a meeting when an application is pending. In terms of the appropriateness of funding, we can take care of that matter as part of our budget deliberations.

(d) Councilwoman Pepper noted that she was out of town for the First Night celebration and was sorry she missed it. She would like to know its financial success and whether we will want to subsidize them again next year if necessary. First Night did an excellent job in marketing the City during this period.

Mayor Donley stated that a wonderful time was had by all who attended First Night activities. He indicated that the reason she was not present for the occasion was due to the loss of a parent. Mayor Donley extended condolences to Councilwoman Pepper and her family on the loss of her mother.

(e) Councilwoman Pepper announced that the City of Alexandria is asking for volunteers to help remove snow and ice from the driveways and walkways of elderly or infirm citizens. To volunteer, call Art Cole, Deputy Director of Operations, Department of Transportation and Environmental Services, at 703-838-4488. You may call the same number if you are elderly or disabled and need assistance with snow removal around your home.

(f) Councilwoman Woodson reported that her website will be ready next Monday. Her address is www.joycewoodson-citycouncil.com.

(g) Councilwoman Woodson announced that beginning in the third quarter of this school year, she will again be taking on legislative interns. One intern each quarter. Anyone who is interested should feel free to either visit her website, contact her at City Hall or via e-mail.

(h) Councilwoman Woodson noted that it is time to take Council on the road again and asked the City Manager if there is something on the schedule.

City Manager Sunderland indicated that we will look at something after the budget adoption in May. The Manager stated that when we did it last time the consensus was, he believed, that having a Regular Council Meeting was not as good or as effective as having a meeting that had a topic to it where people come to participate and have something to say.

Ms. Woodson suggested perhaps Council could add a public hearing component to a Regular Council Meeting where citizens can come in and talk about whatever they want to talk about for a half-hour. In addition, she would like to see greater citizen participation in the budget process prior to the budget being formalized.

City Manager Sunderland stated that staff was going to have greater citizen participation in the budget process this past fall; however, the events of 9-11 caught up with the City.

Mayor Donley agreed with the City Manager that it is probably best to have a subject matter or subjects pertinent or pertaining to a particular area or neighborhoods. He found that having a Regular Meeting was not nearly as valuable in terms of gaining community input and consensus around particular issues. He and the City Manager will work in developing an agenda.

(i) Councilwoman Eberwein thanked the City Manager for moving ahead on the relocation of the Community Services Board's Clubhouse Program. Ms. Eberwein is very pleased to see that we have at least a potential site for it. In addition, she will be interested in seeing where we go with that and then what we end up doing with the property that we own where they are currently located.

(j) Mayor Donley thanked Janet Barnett and all of the City staff who played a role in organizing the Olympic Torch Ceremony. The Ceremony went off without a hitch, and it was largely due to the organizational skills of Janet Barnett, including her staff at Parks and Recreation and all of the other City employees who participated in this effort.

(k) Mayor Donley expressed his thanks to the Alexandria Police Department, the Office of Sheriff and Deputies, City Public Information Officer Gordon, and Police Department PIOs Bertsch and Crawford for all their efforts relating to the pending trial of Zacarias Moussaoui which will take place at the Federal Court House in Alexandria.

(l) City Manager Sunderland presented the 2001 Annual Report for the City of Alexandria. He thanked Rose Boyd and Michele Evans for a wonderful job.

(m) City Manager Sunderland asked City Engineer Baker to explain to Council staff's recommendation regarding the installation of a mast arm on the west side of the CSX bridge near Callahan Drive and King Street. The City has been notified that six trucks had been stuck under the bridge. The mast arm will provide truck drivers with the maximum clearance height for the underpass. This is a public safety issue.

Council agreed to give the mast arm a try and hope that it works.

(n) City Manager Sunderland indicated that he will be coming forward with a memorandum detailing some security recommendations with respect to City buildings, including City Hall.
