City Council approved the Consent Calendar. The City Manager's recommendations are as follows:

7. City Council received the following resignations with regret: (a) Mark H. Fields, Alexandria Archaeological Commission; (b) Justine Walden and Meera Wolfe, Alexandria Commission for the Arts; (c) Robert Shriver, Alexandria Social Services Advisory Board; and (d) Lewis Robinson, Alexandria Woodrow Wilson Neighborhood Task Force.

8. City Council made the following appointments: (a) reappointed Amanda Babcock as the citizen member who has a disability to the Alexandria Commission on Persons with Disabilities; (b) reappointed Kathleen Kelly as the citizen member to the Alexandria George Washington Birthday Celebration Committee; (c) waived the residency requirement and appointed Eleanor Wilson as the representative from Christ Church to the Historic Alexandria Resources Commission; (d) appointed Timothy Dickinson as the representative from the Alexandria Law Enforcement Personnel to the Alexandria Local Emergency Planning Committee; (e) appointed Thomas Kerr as the citizen-at-large to the USS Alexandria Liaison Committee; (f) waived the residency requirement and reappointed Charlotte Hall as the representative from the Old Town Business Association to the Alexandria Waterfront Committee; and (g) appointed Montgomery Shane Canfield as the member of the City Boards, Commissions or other Organizations having an interest in youth issues to the Alexandria Youth Policy Commission.

REPORTS AND RECOMMENDATIONS FROM BOARDS, COMMISSIONS AND COMMITTEES

ORAL REPORTS BY MEMBERS OF CITY COUNCIL

(a) Mayor Euille noted that the Council has received several letters concerning the Mirant Plant and that the City Manager would be presenting Council with recommendations concerning the Mirant Plant at the June 22, 2004 legislative meeting.

(b) Vice Mayor Pepper stated a memorandum had been distributed on May 29, 2004 concerning the potential closing of military bases in the area. Vice Mayor Pepper noted that the base closures could also affect commercial real estate in the area with the move of military offices onto the bases.

(c) Councilman Gaines stated that he serves as the representative to the Council of Government's (COG) Transportation Planning Board, and he reported that there were new steps being taken for emergency planning for efforts to strengthen transportation communication and coordination during emergency incidents in the region, particularly high level coordination between jurisidictions.

(d) Councilman Gaines reported the COG Transportation Planning Board voted on recommendations from the Access for All Committee, which reviews transportation needs for low income, senior and disabled communities. Councilman Gaines stated that the four recommendations were: 1) the development of more effective communication for regional transportation information; 2) the prioritization of regional and local transportation services for low income persons; 3) emphasis on the need for a study to identify ways to serve the greatest number of people with disablities; and 4) to promote development around transit stations with concern and care for surrounding communities.

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL
(a) Councilman Gaines requested that City Attorney give Council a brief update on the status of Mirant Plant discussions.

City Attorney Pessoa stated that currently the City was in the process of retaining outside counsel with Neal Prodo, to help the City develop some appropriate sanctions and legal options that might be taken against the Mirant Plant. City Attorney Pessoa stated that a memorandum would be presented to Council at the June 22 meeting with the recommendations.

(b) Councilman Gaines reported that he attended the Campagna Kids 70's Celebration at Douglas MacArthur Elementary School and the students did an outstanding job with the performance.

(c) Councilman Gaines stated that he attended a TeenWork Job Fair sponsored by JobLink and at least 222 students and 45 employers were present at the fair. Councilman Gaines stated that he hoped there would be increased participation in the future and noted that TeenWork has started a relationship with the Chamber of Commerce, which might improve the level of participation.

(d) Councilman Gaines stated that he attended an HIV/AIDS program this weekend along with Vice Mayor Pepper and Councilman Smedberg. Councilman Gaines requested statistics from the Health Department regarding HIV/AIDS in the City to examine whether there was a need for funding.

(e) Councilman Gaines stated that a press conference was held at Landmark Mall about two weeks ago to herald the upcoming redevelopment efforts for Landmark Mall and the surrounding areas. Councilman Gaines noted that Mayor Euille's comments about this redevelopment project spoke to the vision that Council was developing for the entire City.

(f) Councilman Gaines stated that Council had received emails from citizens about the condition of the 395/Holmes Run underpass and requested that staff give Council an overview/update on the conditions at 395/Holmes Run.

Transportation and Environmental Services Director Baier stated that the underpass at 395/Holmes Run was actually a storm sewer drain accommodated with a sidewalk near the stream. Director Baier noted that the light fixture in the tunnel was continuously broken and replaced, however the light could be repaired. Director Baier stated the total improvement of the area needed to be looked at in the context of Capital Improvement Projects.

(g) Vice Mayor Pepper noted that the sidewalk at the 395/Holmes Run underpass also needed to be addressed because it buckled and was missing sections throughout. Vice Mayor Pepper noted that the vandals were continuously destroying the lights in the tunnel.

Director Baier noted that the permanent solution to many of the problems in the Holmes Run area would be to examine the grade of the creek and the sidewalk and install an recessed lighting system.

(h) Vice Mayor Pepper stated that she attended the HIV/AIDS symposium and the presenters were going to present a final plan to Council for consideration.

(i) Vice Mayor Pepper reported that King Street would be hosting "Second Thursdays" for the community to attend and enjoy.

(j) Vice Mayor Pepper noted that there would be three Council members attending the Mayor's Local Business Outreach Program on June 17, 2004, at 4:00 p.m., at the Nu Yu Salon in Cameron Station. Vice Mayor Pepper pointed out that the program is an effort to find out what local businesses need in function effectively in Alexandria.

(k) Councilwoman Woodson requested that employers consider hiring the youth in the community to help foster healthy self-esteem and give them hope for their future.

(l) Councilwoman Woodson mentioned her recent trip to the D-Day Celebration in France, along with Mayor Euille.

(m) Councilman Krupicka stated that he attended a productive Youth Policy Council meeting last month, where new officers were elected and a lively political debate with members of the Democratic and Republican parties was held.

(n) Councilman Krupicka reported that he attended the Healthy Families Metrostage fundraiser, featuring the play, "Mahalia." Councilman Krupicka gave the play rave reviews and encouraged everyone to see the play.

(o) Councilman Smedberg stated that he attended the T.C. Williams Scholarship Fund Award Ceremony. Councilman Smedberg noted that Councilman Gaines and Vice Mayor Pepper were in attendance and that over $400,000 in scholarships were awarded to the students.

(p) Mayor Euille requested that staff bring before Council by the end of the legislative session a report and some recommendations relative to possible affordable housing initiatives.

(q) Mayor Euille reported that there would be a kickoff celebration for thr "Alexandria Book Tour: A Passport to Adventure," Friday, June 18, 2004 on Market Square at noon.

(r) Mayor Euille reported that he, Councilwoman Woodson, and Citizens Assistance Director Boyd traveled to Caen, France and participated in the festivities to commemorate World War II. Mayor Euille also noted that he had the opportunity to meet Prince Charles, Prince of Wales, tour the American cemetery and tour the battlegrounds of Omaha Beach and Normandy. Mayor Euille thanked the City of Caen for hosting the Alexandria delegation.

ORAL REPORT FROM THE CITY MANAGER
City Manager Sunderland reported that: (a) the Arlandria-Chirilagua Festival will be held on Mount Vernon Avenue on Sunday, June 13, 2004, from 12 Noon until 7:00 p.m., and (b) there will be a Public Hearing on the draft on the Vision and Strategic Plan on June 15, 2004 at 7:00 p.m., in the Council Chambers .

32. Consideration of City Council Schedule.

City Council adopted the schedule of Council's regular City Council meetings for June 2004 with the following additions and changes: Friday, June 18, 12 Noon, Reading Initiative on Market Square; the Open Space Public Hearing on June 21, 7:00 p.m., Council Chambers; the rededication of George Washington Middle School on Tuesday, June 15 at 6:00 p.m.; and the Duke Street Concourse dedication ceremony Saturday, July 17 at 9:00 a.m.

Assistant City Manager Evans suggested that the Saturday, June 12 public hearing would conclude no later than 6:00 p.m. and reconvene following the conclusion of the Strategic Plan Public Hearing on June 15.

OTHER BUSINESS

At 9:30 p.m., City Council convened in executive session, pursuant to Section 2-2-3711(A)(3) of the Code of Virginia, for the purpose of discussing the acquisition of real property for public open space and recreation purposes, and pursuant to Section 2-2-3711(A)(1) for the purpose of discussing the appointment of a public officer appointed by the City Council.

At 10:15 p.m., City Council reconvened the meeting.

NEW BUSINESS ITEM NO. 2:

Mayor Euille announced that the City Council accepted a formal resignation from City Manager Sunderland and thanked him for his 18 years of service. Mayor Euille stated that City Manager Sunderland would remain with the City until early fall until a search for a new City Manager can be completed.
