City Council approved the submission of the grant application totaling $5,000 to the Warren R. Isman Education Grant to send five Hazmat Specialists to an educational conference and authorized the City Manager to execute all the necessary documents that may be required. 12. City Council approved the submission of an electronic grant application totaling $11,400 to the Virginia Office of Emergency Services to purchase advanced life support (ALS) training mannequins for the Fire Department and authorized the City Manager to execute all the necessary documents that may be required. 13. City Council approved the receipt of $154,135 in Federal Early Head Start dollars which the Department of Human Services will use to make payments to family child care providers on behalf of the Campagna Center Early Head Start program. 14. City Council approved the changes in the 2005 parade route for the Annual Scottish Walk Parade scheduled for December 3, 2005. The Campagna Center, the City's Special Events Committee and the King Street Metro Enterprise Team (KSMET), which after their merger with the Old Town Business Association now represents Old Town businesses, all support this recommendation. The Traffic and Parking Board unanimously approved the changes in the parade route at its meeting on September 26, 2005. (separate motion) 15. City Council (1) approved the submission of the grant application to the Department of Social Services (DSS) for funding in the amount of $22,500 that would result in funding for a part-time position for the Office on Women; (2) approved the aquisition of one part-time Outreach and Prevention Specialist for the Office on Women. This grant-funded position would terminate upon the expiration of the grant and the individual who fills this position would be notified of this condition of employment at the time that they are hired, and would sign an agreement of understanding with regard to this condition and; (3) authorized the City Manager to execute all documents that may be required. 16. City Council scheduled the public hearing on the site selection recommendation for the new Alexandria Police facility for Saturday, October 15, 2005 and docketed action of the site selection for its October 25 legislative meeting. 17. City Council (1) approved the submitted grant application to the Virginia Department of Criminal Justice Service (DCJS) for funding in the amount of $41,070 for continued funding for the Office on Women's Hispanic Outreach Services Project; (2) approved the continuation of one full-time Hispanic Outreach Specialist position and; (3) authorized the City Manager to execute all documents that may be required. 18. City Council deferred action on the item and requested staff seek further advice from the Affordable Housing Advisory Committee. Council Action:_________________________________________________________ REPORTS AND RECOMMENDATIONS FROM BOARDS, COMMISSIONS AND COMMITTEES None ORAL REPORTS BY MEMBERS OF CITY COUNCIL (a) Vice Mayor Pepper gave an update on the ongoing Mirant situation and reported that the City has filed suit against Mirant, seeking an injunction requiring Mirant to cease operations. Vice Mayor Pepper noted that Mirant has requested permission from the Federal Aviation Administration to increase the height of the stacks at the plant. (b) Councilman Smedberg also gave an update on the Mirant situation and requested an update from staff on the modeling and how the State and the Environmental Protection Agency would reconcile the model Mirant used to resume operations. Councilman Smedberg requested information on the Trona system Mirant is investigating for use and how it might potentially be as harmful as current operations at the Mirant plant. (c) Councilman Gaines stated that he serves as the Mayor's representative to the King Street Gardens Park Foundation and requested that Mr. Jinks, Assistant City Manager, provide information about a $15,000 proffer from an upcoming development in the area and how the Foundation could possibly access the monies. (d) Councilman Gaines reported that the Upper King Street Task Force was concerned about traffic and specifically pedestrian safety on Duke Street and Diagonal Road and had discussed how to get pedestrians to utilize the tunnel. (e) Councilman Krupicka reported that he attended the Local Emergency Planning Commission meeting and he complimented the Health Department on the guide it complied on emergency preparedness and requested that staff make the guides available to the public. (f) Councilman Krupicka reported that CONAADA has finished its helicopter studies report for the region and he will share that information with anyone interested. Council Action:_________________________________________________________ ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL (a) Councilwoman Woodson reported that the National Association for the Advancement of Colored People (NAACP) will be hosting its Awards Dinner on October 22, 2005 at 6:30 p.m., at the Mark Center Hilton. (b) Councilwoman Woodson requested an update on the Winkler Properties and the upcoming sale of the properties and the affect the sale may have on affordable housing stock in Alexandria. (c) Councilwoman Woodson noted her concern about the increase in the energy prices and how citizens will be affected this winter. Councilwoman Woodson requested that staff compile ideas for energy savings and make the information available to citizens. (d) Vice Mayor Pepper reported that the Alexandria Historical Resources Commission and the Historic Alexandria Foundation held an informative work session on the maintenance of the historic properties in the City. (e) Mayor Euille and members of staff gave an update on the upcoming sale of Winkler Properties and how it will affect the housing stock in the City. (f) Councilman Gaines requested an update on the house at 325 Duke Street. (g) Councilman Gaines requested a status update on how the Health Department plans to handle the upcoming flu season and distribution of shots. (h) Councilman Gaines reported that he and others members of Council attended the Alexandria Redevelopment and Housing Authority construction training graduation, which had ten participants. Councilman Gaines commended the graduates and the sponsors of the program on a job well done. (i) Councilman Macdonald reported on the work session on historic properties in Alexandria and the need to preserve those properties and assess the financial value of preserving the buildings. (j) Councilman Macdonald noted that the monthly crime report published by the Police Department is informative and he pointed out that there appears to be a rise in certain crimes in the City, particularly robberies, aggravated assault and burglaries. Councilman Macdonald requested information on strategies that are used to reduce some of these crimes. Councilman Macdonald noted that the crime report highlighted some of the troubled traffic intersections in the City and he hoped that the City would be working to reduce the danger at those intersections. (k) Councilman Krupicka reported that Art on the Avenue was successful and enjoyable for all who attended this year. (l) Councilman Krupicka reported that the Del Ray's Halloween parade will be held on October 30 at 1:30 p.m. Councilman Krupicka reported that costumes will be collected for underprivileged children at various businesses on Mount Vernon Avenue. (m) Councilman Krupicka reported on the historic properties work session and he noted that the session was proactive and thought-provoking. (n) Councilman Krupicka reported that JobLink is in the process of creating a program for auto mechanics training in the City. Council Action:_________________________________________________________ ORAL REPORT FROM THE CITY MANAGER City Manager Hartmann reported that on Thursday, October 20, 2005, there will be a community workshop in the Atrium of the Patent and Trade Office at 600 Dulaney Street focusing on community planning and community involvement featuring Ed McMahon, Senior Resident Fellow at the Urban Land Institute and national authority on sustainable development, land conservation and urban design. City Manager Hartmann reported that next month there will be another presentation on Walkable Communities with Dan Burton at the same location. City Council also removed from the calendar the reopening celebration for the Apothecary Museum on October 28, which will be rescheduled for a later date.
