1. Musical Selection by the Women's Ecumenical Choir of Ebenezer Baptist Church.

The Women's Ecumenical Choir of Ebenezer Baptist Church provided a musical selection.

2. Call to Order of the Meeting by the City Clerk and Clerk of Council.

The meeting was called together by the City Clerk. All members of City Council were present.

3. Presentation of the Colors by the Combined Alexandria Police, Fire and Sheriff Departments' Color Guard.

The Combined Alexandria Police, Fire and Sheriff Departments' Color Guard presented the colors.

4. Star Spangled Banner Solo by Jacqueline Jones.

City employee Jacqueline Jones sang the Star Spangled Banner.

5. Invocation by Reverend Pierce W. Klemmt, Christ Church.

Reverend Klemmt provided the invocation.

6. Reading of the Statement of the Results of the May 5, 2009 Election by the Secretary of the Electoral Board Anna Leider.

Electoral Board Secretary Anna Leider read the statement of results of the May 5 election.

7. Oath of Office for Mayor William D. Euille to be given by Clerk of the Circuit Court Edward Semonian.

Clerk of the Circuit Court Edward Semonian gave the oath of office to Mayor Euille.

8. Oath of Office Given to Members of City Council Kerry J. Donley, Frank H. Fannon IV, Alicia Hughes, Rob Krupicka, Redella S. "Del" Pepper, and Paul C. Smedberg, by Clerk of the Circuit Court Edward Semonian.

Clerk of the Circuit Court Edward Semonian gave the oath of office to City Council members Donley, Fannon, Hughes, Krupicka, Pepper and Smedberg.

9. Consideration of the Election of the Vice Mayor.

WHEREUPON, upon motion by Councilman Smedberg, seconded by Councilman Krupicka and carried unanimously, City Council elected Kerry J. Donley as Vice Mayor. The voting was as follows:

13. Consideration of Setting the Date for City Council's Fall Retreats.

WHEREUPON, upon motion by Councilman Smedberg, seconded by Vice Mayor Donley and carried unanimously, City Council selected September 26, 2009 as the Fall Retreat on the strategic plan and November 7, 2009 as the Fall Retreat on the budget. The voting was as follows:

Reverent Klemmt gave the benediction.

15.1 Retirement of the Colors by the Combined Police, Fire and Sheriff Departments' Honor Guard.

The Honor Guard retired the colors.

16. Announcement of a Reception Immediately Following The Ceremony in the Cafeteria with Music by the Al Williams Jazz Duo.

Mayor Euille noted the passing of Deputy Director of Transportation and Environmental Services Tom Culpepper. He also noted that the Al Williams Jazz Duo would provide music at the reception in the cafeteria.

17. Adjournment.

THERE BEING NO FURTHER BUSINESS TO BE CONSIDERED, upon motion by Councilwoman Hughes, seconded by Councilman Smedberg and carried unanimously, City Council adjourned the special installation meeting of July 1, 2009 at 8:35 p.m. The voting was as follows:
