Present: Mayor William D. Euille, Vice Mayor Kerry J. Donley, Members of Council Frank H. Fannon, Alicia R. Hughes, K. Rob Krupicka, Redella S. Pepper and Paul C. Smedberg.

Absent: None.

Also Present: Mr. Johnson, Acting City Manager; Mr. Banks, City Attorney; and Ms. Evans, Deputy City Manager.

1. Calling the Roll.

The meeting was called to order by Mayor Euille, and the City Clerk called the roll. All members of Council were present.

2. Consideration of a Resolution Affirming City Manager Declaration of Local Emergency on Friday, August 26, 2011 in Response to Hurricane Irene. [ROLL-CALL VOTE]

WHEREUPON, upon motion by Councilwoman Hughes, seconded by Councilwoman Pepper and carried unanimously by roll-call vote, City Council adopted the resolution affirming the City Manager's declaration of local emergency on Friday, August 26, 2011. The voting was as follows:

Euille "aye" Krupicka "aye"
Smedberg "aye"

The resolution reads as follows:

RESOLUTION NO. 2469

WHEREAS, on August 26, 2011, the City Manager, as the Director of Emergency Management of the City of Alexandria, as a result of the impending impacts of Hurricane Irene, found that the City of Alexandria faced potential emergency conditions of peril to life and property which threatened and constituted an emergency, and made a Declaration of Local Emergency; and

WHEREAS, on August 26, 2011, at 2:00 p.m., it was declared that a local emergency existed throughout the City of Alexandria; and

WHEREAS, on September 1, 2011, at 12:30 p.m., the Declaration of Local Emergency was terminated; and

WHEREAS, state law and the city code require that such Declaration of Local Emergency be approved and confirmed by City Council, as the governing body of the City of Alexandria, Virginia;

NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Alexandria, Virginia, that the Declaration of Local Emergency, effective August 26, 2011, at 2:00 p.m., and terminated September 1, 2011, at 12:30 p.m., is approved and confirmed.

THERE BEING NO FURTHER BUSINESS TO BE CONSIDERED, upon motion by Vice Mayor Donley, seconded by Councilwoman Pepper and carried unanimously, City Council adjourned the regular meeting of September 9, 2011 at 11:35 a.m. The voting was as follows:
