16. Consideration of Setting a Public Hearing on Saturday, October 12, 1991, on a Request for an Overhead Utilities Variance at 3737 Seminary Road, the Virginia Theological Seminary.

17. Consideration of Setting a Public Hearing on Saturday, October 12, 1991, on a Request for Installation of Parking Meters on the South Side of Diagonal Road from Duke Street to Joe Theismann's Restaurant.

18. Consideration of Setting a Public Hearing on Saturday, October 12, 1991, on a Request for Installation of a Parking Lane on the North Side of the 1400 Block of Duke Street.

WHEREUPON, upon motion by Councilman Donley, seconded by Councilwoman Pepper and carried on a vote of 6-to-0, City Council approved the Consent Calendar as presented. The City Manager's recommendations are as follows:

10. City Council received the following resignations with regret: (a) Nicolette Atwood from the Alexandria Beautification Commission; (b) Roberta Stein from the Alexandria Commission on Disabled Persons; (c) Michael McInerney from the Alexandria George Washington Birthday Celebration Committee; (d) Lynn Wahl from the Alexandria Landlord-Tenant Relations Board; and (e) Wilma Probst from the Alexandria Waterfront Committee; and requested the Executive Secretary to send the appropriate letters of appreciation and to advertise the vacancies in the usual manner.

11. City Council (a) appointed Mary Ellen Hoy as a Member Designated by the Northern Virginia Association for the Education of Young Children to the Alexandria Early Childhood Development Commission; (b) reappointed William Bryant as a Member Designated by the Health Systems Agency of Northern Virginia to the Alexandria Emergency Medical Services Council; (c) appointed Kerry Holmes-De Haven as a Member Designated by Colonial Cotillion of Alexandria to the Alexandria George Washington Birthday Celebration Committee; (d) reappointed Tina Silverman as a Member Designated by the Alexandria Historical Restoration and Preservation Commission to the Historic Alexandria Resources Commission; and (e) appointed Lisa Hair and reappointed David O'Brien as Health Professional Members to the Alexandria Public Health Advisory Commission.

12. City Council approved the submission of this grant application and authorized the City Manager to execute all necessary documents.

13. City Council allocated $126,250 from Account 040006-9712 (Cash Capital) to Account 245134-2121 (Downtown Handicapped Access Program) to fund the third and fourth years of this special handicap ramp program.

14. City Council (1) reallocated $100,000 from Account 205054-2102 (New Community Library) to 200022-2121 (Burke Library); (2) allocated $67,100 from Account 040006-9712 (Cash Capital) to Account 200022-2121 (Burke Library); (3) identified $7,950 of the allocation as a construction contingency of 5 percent; and (4) authorized the City Manager to award a contract to the lowest responsive bidder for renovation work to remove architectural barriers to persons with disabilities at the Burke Library and to execute the necessary contract documents.

15. City Council accepted the Financial Report for the period ending August 31, 1991.

16. City Council set this item for public hearing on October 12, 1991.

17. City Council scheduled this issue for a public hearing on October 12, 1991.

18. City Council scheduled this request for a public hearing on October 12, 1991, to receive comments from the residents and businesses on installing a parking lane on the north side of the 1400 block of Duke Street.

WHEREUPON, upon motion by Council Member Rich, seconded by Councilwoman Pepper and carried on a vote of 6-to-0, City Council moved to schedule a public hearing on this item. The voting was as follows:

AT THIS POINT, the Mayor returned and commended Mr. O'Kane for the summary which is an outstanding and concise job. She expressed her concerns regarding this project and its affects on Alexandria.

20. Consideration of the Transportation Service Agreement Between the City and the Washington Metropolitan Area Transportation Authority (WMATA) for FY 1992.

WHEREUPON, upon motion by Councilman Jackson, seconded by Councilman Donley and carried unanimously, City Council authorized the City Manager to sign the FY 1992 Transportation Service Agreement between the City of Alexandria and the Washington Metropolitan Area Transit Authority. The voting was as follows:

21. Consideration of Request from the King Street Metro Enterprise Team (KSMET) to hold a Discovery Festival on Monday, October 14, 1991, from 11:00 a.m. to 6:00 p.m. from Patrick Street to King Street Station.

WHEREUPON, upon motion by Councilman Donley, seconded by Vice Mayor Cleveland and carried unanimously, City Council (1) approved the event by authorizing: (a) the hanging of banners from street lamps around Gateway Park; (b) the closing of Diagonal Road between Daingerfield Road and King Street; (c) the closing of Commerce Street in front of 1200 King Street; (d) the City Manager to issue a temporary permit allowing sidewalk sales and displays on King Street from Patrick Street to King Street Station; and (2) waived the Gateway Park rental fee of $300 and the parking meter rental fee of $12. The voting was as follows:

22. Consideration of Reaffirmation of the City's Ambulance Policy. (Councilman Speck)

WITHOUT OBJECTION, City Council gave the opponents and proponents five minutes each to speak to this issue.

WHEREUPON, upon motion by Councilman Speck, seconded by Vice Mayor Cleveland and carried on a vote of 5-to-1, City Council reaffirmed the Manager's Administrative Regulations on transportation of emergency patients.

The current policy on emergency medical services transports which is included in Administrative Regulation 9-10 is as follows:

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

(a) Mayor Ticer stated that the City Attorney is in the process of writing a letter to the ABC Board in support of the neighbor's appeal of the hearing officer's recommended decision in the matter of the B & E Grocery on North Henry Street.

(b) Councilman Speck spoke regarding the single-occupancy vehicle commuter. He asked what would be involved in taking the main commuting corridors where we have designated HOV lanes, and designating the current HOV lanes for single-driver-occupancy vehicles and having the larger number of lanes as HOV.

Mr. O'Kane, Director of Transportation and Environmental Services, made comments and will come back with a report.

Mayor Ticer also made comments on this item and indicated that it would be worth looking at and at the same time that we are looking at that, we should be looking at reversible lanes.

(c) Mayor Ticer gave a report on a meeting of the Steel Recycling Partnership which has launched a new campaign about recycling steel cans and steel objects. She appreciated the report that staff prepared for her of the real value of our recycling program and how well we are doing in Alexandria.

(d) Councilman Donley requested the City Manager to ask Barbara Janney, Alexandria Convention and Visitors Bureau Director, to explore alternatives for repeating the Evening in Old Town which was held in August. He requested that they try to plan something like this again in conjunction with another major conference and to include regional participation.

(e) Councilman Jackson stated that there will be a public hearing on October 29 at 7:30 p.m. at Hammond Junior High School by WMATA to change the METROBUS Service between the S & I Yard and the Eisenhower Avenue Station. It possibly will be reducing the service or eliminating all of them.
