Passage on First Reading of AN ORDINANCE to levy a tax at a rate of $0.25 per telephone line per month on the consumers of telephone services in the city to recover the capital, installation and maintenance costs associated with the city's enhanced 911 emergency telephone system.

WHEREUPON, upon motion by Councilman Speck, seconded by Councilwoman Pepper and carried unanimously, City Council approved the Consent Calendar as presented with the exception of Docket Item Nos. 12, 14, 15, 16, and 24, which were considered under separate motions. 8. City Council received the following resignation with regret: (a) William Chesley from the Alexandria Youth Services Commission; and requested the Executive Secretary for Boards and Commissions to send the appropriate letter of appreciation and to advertise the vacancy in the usual manner.

City Council (a) reappointed Rae Hansen Andonian, Helen Bertot, David Colton, Myron Erkiletian, Douglas Guiler, Gail Howard, Barbara Krimgold, Frederick Krimgold, Daniel Maljanian and Tatyana Schriempf, and appointed Jean Brereton, Lorna LaBelle, William Morgan and Michael Pattisall as Citizen Members to the Alexandria-Leninakan Exchange Committee; (b) appointed Michael Brown and George Chadwick, III as Citizen Members and appointed Martin Crahan as a Member Nominated by the T.C. 10. City Council authorized submission of the application for federal and state CSBG continuation funding from the Virginia Department of Social Services and authorized the City Manager to execute the required documents.

13. City Council declared the position vacant and authorized the Executive Secretary for Boards and Commissions to advertise the vacancy.

17. City Council received the Viewers' Report and authorized the City Attorney to prepare the appropriate ordinance.

(Council Member Rich asked questions about the Landlord-Tenant Board's recommendation regarding ARHA. Mayor Ticer, Vice Mayor Cleveland and Ms. Davis, Director of Housing, participated in the discussion on this item.

Council Member Rich encouraged the Landlord-Tenant Board, maybe in a more formal way, to begin working with ARHA to develop some concrete proposals for achieving those objectives. Some turnover would be good for the system.)

The resolution reads as follows:
RESOLUTION NO. 1589

WHEREAS, the governing body of Alexandria, Virginia, is interested in the economic well-being of its citizenry and the community at large; and

WHEREAS, the governing body is prepared to support appropriate efforts within the community to become totally prepared to promote tourism and related economic development; and

WHEREAS, the Virginia Department of Economic Development, through its Tourism Development Group, is offering a program which is specifically designed to assist Virginia communities to become better prepared for tourism and related economic development; and

WHEREAS, this program is entitled the VIRGINIA TOURISM ACCREDITATION PROGRAM;

NOW THEREFORE, BE IT RESOLVED by the City Council, that our community, Alexandria, Virginia, wishes to participate in the VIRGINIA TOURISM ACCREDITATION PROGRAM, and that the leadership of this community is fully cognizant that the aforesaid program requires dedicated effort; and

BE IT FURTHER RESOLVED that by entering the aforesaid program, we are pledging our best and honest efforts to achieve designation as a Virginia "Accredited" community; and

BE IT FURTHER RESOLVED that the aforesaid program requires either the existence or formation of a Tourism Promotion Organization which will be charged with the responsibility of completing the requirements of the aforesaid program, and that this governing body hereby designates the Alexandria Convention and Visitors Bureau as representing this community for the purpose of participating in this program.

24. Introduction and First Reading. Consideration. Passage on First Reading of AN ORDINANCE to establish the tax rates to be levied for calendar year 1992 as follows: (1) all real estate located within the territorial boundaries of the city, to be taxed at a rate of $1.095 on each $100.00 of assessed value; (2) all motor vehicles, trucks, taxicabs, motorcycles, campers and other recreational vehicles, boats, trailers, and semi-trailers owned or held by residents or citizens of the city or located within the territorial boundaries of the city or otherwise having a situs for taxation in the city to be taxed at the rate of $4.75 on each $100.00 of assessed value; (3) all tangible personal property, other than mobile homes, automobiles, trucks, antique motor vehicles, taxicabs, motor vehicles with specially designed equipment for use by the handicapped, motorcycles, campers and other recreational vehicles, boats and trailers, that is owned or held by residents or citizens of the city and located within the territorial boundaries of the city or otherwise has a situs within the city, to be taxed at the rate of $4.75 on each $100.00 of assessed value; (4) all machinery and tools used in a mining or a manufacturing business, to be taxed at the rate of $4.50 on each $100.00 of assessed value; (5) all mobile homes owned or held by residents or citizens of the city or located within the territorial boundaries of the city or otherwise having a situs in the city subject to taxation, to be taxed at the rate of $1.095 on each $100.00 of assessed value; (6) all antique motor vehicles owned or held by residents or citizens of the city or located within the territorial boundaries of the city or otherwise having a situs for taxation in the city to be taxed at the rate of $0.01 on each $100.00 of assessed value; and (7) all motor vehicles with specially designed equipment for use by the handicapped to be taxed at the rate of $3.55 per $100.00 of assessed value.

(General Discussion. Councilwoman Pepper stressed that this is introducing of an ordinance and a passing on first reading, and we will set the public hearing for Monday, March 30, 1992, on these issues. This does not mean that we are at this time passing, without a public hearing, a budget which would have a tax rate of $1.095.

The City Manager stated that she continues to strongly recommend that the tax rate remain at $1.045. This is not a recommendation that the tax rate be increased to $1.095 but gives Council the maximum flexibility in their decisions in the context of the budget.

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Councilman Donley and carried unanimously, City Council (1) received the report and made it public; (2) set the public hearing on the report for the April 25 City Council meeting; (3) referred the report to the Traffic and Parking Board and requested the Board to submit comments at the April 25 public hearing; (4) requested the City Manager to continue working with the Old Town Parking Committee to address the parking issues in the survey area; (5) following the April 25 public hearing, adopt the recommendations on pages 14-16; and (6) noted that the ordinance to change parking fines will be introduced at the first legislative meeting in May. WHEREUPON, upon motion by Councilman Speck, seconded by Vice Mayor Cleveland and carried unanimously, City Council (1) approved the request for the closure of three blocks of Mt. Vernon Avenue between Custis Avenue and Bellefonte Avenue for May 9, 1992, from 3:00 p.m. to 8:30 p.m. (which includes the extended one-half hour from 8:00 to 8:30 p.m.); (2) approved the provision of in-kind services by the City to cover a portion of the cost of the block party (excluding the City's moonbounce and the larger mobile stage); and (3) approved the request for a banner across Mt. Vernon Avenue. The voting was as follows:

23. Consideration of Application to the Virginia Department of Social Services for Funds for an Outreach/Prevention Coordinator for the Hispanic Community.

The City Manager will give Council a budget memo with regard to what we mean by the language "normal administrative attendant costs."

After the budget is adopted, the City Manager will bring back to Council a discussion on this matter to re-examine how we do things, why we do things and what the pros and cons of alternative service delivery would be.)

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

(a) Councilman Donley called to Council's attention an article about the budget which appeared in the Chamber of Commerce Business News. He brought to the Chamber's attention facts about the City's budget relating to spending restraint, assessments, user fees, the City's AAA bond rating, and the refinancing of bonds saving citizens $2.5 million.

Councilman Donley requested the City Manager to address a letter to the Chamber of Commerce refuting the assertions in the article and also highlighting the facts that he talked about.

Mayor Ticer requested that the City Manager request equal time in the same newsletter, which goes out to a tremendous number of Alexandrians.

(b) Mayor Ticer read a proclamation presented to her by the Board of Directors of Carpenter's Lodging which will be hung in the Council offices.

(c) Councilman Jackson stated for the record the consensus of Council that the Budget and Fiscal Affairs Advisory Committee (BFAAC) is actively invited by the City Council to comment on the headings included in the master budget document itself prior to the hearing and that BFAAC both individually and collectively is invited and, in fact, we are soliciting their comments on these items.

(d) Councilman Speck reported that a study resolution introduced by Delegate Cohen concerning the problems of chronic, public inebriation and some of the alternative treatment methods that we may want to consider including civil commitment and other factors other than what we have been doing now was passed, and he has been appointed to serve on a task force under the general direction of the State Department of Mental Health, Mental Retardation and Substance Abuse. He will keep Council informed.

(e) Councilman Speck brought up the matter of excused absences and the 75% attendance requirement for boards and commissions now set out in the City Code, specifically the language in the Code which may need to be clarified.

After discussion of this item by the City Attorney, Ms. Boyd, Executive Secretary of Boards and Commissions, Mayor Ticer and Council Member Rich, it was the consensus of Council not to study this subject further.

ORDINANCES AND RESOLUTIONS (continued)

28. Consideration of a Resolution Listing the Various Changes to the State Highway Road Inventory so the City can Receive from the Virginia Department of Transportation Additional State Highway Maintenance Funds as a Result of New City Street Additions.

RESOLUTION NO. 1590

WHEREAS, the 1985 Virginia General Assembly passed House Bill 1269 that provided for a change in that municipal streets eligible for maintenance payments are to be divided into two categories based on functional classification; and

WHEREAS, these categories are Primary/Minor Arterial roads and Collector/Local streets and they replaced the past administrative classifications of Primary Extensions and Other Streets, respectively; and

WHEREAS, the code, as set forth in Sec. 33.1-41.1 provides for a process in which municipalities may request additions, deletions or changes to the functional classification of Urban Roads or Streets eligible for maintenance payments on an annual basis; and

WHEREAS, the City of Alexandria contains additional new roadways which meet the State Highway road inventory criteria; and

WHEREAS, the City Council wishes to add various new roadways and lanes as Collector/Local streets; and

WHEREAS, the City Council wishes to make these changes to the Virginia Department of Transportation's road inventory in order to qualify for maintenance payments under the new quarterly payment rates per lane mile for Primary/Minor arterial and Collector/Local streets respectively, starting as of July 1, 1992; and

WHEREAS, the Alexandria City Council requests that the following new roadways be added to the Virginia Department of Transportation's road inventory.

(Councilman Jackson again informed Council and the public that due to a work-related conflict, he will not be able to be present for the March 30 public hearing on the proposed budget.)

WHEREUPON, upon motion by Councilman Jackson, seconded by Councilwoman Pepper and carried unanimously, City Council approved the City Council schedule and (1) scheduled a work session on staffing of City boards and commissions and the procedures for handling Council requests at 6:30 p.m. in the Council Workroom before the May 12 City Council meeting; (2) scheduled a work session with the Alexandria Community Services Board at 6:30 p.m. in the Council Workroom before the May 26 Council meeting to discuss the establishment of a Single Room Occupancy Facility (SRO) and the status of the Methadone Program; (3) scheduled an additional budget work session at 6:30 p.m. in the Council Workroom on April 13 for a department-by-department thorough review of the budget; and (4) scheduled a work session with Congressman Moran to discuss federal legislative impacting the City at 6:30 p.m. in the Council Workroom on April 28 prior to the second legislative meeting.
