7. Presentation of Proclamation Recognizing the DASH Roadeo Team and, in Particular, Joe Smith who Won First Place in the Competition. (Mayor Ticer)

PROCLAMATION
WHEREAS, the provision of safe, efficient and effective public transportation is of paramount importance to the citizens of Alexandria; and

WHEREAS, DASH/Alexandria Transit Company was established to enhance available public transportation within the City; and

WHEREAS, Joe Smith, Roscoe Shell, Clifton Hunter and Michelle Willis recently represented DASH/Alexandria Transit Company in the 3rd Annual Statewide Roadeo competition; and

WHEREAS, the DASH team competed with their peers from throughout the state in a variety of skill tests to identify the best bus operators; and

WHEREAS, Joe Smith was successful in his quest, and won first place in the individual competition and Roscoe Shell won third place in the same competition; and

WHEREAS, Joe Smith went on to Toronto to compete with other regional Bus Roadeo winners from throughout North America; and

WHEREAS, Joe Smith's participation and that of the entire DASH Roadeo team has brought recognition and honor to the City of Alexandria and DASH/ATC;

NOW, THEREFORE, I, PATRICIA S. TICER, Mayor of the City of Alexandria, Virginia, and on behalf of the City Council, do hereby recognize Joe Smith and the DASH Roadeo team, also composed of Roscoe Shell, Clifton Hunter and Michelle Willis, for their participation in Bus Roadeo competition; and

FURTHER, that this proclamation be spread upon the minutes of the City Council meeting of October 8, 1991, and that it be distributed to the news media for further announcement.

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Councilman Donley and carried unanimously by all those present, City Council approved the Consent Calendar as presented, with the exception of Item Nos. 13A, 14, 17, 20 and 21 which were considered under separate motions, and passed the ordinances on First Reading and set them for Public Hearing, Second Reading and Final Passage on Saturday, October 12. The City Manager's recommendations are as follows:

12. City Council received the following resignations with regret: (a) R. Dean Cutting, Aaron Gamble and Thomas P. Murphy from the Alexandria Youth Services Commission; and requested the Executive Secretary to send the appropriate letters of appreciation and to advertise the vacancies in the usual manner.

13. City Council (b) reappointed Barbara Mason as a Member Designated by the Alexandria Economic Opportunities Commission to the Alexandria Early Childhood Development Commission; (c) appointed Doris Lundberg as a Member from the Field of Medicine to the Alexandria Environmental Policy Commission; (d) appointed Martin Crahan as a Citizen Member to the Alexandria George Washington Birthday Celebration Committee; (e) reappointed Rebecca Davies as a Representative Designated by the Alexandria Commission on the Status of Women to the Alexandria Human Rights Commission; (f) appointed Verda Johnson as a Homeowner Member to the Alexandria Landlord-Tenant Relations Board; (g) appointed William Purdy as a Representative Designated by the Alexandria School Board to the Alexandria Sister Cities Committee; and (h) appointed Deanna Hines as a Citizen-at-Large Member to the Alexandria Task Force on Aids.

15. City Council (1) allocated $15,750 from Account 040006-9712 (Cash Capital) to Account 220400-2121 (Renovation--Health Center) to make needed modifications and repairs to restrooms and the clinic and office areas of the Health Department building; and (2) authorized $750 of the allocated amount to be included as a contingency for this project.

16. City Council (a) allocated $150,000 from Account 040006-9712 (Cash Capital) to Account 260141-3801 (Financial Systems) for programming services and equipment for the development of an improved personal property tax system; (b) authorized the City Manager to issue a Request for Proposals for the necessary computer programming services; (c) authorized the City Manager to issue an Invitation to Bid to acquire the computer equipment; (d) authorized the City Manager to award contracts to the lowest responsive bidders; and (e) authorized the City Manager to sign the necessary contract documents.

18. City Council allocated $45,000 from Account 040006-9712 (Cash Capital) to Account 240044-4701 (ATC Buses) to provide for the purchase of budgeted capital outlay items for the DASH bus service.

19. City Council approved the transfer of $20,000 from Contingent Reserves to Other Correctional Justice Activities (Account 102954-2410) to enable the City to contribute up to this amount for the planning of the regional jail. The other seven participating jurisdictions will be sharing equally in the cost of the planning effort. This contribution does not represent a commitment by Council of the City's future participation in the construction and operation of the regional jail.

14. Consideration of Acceptance of Funds in the Amount of $219,759 in Continuation Funding from the Virginia Department of Housing and Development for the Homeless Intervention Program.

20. Receipt of the Supplement to the Annual Committee Attendance Report for Fiscal Year 1991.

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Councilman Donley and carried unanimously by all those present, City Council received the City Manager's recommendation, as amended, to reflect the amendment to the report of the Chair of the Budget and Fiscal Affairs Advisory Committee to indicate that Beverly Hoffman meets the 75% attendance requirement of the city code and should not be removed from the committee, vacated the position listed on page two of the report; and authorized the Executive Secretary for Boards and Commissions to advertise the vacancy. 23. Consideration of Request to Review Voting Procedures When Choosing Members of Boards, Commissions, and Committees. (Council Member Rich)

WHEREUPON, upon motion by Council Member Rich, seconded by Councilman Donley and carried unanimously by all those present, City Council moved to keep the current system and requested the City Attorney to come back with a resolution, or the simplest way, to formalize the procedure that Council has been using. 24. Consideration of Proposed Comments on the Recommendations for the Governor's Commission on Educational Opportunity for All Virginians.

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Council Member Rich and carried unanimously by all those present, City Council authorized the Mayor to submit the comments (attachment to the City Manager's report) on the recommendations of the Governor's Commission on Educational Opportunity for All Virginians to the State Board of Education, the Governor's Staff Group on Education Funding and the General Assembly special committee responsible for reviewing the Educational Opportunity Commission's recommendations. REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

(a) Council Member Rich spoke on the report City Council received from the National Education Goals Panel, composed of six governors, four members of Congress and four members of the administration, whose task was to come up with a method for assessing the progress toward meeting the six goals for improving education in this country. He stated it is important for us as a community to deal with this report and suggested that our own community and school board and superintendent take the report and attempt to provide an assessment using the same goals and standards so that we can have a fair way to make an assessment of how we are doing in improving education.

(b) Councilman Speck was contacted by Mr. Kuckro, the president of the Del Ray Civic Association to request Council approval for the consumption of beer at their annual picnic.

WHEREUPON, upon motion by Councilman Speck, seconded by Councilman Jackson and carried unanimously by all those present, City Council approved the consumption of beer during the Del Ray Civic Association Picnic on October 19, 1991, from 2:00 - 6:00 p.m., in Charlie Hill Park. 29. Consideration of Resolution to Expand the Membership of the Public Health Advisory Commission.

WHEREUPON, a motion was made by Councilman Speck to approve the Manager's recommendation to enlarge the committee by three, with the understanding that it is for a one-year period and that we will look at it again in one year; which motion FAILED for lack of a second.

THEREUPON, a motion was made by Council Member Rich, and seconded by Councilman Speck, to not approve the City Manager's recommendation.

WHEREUPON, a substitute motion was made by Councilwoman Pepper, seconded by Council Member Rich, to defer until we have all seven members of City Council present.

WHEREUPON, upon motion by Councilman Speck, seconded by Council Member Rich and carried on a vote of 5-to-0-to-1, City Council adopted as a substitute for Council Member Rich's motion, Mrs. Pepper's motion. The voting was as follows:

WHEREUPON, City Council returned to the substitute motion made by Councilwoman Pepper, seconded by Council Member Rich, carried on a vote of 4-to-1-to-1, City Council deferred voting until we have all seven members of City Council present. The voting was as follows:

WHEREUPON, upon motion by Councilman Speck and seconded by Council Member Rich and carried unanimously by all those present, City Council approved the Council meeting schedule, as amended: (1) scheduled the 1991 Annual Report for public hearing on November 16; and (2) scheduled the groundbreaking for the new federal courthouse for Friday, November 8, at 2:00 p.m., at the courthouse site. (It was noted that on Thursday, October 10, before Council's Woodrow Wilson Bridge public hearing, there will be the Adult Day Health Care Center open house from 5:30 - 7:00 p.m.) The voting was as follows:
