The Meeting was called to order by Mayor Ticer, and the City Clerk called the Roll; all Members of City Council were present.

2. Public Hearing on and Consideration of the potential phasing of development within the area covered by the Potomac Yard/Potomac Greens Small Area Plan.
Mayor Ticer announced that no vote would be taken tonight.
The City Attorney explained his memorandum on the concept of the "bump," or phasing.

THERE BEING NO FURTHER BUSINESS TO BE CONSIDERED, upon motion by Councilwoman Pepper, seconded simultaneously by Councilman Donley and Vice Mayor Cleveland and carried unanimously by all those present, at 11:45 p.m., the Special Public Hearing Meeting of May 12, 1992, was adjourned.
