Present: Mayor Patricia S. Ticer, Vice Mayor William C. Cleveland, Members of Council Kerry J. Donley, T. Michael Jackson, Redella S. Pepper, Lonnie C. Rich, and David G. Speck.

Absent: None.

Also Present: Mrs. Lawson, City Manager; Mr. Sunderland, City Attorney; Ms. Evans, Assistant City Manager; Mr. Lynn, Director of Planning and Community Development; Ms. Johnson, Urban Planner of Planning and Community Development; Mr. O'Kane, Director of Transportation and Environmental Services; and Sergeant Clancey, Police Department.

The Meeting was called to order by Mayor Ticer, and the City Clerk called the Roll; all Members of City Council were present.

Planning Commission
2. Public Hearing on and Consideration of the potential phasing of development within the area covered by the Potomac Yard/Potomac Greens Small Area Plan.

The City Attorney explained his memorandum on the concept of the "bump," or phasing.

(General Discussion. councilwoman Pepper, Mayor Ticer, Mr. O'Kane, Director of Transportation and Environmental Services, and Mr. Lynn, Director of Planning and Community Development, participated in discussion about the pedestrian/bike trial.

Staff will look into the funding issue.)

It was noted at this point, 11:30 p.m., that Councilman Jackson left the meeting.

(General Discussion. Members of Council participated in discussion with the developers.)

The public hearing was concluded.

THERE BEING NO FURTHER BUSINESS TO BE CONSIDERED, upon motion by Councilwoman Pepper, seconded simultaneously by Councilman Donley and Vice Mayor Cleveland and carried unanimously by all those present, at 11:45 p.m., the Special Public Hearing Meeting of May 12, 1992, was adjourned. The voting was as follows:
