5. Presentation of Resolution Honoring the Late Kenneth W. Smith and Naming the City Shop in His Honor. (Vice Mayor Cleveland, Councilmen Jackson and Speck)

The resolution reads as follows:RESOLUTION NO. 1565
WHEREAS, Kenneth W. Smith was hired by the City of Alexandria in October 1938, at a time when the construction of the George Mason Elementary School was authorized, a Beverley Hills fire house was proposed, and Commonwealth Avenue was known as Washington Avenue; and
WHEREAS, Mr. Smith served the City for thirty-five years, nine and one-half years of which he was the Traffic Director; and
WHEREAS, during his tenure with the City, many of the major transportation networks in the region were constructed or planned such as the Shirley Highway, the Capital Beltway and the Metro system; and
WHEREAS, as Traffic Director, Mr. Smith was responsible for the planning of the City's first synchronized traffic signal system; and
WHEREAS, Mr. Smith was honored by the Alexandria Tourist Council in 1967 for his consistent cooperation and devotion to his duty; and
WHEREAS, he retired from the City government in 1973; and
WHEREAS, the Alexandria City Council wishes to recognize Kenneth W. Smith for his dedicated service to Alexandria and to honor his memory;
NOW, THEREFORE, BE IT RESOLVED that the Alexandria City Council hereby renames the City of Alexandria Traffic Operations Center, located at 3200 Colvin Street, the Kenneth W. Smith Traffic Operations Center.

11. Consideration of Agreement for a Multi-jurisdictional Narcotic Task Force.

WHEREUPON, upon motion by Council Member Rich, seconded by Councilwoman Pepper and carried unanimously, City Council approved the Consent Calendar as presented with the exception of Docket Item No. 9, which was considered under separate motion. The City Manager's recommendations are as follows:
6. City Council received the following resignations with regret: (a) Eleanor Engh from the Alexandria Commission on Aging; (b) W. Gregory Vogt from the Alexandria Environmental Policy Commission; (c) W. Gregory Vogt from the Alexandria Recycling Study Subcommittee of the Waste-to-Energy Task Force; and (d) Rhonda Thissen from the Alexandria Task Force on AIDS; and requested the Executive Secretary to send the appropriate letters of appreciation and to advertise the vacancies in the usual manner.
7. City Council (a) reappointed Jacqueline Henry Green as a Member with Expertise in Music to the Alexandria Commission for the Arts; (b) appointed Robert Feldkamp as a Representative Designated by the Historic Alexandria Foundation to the Board of Directors of the Alexandria Convention and Visitors Bureau; (c) appointed Karen Helbrecht as a Representative Designated by the Alexandria Federation of Civic Associations to the Alexandria Local Emergency Planning Committee; (d) appointed John Kling as a Representative Designated by the Alexandria Dental Society to the Alexandria Public Health Advisory Commission; and (e) appointed David Black as a Professional Member to the Alexandria Youth Services Commission.
8. City Council allocated $40,000 from Account 040006-9712 (Cash Capital) to Account 215053-2121 (Playground Renovation) to provide for planned playground renovations and improvements.
10. City Council (1) allocated $62,400 from Account 040006-9712 (Cash Capital) to Account 220947-2121 (Access for the Disabled) for renovation work to remove architectural barriers to persons with disabilities at the Peacock Avenue, Seminary Road and Grayson Street group homes; (2) included in this allocation a construction contingency of 5 percent; and (3) authorized the City Manager to award a contract to the lowest responsive bidder and to execute the necessary contract documents.
11. City Council (1) approved the Multi-Jurisdictional Narcotic Task Force Memorandum of Understanding which creates an interjurisdictional task force including the City of Alexandria, the County of Arlington and the Virginia State Police (Attachment 1 to the City Manager's memorandum); and (2) authorized the Police Chief and the Commonwealth's Attorney to execute the memorandum on behalf of the City.

9. Consideration of an Allocation of Monies for the Annual Street Tree/Reforestation Program.

The City Manager will check with the surrounding jurisdictions to see what they are doing or planning to do in asking homeowners to share in the costs or charge fees for planting trees in the public right-of-way in front of private properties and will report back to Council.)
WHEREUPON, upon motion by Councilman Donley, seconded by Councilwoman Pepper and carried unanimously, City Council allocated $85,000 from Account 040006-9712 (Cash Capital) as follows: $75,000 to Account 215335-2121 (Landscaping of Public Sites) and $10,000 to Account 215053-2121 (Park Improvements) to provide for the annual tree planting program. 12. Consideration of a Proposed Increase in the Penalties for Parking Violations. (Councilman Speck)

Staff will look at some contracting out as opposed to hiring more full-time employees with all the inherent expense associated with that, and whether our enforcement efforts can be extended more aggressively without incurring the substantial expenses that are being estimated now for hiring employees, as part of their review.)

13. Consideration of an Allocation of Monies for Improvements to the King Street and Dearing Street Intersection. (#14 11/12/91)

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Vice Mayor Cleveland and carried unanimously, City Council allocated $126,500 from Account 040006-9712 (Cash Capital) to Account 245118-2121 (Street Reconstruction) for the installation of turning lanes, curbs and gutters, and drainage improvements to the intersection of King and Dearing Streets. The requested allocation includes a $11,500 contingency for unforeseen construction items. The voting was as follows:

14. Consideration of an Application to the Virginia Department of Housing and Community Development for Facilities to Assist the Homeless (SAFAH) Program.

WHEREUPON, upon motion by Vice Mayor Cleveland, seconded by Councilwoman Pepper and carried unanimously, City Council (1) approved the submission of the City's proposal as part of the State's SAFAH application. State/local coordination is a requirement of this federal grant program; (2) authorized the City Manager to execute all documentation that may be required; and (3) contingent upon the award of the grant, approved the establishment of the one full-time grant-funded Caseworker position reflected above. WHEREUPON, upon motion by Councilwoman Pepper, seconded by Councilman Donley and carried unanimously, City Council received the report and transmitted it to the following public and private organizations for review and input back to the EOC: Alexandria City Public School Board, Alexandria Commission on Employment, Alexandria Community Services Board, Commission for Early Childhood Development, Youth Services Commission, Human Rights Commission, Alexandria Chamber of Commerce, Alexandria United Way, Urban League of Northern Virginia, Alexandria Branch of the NAACP, Bienvenidos, Inc., and the Private Industry Council. The Economic Opportunities Commission will report back to Council in the spring with the results of their work. The Economic Opportunities Commission and its staff are to be commended for the work they continue to do on behalf of the low-income people of Alexandria. The voting was as follows:

18. Consideration of the Continuation of the Policy for the Cooperative Provision of Emergency Winter Shelter in Alexandria.

Council requested a memo giving a breakdown of the clients served (male, female, families, children) and where the services were provided (how many at our community shelter versus other community shelters) to get an idea of the demographics and the amount of the support that we are getting from Carpenter's Shelter or the two church shelters.)
WHEREUPON, upon motion by Councilwoman Pepper, seconded by Councilman Donley and carried unanimously, City Council (1) endorsed the continuation of the emergency winter shelter policy developed and implemented for the winter of 1990-91; and (2) commended the homeless shelter operators in Alexandria for their continuing commitment and invaluable services. Members of City Council, the City Attorney and Mrs. Davis, Director of Housing, discussed the wording of the language in Proposal 19 which will require a registered agent with an address in the commonwealth, but not necessarily an office, so that it now reads: "to maintain an agent in this state.")

(7) WHEREUPON, upon motion by Councilwoman Pepper, seconded by Vice Mayor Cleveland and carried unanimously, City Council adopted a new proposal to amend the Virginia Code to authorize the Department of Motor Vehicles to withhold the renewal of the state motor vehicle license from any vehicle as to which there are outstanding delinquent personal property taxes due to a Virginia locality. WHEREUPON, upon motion by Councilwoman Pepper, seconded simultaneously by Vice Mayor Cleveland and Councilman Donley and carried unanimously, City Council adopted the compromise proposal by Ms. Michelle Boggs to install a flashing light at the intersection with a yellow light on Cameron Street and a red light on North Payne Street and restricted parking at the intersection. (The following persons participated in the public hearing on this item:
Donald Doheny, Jr., 7504 South Valley Drive, representing the property owners in King Street Eisenhower Metro Small Area Plan, spoke in opposition; and
Donald F. Simpson, 608 West Braddock Road, representing the Alexandria Chamber of Commerce, Land Use and Government Relations Committees, spoke in opposition.
Members of City Council, Mr. Simpson and Mr. Lynn, Director of Planning and Community Development, participated in the discussion on this item.
The City Attorney addressed the protest filed by a number of property owners. There is a provision of the charter which provides in the case of rezonings when there is a petition or protest filed by a certain number of property owners then there is the necessity in adopting the rezone for there to be a six-member vote. Since this is not a rezone but a text amendment, the protest provision of the charter does not apply. The protest has been incorporated into the record.)
WHEREUPON, upon motion by Councilwoman Pepper, seconded by Council Member Rich and carried on a vote of 5-to-2, City Council approved the proposed text amendment and requested the City Attorney to prepare the required ordinance. The voting was as follows:

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL
(a) Councilman Jackson stated for the record that the first Thanksgiving was held in Virginia, not in Texas as stated by a group of Texans in Plymouth, Massachusetts.
(b) Councilman Speck spoke on trash fees, rebates and related issues and asked that process and policy matters applicable here be directed to BFAAC in their role as an advisory group on the budget and finance to Council and give us their opinions.
Councilman Speck advised that Alexandria lost a good friend, a former Alexandria Deputy City Attorney and a Republican, Burt Hanbury, who passed away as a result of the AIDS virus, and acknowledged that Alexandria lost a good friend. He asked staff to draft a resolution to be adopted by Council to be sent to Mr. Hanbury's family.
(c) Councilwoman Pepper commented on Docket Item No. 20 and suggested that as part of the newspaper ad for the proposed postcard system for reporting personal property tax violations to put in the newspaper a copy of the card that people could cut out, that moment, to have a form in front of them that they could mail in.

(d) Councilman Donley commented on how nice Old Town looks with the Christmas season upon us. He congratulated the Christmas in Alexandria Committee and encouraged Alexandria residents to shop in Alexandria retail establishments. As part of the Christmas in Alexandria program this year, local merchants in Old Town are decorating in keeping with Old Town and the Beautification Commission will be judging those entries on December 6. He encouraged the Old Town merchants to sign up. Anything we can do to promote commerce would be appreciated by the merchants and the City.
Councilman Donley stated that this is the first year that City Council did not get a visit just prior to Thanksgiving from our turkey. He reminded all Alexandria residents and runners that the annual Turkey Trot will be held on Thanksgiving starting at 10:00 a.m. at Cora Kelly School with an entrance fee of $4 and two cans of food.
(e) Vice Mayor Cleveland reported on the America 2000 forum hosted by he and Council Member Rich last Friday which was attended by about 50 people. America 2000 is a bipartisan national initiative to devise new strategies to improve the effectiveness of our educational system. The next meeting will be on December 16.
(f) Council Member Rich spoke on the America 2000 process which is putting education on the front burner.
(g) Mayor Ticer corrected misinformation in the Gazette in a cartoon and editorial relating to the Navy relocation. There will be a letter to the editor which states the correct facts.

RESOLUTION NO. 1566
WHEREAS, the Alexandria Police Department exists to serve the community by protecting life and property, by preventing crime, by enforcing the laws, and by maintaining order for all citizens; and
WHEREAS, it is the responsibility of the members of the Alexandria Police Department to treat every citizen fairly and with decency; and
WHEREAS, the Alexandria Police Department has established a process to investigate and resolve complaints about police misconduct; and
WHEREAS, the Alexandria Police Chief has offered to meet annually with the Alexandria Human Rights Commission to present the results of the Department's action on citizen complaints about alleged police misconduct; and
WHEREAS, the Alexandria City Council wishes to acknowledge this effort by the Police Department and the Human Rights ommission to discuss these matters;
NOW, THEREFORE, BE IT RESOLVED that the Alexandria City Council hereby endorses the annual presentation to the Alexandria Human Rights Commission by the Chief of Police of a summary of citizen complaints about alleged police misconduct.
