It was noted that there was a Work Session with the Alexandria Community Services Board at 6:30 p.m. in the Council Workroom. Mayor Ticer made introductory remarks. Board Chair Loyd LaMois introduced Members of the Board who were present. He gave a presentation regarding the following issues: (1) Single Room Occupancy Facility; (2) Substance Abuse Treatment for Pregnant Women; (3) Methadone Program; (4) Detox Program; (5) Role of Community Services Board in Zoning Proffers; and (6) Summary of the Board's Major Service Indicators.

Members of City Council participated in the discussion. The City Manager, some Board Members, and Dr. Claiborn, Director of Mental Health, Mental Retardation, and Substance Abuse, also participated in the discussion.

The Meeting was called to order by Mayor Ticer, and the City Clerk called the Roll; all Members of City Council were present.

The Invocation was pronounced by Father VanWood of St. Mary's Catholic Church.

6. Presentation of a Proclamation Recognizing Dr. Thistle McKee for Her Many Years of Dedicated Service to the Medically Needy of the City and Awarding Dr. McKee the First Annual Flora Krause Casey Public Health Award.

END OF CONSENT CALENDAR

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Councilman Jackson and carried on a vote of 6-to-0, City Council approved the Consent Calendar as presented with the exception of Item Nos. 16, 18, 25, 26, and 32, which were considered under separate motions. The City Manager's recommendations are as follows:

10. City Council received the following resignations with regret (a) Linda E. Fitzgerald from the Alexandria Archaeological Commission; (b) Richard J. Hutto from the Alexandria Commission for the Arts; and (c) Claudia C. Waller from the USS Alexandria Liaison Committee; and requested the Executive Secretary to send the appropriate letters of appreciation and to advertise the vacancies in the usual manner.

11. City Council appointed (a) James Stoops as a Member with Expertise in Literature to the Alexandria Commission for the Arts; and (b) John Klousia as a Representative of the Alexandria Medical Society to the Alexandria Public Health Advisory Commission.

12. City Council received the report.

13. City Council (1) approved the submission of the grant application in the amount of $206,853 for both of these programs; (2) approved the continuation of 2.0 FTE grant-funded Employment Training Specialist positions under the Employment Services Program (ESP) and Food Stamp Employment Services (FSES) program to administer these ongoing programs, contingent upon award of the grant (continuation of these positions would be contingent upon continuation of funding from the Virginia Department of Social Services or other non-City sources); and (3) authorized the City Manager to execute the necessary documentation that may be required.

14. City Council (1) approved the submission of the grant application in the amount of $171,743; (2) contingent upon the award of the grant, approved the establishment of the part-time position, .75 (30 hours per week) FTE position (Employment and Training Specialist). This person would be working with the Office of Employment Training to provide the services proposed under this grant proposal. This grant-funded position would terminate upon the expiration of the grant and the individual who is to fill this position would be notified of this condition of employment; (3) authorized continuation of the full-time 1.0 FTE grant-funded position of an Employment and Training Specialist to administer this ongoing program; and (4) authorized the City Manager to execute all documentation that may be required.

Continuation of these positions would be contingent upon continuation of funding from the Governor's Employment and Training Department (pass through money from the United States Department of Labor to the Alexandria/Arlington Job Training Consortium) or other non-City sources.

15. City Council approved the Training Plan and grant application and authorized the City Manager to execute all documentation that may be required.

17. City Council (1) allocated $170,000 from Account 040006-9712 (Cash Capital) to Account 235390-2121 (Traffic Control Facilities) for improvement to traffic signals at various intersections within the City; and (2) reallocated an existing available balance of $22,900 from Account 245324-2121 (Monroe Avenue Bridge) to Account 235390-2121 (Traffic Control Facilities) for the improvement of traffic controls on the Monroe Avenue Bridge and the north approach to the bridge.

19. City Council allocated $140,000 from Account 040006-9712 (Cash Capital) to Account 220772-2121 (Public Safety Center) to provide improved security, upgrade the air conditioning in the E-911 Dispatch Center, and improve storm water drainage from the roof. Included in this allocation request is a contingency of 3 percent to provide for unforeseen conditions that may be encountered during construction.

20. City Council (1) allocated $63,500 from Account 040006-9712 (Cash Capital) to Account 220368-2121 (Charles Houston Recreation Center) to provide for replacement of the multi-purpose room/gymnasium floor ($59,000) and the large cooking range ($2,500). This allocation includes a contingency allowance of about 3 percent ($2,000) for unexpected and hidden subfloor deficiencies that may be found during removal of the existing floor; (2) authorized the City Manager to award a contract to the contractor that provides the lowest responsive bid within the requested allocation; and (3) authorized the City Manager to sign the necessary documents.

21. City Council allocated $100,025 from Account 240028-9320 (Bus & Rail Capital Replacement/Improvement Developer Contribution) to Account 240028-2431 (Bus & Rail Capital Replacement/Improvement Transit Deficit) for the Fiscal Year 1993 First Quarter Operating and Capital Assistance Payment due to WMATA from the City.

22. City Council allocated $40,000 from Account 040006-9712 (Cash Capital) to Account 245068-2121 (Undergrounding of Utilities/Street Lighting) for additional street lights and the upgrading of existing street lighting in specific areas of the City as requested by citizens and recommended by City staff, including public safety personnel. The installation of additional lighting and the upgrading of existing lighting is an on-going project in the CIP.

23. City Council (1) allocated $65,838 from Account 040006-9712 (Cash Capital) to Account 250035-2121 (Storm Sewer Reconstruction and Extensions) for the reconstruction of the existing storm sewer flume located in the drainage channel beside Edison Street between Dale Street and Mark Drive; and (2) authorized the City Manager to direct the City's annual concrete contractor, D&F Construction Company, to proceed immediately with the reconstruction.

24. City Council requested the Virginia Department of Transportation (VDOT) to approve the widening of east-bound Duke Street at Walker Avenue to provide a dedicated left-turn lane to the Landmark flyover as part of the VDOT FY 1993 Minor Construction Program.

(a) Councilman Jackson paid tribute to the civic virtue of Vice Mayor Cleveland, who was a candidate in today's Republican primary for Congress.

Vice Mayor Cleveland thanked Councilman Jackson and the citizens of the City of Alexandria for coming out to vote.

(b) Councilwoman Pepper noted that the City has lost one of its leading citizens, namely Helen Day who died June 1 at the age of 86. She requested that a proclamation in her honor be docketed for June 23.

(c) Councilman Donley spoke to the issue of deferral of a public hearing for Fitzgerald's Restaurant from June 13 to June 23 as requested by the applicant. WITH UNANIMOUS CONSENT, City Council noted that this item will be deferred until June 23 and requested the City Clerk to docket the matter accordingly.

(d) Mayor Ticer spoke to appointing an ad hoc task force to study election procedures, such as length of term, staggered terms, wards, non-partisan elections and when elections should be held. She indicated that it was decided that she had the authority to appoint such a committee on an ad hoc basis. The Committee will be Mike Holm, Myke Reid, George Cook, Jack Ticer, Sandy Murphy, Bill Hurd and Nancy Cox. Council would like to task that committee to come back with some recommendations in October. She indicated that the City offer space in city hall and the use of the word center to this group. The Mayor named Mr. Hurd as convener for the first meeting. At that time, the committee can appoint its own chair.

It was noted that this matter was initially brought forward by Councilman Speck and Councilman Jackson.

(e) Council Member Rich spoke to a memo from ARHA announcing the fact that they have received a quarter-of-a-million dollar grant for an alternative learning center in public housing and wanted to congratulate them.

(f) Council Member Rich acknowledged a letter that Council received from the Social Services Advisory Board indicating two things: (1) its interest in figuring out how to spend the $717,000 children's fund and (2) an interest in evaluating the effectiveness of our City's public assistance programs with a view toward helping low-income Alexandrians to achieve self-sufficiency.

The City Manager stated that staff will be putting together some very broad guidelines with respect to the $717,000 children's fund and bring to Council on June 23.

(g) Council Member Rich stated that he is having a meeting June 10 at his home at 525 Monticello Boulevard at 8:00 p.m. regarding the effort of getting the issue of elected school boards on the ballot for the November election. There will be petitions available to be signed. It is necessary to get 6,000 registered voters in the City to sign the petitions in order to place it on the ballot.

(h) Councilman Speck spoke to the issue to ask Council's authorization for the staff to issue a RFP for consultants to conduct a management analysis study of a number of departments and programs within the city; and to do so during the summer in conjunction with BFAAC to have back to Council responses by fall to allow Council to determine whether that this is something that Council wishes to spend money on and whether it would be useful to Council. He suggested that the RFP be prepared relatively soon, have it issued over the summer, have responses back by early fall, well ahead of the council retreat, in which BFAAC will participate in the examination of the responses and participate with Council in receiving them and discussing how they can be useful to Council. He suggested consideration of several of our largest departments: public works, public safety and mental health, as well as the entire employee compensation system.

There was a lengthy discussion of this issue and Councilmen Jackson and Donley suggested that the public school system be included, at least to the extent of financing requirements and organizational purposes.

After considerable discussion by Members of City Council, the City Manager, the City Attorney, Ms. Evans, and Mr. Gitajn, Councilman Speck agreed to prepare a RFP for the June 23, 1992 legislative meeting.

RESOLUTION NO. 1602

WHEREAS, the Industrial Development Authority of the City of Alexandria, Virginia ("Authority"), has considered the application of Alexandria Country Day School ("School") requesting the issuance of the Authority's revenue bonds in an amount not to exceed $2,000,000 (the "Bonds") to assist in the financing of the School's acquisition, renovation and equipping of its existing facility (the "Project") located at 2400 Russell Road in the City of Alexandria, Virginia (currently under lease), and has held a public hearing thereon on May 18, 1992;

WHEREAS, Section 147(f) of the Internal Revenue Code of 1986, as amended (the "Code"), provides that the governmental unit having jurisdiction over the issuer of private activity bonds and over the area in which any facility financed with the proceeds of private activity bonds is located must approve the issuance of the Bonds;

WHEREAS, the Authority issues its bonds on behalf of the City of Alexandria, Virginia (the "City"); the Project is located in the City and the City Council of the City of Alexandria, Virginia (the "Council") constitutes the highest elected governmental unit of the City;

WHEREAS, the Authority has recommended that the Council approve the issuance of the Bonds; and

WHEREAS, a copy of the Authority's resolution approving the issuance of the Bonds, subject to the terms to be agreed upon, a certificate of the public hearing and a Fiscal Impact Statement have been filed with the Council.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALEXANDRIA, VIRGINIA:

1. The Council approves the issuance of the Bonds by the Authority for the benefit of the School, as required by Section 147(f) of the Code and Section 15.1-1378.1 of the Code of Virginia of 1950, as amended ("Virginia Code") to permit the Authority to assist in the financing of the Project.

2. The approval of the issuance of the bonds does not constitute an endorsement to a prospective purchaser of the bonds of the creditworthiness of the Project or the School.

3. Pursuant to the limitations contained in Temporary Income Tax Regulations Section 5f.103-2 (f) (1), this resolution shall remain in effect for a period of one year from the date of its adoption.
