The Meeting was called to order by Mayor Ticer, and the City Clerk called the Roll; all Members of City Council were present.

THERE BEING NO DISCUSSION, upon motion simultaneously made by Councilwoman Pepper and Vice Mayor Cleveland, seconded by Councilman Donley and carried unanimously, City Council approved the minutes of (a) the Special Public Hearing Meeting of March 21, 1992; (b) the Regular Meeting of March 24, 1992; (c) the Special Meeting of March 30, 1992; and (d) the Special Meeting of April 4, 1992, as submitted. 5. Presentation of a Resolution Welcoming the Delegation from Caen, France. (Mayor Ticer)

(Mayor Ticer presented the resolution.

The Mayor accepted a book on Caen, France and indicated that it will be placed in the Sister City Room.)

The resolution reads as follows:
RESOLUTION NO. 1591
WHEREAS, the City Councils of Alexandria, Virginia, and Caen, France, pursuant to the wishes of their fellow citizens, have approved the twinning of their two cities; and

WHEREAS, both cities believe that understanding between nations must be founded upon friendship among citizens and in that regard the role of cities is essential; and

WHEREAS, the Cities of Alexandria and Caen have pledged to encourage and promote the development of exchange programs between their jurisdictions in the areas of business, tourism, culture and the arts, sports, health care and education; and

WHEREAS, the Mayors of Alexandria and Caen sealed the covenant between the two cities with their signatures on the twinning document in Caen on October 28, 1991; and

WHEREAS, the citizens of Caen have graciously received Alexandria citizens during several visits as the special relationship between the two jurisdictions developed, and hosted all activities connected with the signing of the official twinning documents and the official delegation from the City of Alexandria for that ceremonial event; and

WHEREAS, the first official delegation from Caen since the signing of the twinning document is visiting Alexandria from April 14 through April 20, and said delegation includes representatives from the Caen-Alexandria Association and citizens of the City of Caen;

NOW, THEREFORE, BE IT RESOLVED that the City Council extends its heartfelt welcome to this delegation and wishes all of its members an enjoyable and productive visit to our fair City.

12. Presentation of Resolution Honoring Alexandria General District Court Judge Robert T. S. Colby on His Retirement. (Councilwoman Pepper)

(Councilwoman Pepper presented the resolution. Judge Colby indicated that the resolution should be amended to read Jamaica, New "York".)

The resolution reads as follows:

WHEREAS, Alexandria General District Court Judge Robert T. S. Colby has served as a judge in the City of Alexandria for 24 years; and

WHEREAS, he was raised in Jamaica, New York, graduated from Georgetown University Law School in 1951, and served in the Army in Korea; and

WHEREAS, he worked in the U.S. Attorney's Office in Alexandria, and then in his father's law firm before he went on the bench; and

WHEREAS, during his tenure as judge in Alexandria, he has heard almost 700,000 cases; and

WHEREAS, during his 24 years as a judge he worked hard to see that citizens and defendants were treated equitably and fairly; and

WHEREAS, the Alexandria City Council wishes to recognize him for his many years of service to the City and its citizens;

NOW, THEREFORE, BE IT RESOLVED that the Alexandria City Council hereby expresses its appreciation to Alexandria General District Court Judge Robert T. S. Colby for his many years of devoted service and extends its best wishes to him upon his retirement.

13. Presentation of a Proclamation Proclaiming the Preschool Playground at George Washington Junior High School to be The Elizabeth-Anne Campagna Memorial Preschool Playground.

Passage on First Reading of AN ORDINANCE to amend the comprehensive master plan of the City of Alexandria by adopting and incorporating therein the amendments to the previously adopted Potomac West Small Area Plan which have been reviewed and approved by city council, and by repealing all provisions of the previously adopted small area plan which may be inconsistent with the amendments.

END OF CONSENT CALENDAR

WHEREUPON, upon motion by Councilman Speck, seconded by Councilwoman Pepper and carried unanimously, City Council approved the Consent Calendar as presented with the exception of Docket Item Nos. 22, 24 and 33 which were considered under separate motions. The City Manager's recommendations are as follows:

14. City Council received the following resignations with regret: (a) John Cutler from the Alexandria Board of Zoning Appeals; (b) Paul R. Duffy from the Alexandria Building Code Board of Appeals; (c) Arthur G. Jones from the Alexandria Community Services Board; (d) Clare Shea from the Alexandria Environmental Policy Commission and (e) Karl Smith from the Alexandria Human Rights Commission; and requested the Executive Secretary to send the appropriate letters of appreciation and to advertise the vacancies in the usual manner.

15. City Council (a) appointed Georgena H. Clayton as a Representative from the Virginia Department of Rehabilitative Services to the Alexandria Commission on Disabled Persons; (b) appointed Thomas M. Cimino as a Representative from an Educational Institution Mandated in the Job Training Partnership Act to the Alexandria Commission on Employment; (c) appointed David B. Crosby as a Representative from the Alexandria Jaycees to the Alexandria George Washington Birthday Celebration Committee; and (d) reappointed Paul T. Cassedy, Anthony W. Norwood and C. Peter Schumaier as Members from the Alexandria Traffic and Parking Board to the Alexandria Transportation Safety Commission.

16. City Council received the rules, regulations and procedures.

17. City Council received this report.

18. City Council (1) approved the acceptance of these grant monies from the State; and (2) authorized the City Manager to execute all necessary documents related to these grant funds.

19. City Council (a) approved the submission of the grant application in the amount of $39,529; (2) approved the continuation of a 1.0 FTE grant-funded position of a Rape Victim Companion Volunteer Coordinator to administer this ongoing program, contingent upon award of the grant; and (3) authorized the City Manager to execute the necessary documents and contracts.

20. City Council authorized the City Manager to accept these funds and authorized the City Manager to execute any documentation that may be required.

21. City Council allocated $82,800 from Account 040006-9712 (Cash Capital) to Account 220848-2121 (Public Pools) to provide for repairs and renovations at the Municipal, Colasanto and Warwick Pools.

23. City Council allocated $100,000 from Account 040006-9712 (Cash Capital) to Account 200683-2121 (George Washington Jr. High School) for the replacement of the roof over the facility's Annex building.

25. City Council approved the date of October 10 for the American Indian Festival at Market Square.

26. City Council received the report and expressed its appreciation to the Human Rights Commission for its efforts on behalf of the City.

32. City Council introduced and passed the ordinance on First Reading; and set it for Public Hearing, Second Reading and Final Passage on Saturday, April 25, 1992.

22. Consideration of an Allocation of Monies for Street Improvements in the 3900 Block of Bruce Street.

(General Discussion. Councilman Speck asked questions concerning whether this is an enforcement issue or a safety issue and suggested that staff come back with a report with other options.

Fire Chief Beam responded to some of his concerns.)

24. Consideration of Application to the U.S. Department of Health and Human Services, Head Start Bureau, for Funds to Expand the Alexandria Head Start Program.

(General Discussion. Council Member Rich asked questions concerning the number of at-risk four-year olds being served.

WHEREUPON, upon motion by Council Member Rich, seconded by Vice Mayor Cleveland and carried unanimously, City Council approved submission of a grant application operated by The Campagna Center under a contract with the Division of Economic Opportunities in the Department of Human Services (1) to expand the Alexandria Head Start program by 15 children (from 148 to 163); to fund start-up costs for the expansion; and to fund program improvements for the existing program; and (2) authorized the City Manager to sign all necessary documents. 27. Consideration of Sending a Letter to Amtrak Regarding the Future of Union Station.

Councilman Jackson stated that in view of his employment relationship with Amtrak, the Commonwealth's Attorney has informed him that he has a potential conflict under the law; therefore, during the discussion of this item he left the Council table. He did not participate in the discussion of or the voting on this item.

(General Discussion. Councilwoman Pepper suggested that this area could be included in an historic district which would include Rosemont and would like some input from that particular neighborhood.

(General Discussion. Councilman Donley went on record expressing some reservations about the amusement rides and the adverse potential they might have on both the Waterfront Festival and also the citizens.

Mayor Ticer, Vice Mayor Cleveland and Councilman Speck also participated in the discussion of this item.

The City Attorney recommended that paragraph C. 6 be amended to reflect that the insurance be lowered from $10,000,000 down to $5,000,000 to have an initial $1,000,000 policy and an excess coverage which they can get up to $4,000,000 for an aggregate of $5,000,000.)

WHEREUPON, upon motion by Councilman Donley, seconded by Vice Mayor Cleveland and carried on a vote of 6-to-0, City Council approved the use of the City facilities and personnel for the Eleventh Annual Alexandria Red Cross Waterfront Festival on June 5, 6, and 7 and set conditions for their use, as amended, as recommended by the City Attorney to paragraph C. 6 that the insurance be lowered from $10,000,000 down to $5,000,000 to have an initial $1,000,000 policy and an excess coverage which they can get up to $4,000,000 for an aggregate of $5,000,000. All City costs associated with the festival are paid for by the Red Cross, and include permits and license fees, facilities and equipment rental fees, and staff fees at the appropriate overtime rates. These fees are estimated to total $32,910 this year, and are not to be waived. The Red Cross made a net total of $146,844 on the festival last year.

WHEREUPON, upon motion by Councilman Donley, seconded by Vice Mayor Cleveland and carried unanimously, City Council (1) adopted the CHAS (Attachment I to the City Manager's memorandum), as revised, and authorized submission of the document to HUD no later than April 17 (11 days before the end of the 60-day public comment period); and (2) authorized the City Manager to send a letter of support to HUD for an application from Virginians in Partnership for Housing, Inc. (VIP), a non-profit housing corporation located just south of Alexandria on Route One, and Affordable Housing Development Services, a consulting partnership located in Alexandria, for a $100,000 planning grant under the HOPE 3 program to develop a housing counseling and homeownership program. A copy of the letter from Affordable Housing Development Services and the proposal are attached to the City Manager's memorandum. No City funds are involved in this project.

Item #29 on the Docket for this meeting is a request for a letter of support for the Tenants' Support Committee's application for HOPE 2 funding.

AFTER CONSIDERABLE DISCUSSION, a motion was made by Council Member Rich to request that the City Manager's office coordinate among the four agencies that have been identified [ARHA, Community Services Board, Early Childhood Development Commission, and Health Department] and anybody else that they think ought to have some rough input and provide Council with some identification of programs that are in place that need more in order to reach the at-risk children; Early Childhood Development, the WIC Program, if not reaching all at-risk children, what would be required to do for both prenatal and post-birth health and nutrition and come up with a rough figure of what might be done in a two-page memo; the more serious question is not the what, it is attaching some sort of rough price tag and then deciding whether or not Council is going to make it a high priority; which motion was seconded by Councilman Donley for purposes of discussion.

(FURTHER DISCUSSION. Members of City Council participated in the discussion.

REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

(a) Councilman Speck stated that the Governor vetoed the bill of reducing the ratio of food that has to be served in a restaurant as opposed to alcohol.

Mayor Ticer indicated we are very grateful for that; however, she wished he would have vetoed bill 270 also.

(b) Councilman Jackson announced with some regret that he will not be present for the April 28 legislative session due to a business conflict.

(c) Councilman Jackson indicated that there will be a public hearing on a proposed change in Metro Bus Route 25(b), he believes, tentatively set for May 6 at 7:30 p.m. at Hammond Jr. High School. More information will follow to Council.

(d) Councilman Donley spoke to the status of the Clermont Interchange EIS. He indicated that the two groups who raised the issue were the Cameron Station Reuse Task Force and the Economic Development Board of Directors. The interchange is key to making the Eisenhower Valley accessible for commercial development. He has asked the City Manager to draft a letter to VDOT and Secretary Milliken to request an update on the status of the draft EIS and to also express our displeasure at the endless delay the VDOT has taken in this particular instance. He also requested that there be immediate action to forward the draft EIS to the City in order to expedite public hearings in June. He requested that the political leaders who supposedly oversee some of these particular organizations be contacted and notified. For example, Governor Wilder, Lt. Governor Beyer, Senator Calhoun, Delegates Cohen and Van Landingham and let them know to exert some pressure to get this project moving. He requested that the letter be copied to the members of the Clermont Task Force, the Cameron Station Reuse Task Force and the Economic Development Board of Directors.

The City Manager stated that the letter will be distributed and if Council has any comments it can let her know at the Work Session on Monday night.

(e) Mayor Ticer highlighted a memo Council received from Chief Samarra about the extra effort in terms of larcenies in Alexandria increased almost by 20 percent in 1991 and were basically car thefts. They have a new program which is higher visibility and shakeouts in the areas where the larcenies have taken place, particularly the West End that has had a lot of problems with it. They will be doing brochures for condominiums for prevention and intend to really work on this issue.

(f) Vice Mayor Cleveland asked if Saturday, April 25, is going to be a long day because that is the day for Christmas in April. The City Manager indicated that it is expected to be a very long Saturday public hearing. She suggested that perhaps a break of an hour or an hour and a half for lunch. He indicated that he has never missed it; however, duty calls and he will be at the City Council meeting.
