OPENING

The Meeting was called to order by Mayor Ticer, and the City Clerk called the Roll; all Members of City Council were present.
(a) Hilary M. Brandt, 401 N. Saint Asaph Street, representing the Alexandria Chapter of the American Red Cross, announced the First Annual Alexandria Red Cross Winter Jubilee, to be held on Sunday, February 14, 1993, from 7:30 p.m. to 11:00 p.m., at Landmark Shopping Center. Please use the main Duke Street entrance to the Mall. There will dancing, a silent auction, and games. Music will be provided by The Drifters and The Embers. Tickets are $12 and can be purchased by calling 703-549-8300 or TicketMaster.

(b) James Andrews, 605 N. Alfred Street, spoke to the issue of his car which does not have tags, but he pays taxes on. It is on a private lot which he takes care of. He was given a notice to move the car in 15 days. He was told also to put tags, a city sticker and an inspection sticker on it. At the present time, he does not have any use for his car as he cannot drive it and his wife at the moment cannot drive it. He just wanted to see if there was some mistake made to request him to remove his car, get rid of it or to have it towed.

Mayor Ticer suggested that someone on City staff offer Mr. Andrews some assistance.

The City Manager stated that the General Assembly had passed a law last year that as of July 1, 1992, automobiles, even now on private property, have to be licensed. She would be glad to see what staff can do to help Mr. Andrews work through this.

(c) Naomi Levine, 909 S. Washington Street, spoke during this period.

(d) Elizabeth Leadbetter, 403 E. Del, Ray Avenue, representing the Business Development Committee of the Del Ray Citizens Association, spoke that they are a group of volunteer residents and business leaders and are here to show their commitment and support for Council's commitment for business development in the City. The group is concerned with improving the quality of life through business development in Del Ray.

(e) Beth Anderson, 528 E. Nelson Avenue, representing the Business Development Committee of the Del Ray Citizens Association, spoke on some of the ways that they would like to promote economic growth and quality of life in Del Ray as follows: (1) would like to work with and assist the City in identifying and encouraging new business along Mount Vernon Avenue; (2) work with existing businesses to improve communications between the residents and businesses in identifying the needs and concerns of the neighborhood; and (3) bring together all concerned organizations in order to allow the sharing of resources and expertise, so together, they can meet their goals. She thanked the City Council for its commitment to business development. The Committee looks forward to working with Council and the City to achieve the common goals of an enriched neighborhood, improved quality of life, increased tax base, and increased revenues for the City.

(f) Mary Wood, 309 N. Fayette Street, representing the Inner City Civic Association, spoke to the single room occupancy housing issue.

The City Manager stated that the documentation with regard to housing needs and by type is a matter of record and would be available in both the Office of Housing, as well as in Dr. Claiborn's office. With regard to the other aspect of the SROs, staff's recommendation is in order to address questions that come up, they would need to be done with a special use permit. With regard to additional review, after the last discussion of this before Council, the staff's recommendation is that Council refer it back to the Planning Commission, particularly with regard to the issue of the special use permit.

Councilman Donley stated that the City Manager was correct that we do want to put on a requirement for a special use permit approval for any single room occupancy facility that might be considered in the City which would preclude any by-right development. In addition, regarding the need for this type of housing, he stated that there are a certain amount of statistics that are available such as the CHAS as well as the affordable housing policy document which was recently adopted by this City. A recent study released by the Department of Housing and Urban Development indicated the fact that 75% of low-income people spend more than 1/3 of their income on housing. He indicated Council will be considering this on Tuesday, January 26, in addition, there is a work session that is scheduled with the Council prior to the meeting.

(g) Rod Kuckro 209 E. Alexandria Avenue, representing the Alexandria Federation of Civic Associations, indicated that he would still like to meet with the members of the Housing Coalition if they can provide the information that the Federation has asked them to provide and will continue to work on that up to Council's meeting on Tuesday.

Mr. Kuckro spoke to electoral reform. He spoke regarding the committee that was appointed by Council to examine the ways to improve turnout in the City's local elections. He expressed concern about the Committee issuing a report without the benefits of any academic, political or public input.

(h) Jack Sullivan, 4300 Ivanhoe Place, representing the Alexandria Federation of Civic Associations, supported what Mr. Kuckro had said. He expressed concerns about the costs and the amount of money that is being put into the Council elections. He stated that he felt that the Ad Hoc Election Committee should be addressing this issue.
Mr. Hurd, Chair, Ad Hoc Election Committee, spoke to the concerns raised and stated that the Committee has been collecting information. He indicated that whatever came out of the Committee's study, it would be referred to the City Council with a recommendation that City Council hold a public hearing on it.

(i) Robert Dempsey, 214 Prince Street, expressed concerns about having a public policy that taxes meals but does not tax the consumption of alcohol. The City Manager and the City Attorney indicated that this issue is currently being explored.

(j) John Chapman Gager spoke during this period.
(k) Councilman Donley introduced and welcomed the Girl Scouts from Troop 357 who were present today as part of a requirement to earn their community service merit badge.

(l) Councilman Donley spoke to a communication received from the Chief of Police responding to a real need in the community by providing a resident police officer for The Berg. He congratulated the City Manager and the Chief for solving what is a problem and responding to a need in the community.

(m) Councilman Speck announced that one of Alexandria's very distinguished police officers, Officer Bill Bunney, was badly injured yesterday in a freak automobile accident driving to work. He was medevaced to Fairfax Hospital where he is expected to recover, but he is going to be in intensive care for a while and cannot have visitors. He asked, with the concurrence of Council, that the City Clerk communicate to Mr. Bunney that the prayers and good wishes of this Council are with him for a speedy recovery.

(n) Mayor Ticer announced that Deputy Sheriff Frederick Manjine was also in an accident yesterday and is in satisfactory condition. The City Clerk also will communicate Council's good wishes to Mr. Manjine.

WHEREUPON, a motion was made by Councilwoman Pepper and seconded by Vice Mayor Cleveland to affirm the Planning Commission recommendation and approve the site plan.
AFTER CONSIDERABLE DIALOGUE between the Members of City Council; the City Attorney; the Reverend of the Church of God; Mr. Thomas; Mr. Nitz; and Mr. Hurd, Councilman Donley offered a friendly amendment to the original motion to add a condition to read: "That in lieu of replacing the berm [on the west side] that a new landscaping plan be submitted to the Director of Planning and Community Development and be approved by that body."; which amendment was accepted.

WHEREUPON, City Council returned to the motion made by Councilwoman Pepper, seconded by Vice Mayor Cleveland and carried unanimously, as amended, City Council affirmed the action of the Planning Commission and approved the site plan with an added condition to read: "That in lieu of replacing the berm [on the west side] that a new landscaping plan be submitted to the Director of Planning and Community Development and be approved by that body." Section 1. That Sections 4-102, 4-202, 4-302, 4-402, 4-502, 4-602, 4-702, 4-802, 4-902, 4-1002, 4-1102, 4-1202, 4-1302, 5-102, 5-202, 5-302, 5-402, and 5-502, of the City of Alexandria Zoning Ordinance, be, and the same hereby are, each severally amended by adding thereto a new subsection, the appropriate lettered subsection heading to be assign by the city attorney in preparing the codification of this ordinance, to read as follows:

(__) accessory uses, as permitted by section 7-100.
Section 2. That Sections 5-107, 5-207, and 5-307 of the City of Alexandria Zoning Ordinance, be, and the same hereby are, each severally amended to read as follows:

5-____ Open Space Requirements. Each residential development or residential portion of a mixed use development shall provide a minimum of 40% of land area as open and usable space; provided however, that a portion of the space which would otherwise be required as green area may be met by comparable amenities and/or facilities provided in lieu thereof if such amenities or facilities meter exceed beneficial purposes which such green areas would accomplish. A determination by the director or by council in the case of a special use permit shall be made in each case as to whether the open space provided, in addition to meeting the technical definition of open space, is functional and usable.

Section 3. That Section 5-500 of the City of Alexandria Zoning Ordinance be, and the same hereby is, amended by adding thereto a new Section 5-503.1, to read as follows:

Section 5-503.1 Prohibited Uses. Any use which is not a permitted, special or accessory use pursuant to this section 5-500 is prohibited.

Section 4. That Section 6-100 of the City of Alexandria Zoning Ordinance be, and the same hereby is, amended by adding thereto a new Section 6-105.1, to read as follows:

Section 6-105.1 Prohibited Uses. Any use which is not a permitted, special, temporary or accessory use pursuant to this section 6-100 is prohibited.

Section 5. That Section 6-200 of the City of Alexandria Zoning Ordinance be, and the same hereby is, amended by adding thereto a new Section 6-203.1, to read as follows:

Section 6-203.1 Prohibited Uses. Any use which is not a permitted, special or accessory use pursuant to this section 6-200 is prohibited.

Section 6.
