RESOLUTION NO. 1614
WHEREAS, Jeanne G. Plitt has been with the library for 33 years and served as Director of the Alexandria Library for 23 years, during a period of intense growth, and is one of the City's respected and dedicated administrators; and
WHEREAS, Mrs. Plitt has, during her tenure, augmented library service to the community by introducing the following services to the community:
Automated acquisition and cataloging, reciprocal borrower's agreement, automated financial records of the library, automated circulation system, bookmobile service to retirement homes and homebound patrons, duplicate pay collection, and the following reference services to enhance that area: INFROTRAC, Dialog, OCLC, and On-line Catalog; and
WHEREAS, Mrs. Plitt was one of the founders of the Alexandria Historical Society and one of the first directors and has added important material to the local history collection with her publication AN ANALYTICAL INDEX TO THE ACTS AND NOTICES TO AND FROM THE COMMON COUNCIL OF THE TOWN OF ALEXANDRIA, VIRGINIA AS PUBLISHED IN THE ALEXANDRIA GAZETTE, 1784-1816; and
WHEREAS, Mrs. Plitt opened the Lloyd House library, a collection of Virginia genealogy and history and has built this collection from a few hundred volumes in 1976 to 15,673 books, manuscripts, pamphlets and photographs; and
WHEREAS, Mrs. Plitt has helped the library to grow from two libraries to one main library and three branches; and
WHEREAS, Mrs. Plitt has served three times as chairperson of the Librarians' Technical Committee for the Washington Council of Governments; and
WHEREAS, Mrs. Plitt's tenure of office has seen the per capita circulation of books grow to the highest rate of any city of its size in the United States and the registration of borrowers grow to 78% of the city residents, and the book collection grow to 427,825 in 1992; and
WHEREAS, Mrs. Plitt has secured grants to automate the Talking Book Services; to hire a coordinator to start a literacy program in the library; to provide library services to home day care providers and to the homeless shelter; and to contact prospective parents to acquaint them with the importance of reading and to introduce library services; and
WHEREAS, Mrs. Plitt has been a member of the American Library Association, the Virginia Library Association, the District of Columbia Library Association, Zonta and the Urban League and is recognized as a librarian of the highest professional standards and a leader to her staff;
NOW, THEREFORE, BE IT RESOLVED that the Alexandria City Council hereby commends Jeanne G. Plitt for her efforts to extend library service to all citizens of Alexandria and for receiving national recognition for establishing a high standard of library service in the City of Alexandria.3
8. Presentation of a Resolution Recognizing Marjorie Tallichet for Her Service to the City of Alexandria upon Her Retirement as Deputy Director of the Alexandria Library. (Mayor Ticer and Councilwoman Pepper)

RESOLUTION NO. 1615
WHEREAS, Marjorie Tallichet has been with the Alexandria Library for 28 years and has served as Deputy Director for 23 years, and will retire on September 30, 1992; and
WHEREAS, Mrs. Tallichet has been an active participant in all the changes and growth of the library and is presently involved in finalizing plans for the upcoming renovation of the Barrett Library; and
WHEREAS, Mrs. Tallichet was instrumental in establishing the Outreach Program, which provides books for homebound citizens and prison inmates; and
WHEREAS, Mrs. Tallichet supported and was co-instrumental in streamlining library procedures and in introducing modern technology to the operation of the library; and
WHEREAS, Mrs. Tallichet's interest in children and children's literature and in her additional position of Children's Consultant for the library was instrumental in building the juvenile book collection to its present strength, and expanding the juvenile programs in the main and the branch libraries; and
WHEREAS, Mrs. Tallichet and Mrs. Jeanne G. Plitt were co-instrumental in applying for and receiving grants to provide library service to home day care providers and to initiate a program to acquaint prospective parents with the importance of reading to young children and to introduce to them pertinent library services; and
WHEREAS, Mrs. Tallichet continued to support former library Director Ellen Coolidge Burke's advancement of literacy by applying for and receiving a grant to hire a literacy coordinator to set up and assist in training volunteer assistance for the program; and
WHEREAS, Mrs. Tallichet's interest in local history prompted her to write and publish two books: THE ALEXANDRIA CITY DIRECTORY 1791 and ALEXANDRIA, VIRGINIA, CITY AND COUNTY 1850 CENSUS; and
WHEREAS, Mrs. Tallichet has served as delegate to various library and literary functions, such as the Governors' White House Conference and an N.E.H.-sponsored program on Prominent Women Authors; and

WHEREAS, Mrs. Tallichet, as Deputy Director, has taken active control of the system when the Director was not present;
NOW, THEREFORE, BE IT RESOLVED that the Alexandria City Council hereby commends Marjorie Tallichet for the promotion of literacy and for enhancing the juvenile program to encompass children of all ages in the City of Alexandria.

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Vice Mayor Cleveland and carried unanimously, City Council approved the Consent Calendar as presented with the exception of Docket Item Nos. 11(f), 12 and 15 which were considered under separate motions. The City Manager's recommendations are as follows:
10. City Council received the resignation of Phyllis Kennedy from the Board of Directors of the Alexandria Convention and Visitors Bureau and requested the Executive Secretary to send the appropriate letter of appreciation and to advertise the vacancy in the usual manner.
11. City Council (a) reappointed Gant Redmon and Edward Kee as Members Designated by the Alexandria Chamber of Commerce and appointed Brian Moran as a Member Designated by Councilman T. 13. City Council authorized the City Manager to: (1) submit a renewal grant application to the USDA for funding, in the amount of approximately $9,350 in eligible meals reimbursement, for the ADHC Center during the federal FY 1993; and (2) execute all necessary documents that may be required.
14. City Council (1) approved the FY 1993-1995 Plan for Aging Services; (2) authorized the City Manager to: (a) submit three grant applications to VDA for a continuation in funding for the Alexandria Agency on Aging in the amount of $25,041, Title V (Seniors In Community Service Employment Program); $18,808, Job Training Partnership Act/Older Workers Program; $186,453, Title III Federal funds; $8,971, State matching funds; $48,899, State Program funds; and $53,255, USDA reimbursement for congregate, home-delivered and adult day health care meals; and (b) execute all necessary documents; and (3) approved the continuation of five full-time and three part-time grant-funded positions which administer and operate the Older Americans Act programs and associated services. The positions were established approximately 10 years ago and the full-time positions are included in the City's approved FY 1993 full-time position count. Continuation of the positions is contingent upon continuation of funding from the VDA.
16. City Council approved the request for a special permit for the Division of Social Services to hang a banner across North Royal Street at King Street from 7:00 a.m. to 9:30 a.m. and a banner at North Union Street at Queen Street from 8:00 a.m. to 11:30 a.m. to serve as the start and finish lines for the fourteenth annual Run for the Children on October 24.

(General Discussion. Councilman Donley stated that they are studying their own charter and assessing what they are doing and what is also being done by other City boards and commissions. It may, in fact, be that this board will elect to disband itself. Rather than make these appointments now it is best to defer the matter.)

(General Discussion. Councilman Speck asked questions on this item. Mr. Cyphers, Director of Human Services, answered questions regarding evaluative measures for this program. Councilman Speck stated that the issue of evaluative measures probably will be discussed at the retreat.)

15. Consideration of an Allocation of Monies for the Annual Tree Planting Program.

(General Discussion. Members of City Council participated in the discussion on this item. Mr. Kauffman, Director of Recreation, Parks and Cultural Activities, Mr. Gitajn, Director of Financial and Information Services, Ms. Marczak, Deputy Director of Management and Budget, Ms. Evans, Assistant City Manager, and the City Manager answered questions. The City Manager stated that staff, after this planting program, will give Council the specifics on where the trees were planted, how many were planted in front of individual homes and also see what the other governments in the metropolitan area are doing. Staff will certainly have something for Council well in advance of its decision on this program in next year's budget.)

18. Consideration of a Request for a $7,200 Donation to the Alexandria Boxing Club, Inc.

(General Discussion. Members of City Council asked questions and participated in the discussion on this item. WHEREUPON, upon motion by Councilman Donley, seconded by Councilwoman Pepper and carried unanimously, City Council approved the donation of $7,200 from Account 182030-1102 (Charles Houston Recreation Center) to the Alexandria Boxing Club, Inc., and that this sum be included in future budgets as the City's financial contribution to the program. 19. Consideration of the Application to the Virginia Department of Mental Health, Mental Retardation and Substance Abuse Services for Continuation of Funding for the Community Services Board Contract.

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Council Member Rich and carried unanimously, City Council (1) approved the Alexandria Community Services Board plan of services; (2) approved the continuation of the 247.71 full-time equivalent positions for the Department of Mental Health, Mental Retardation and Substance Abuse contingent upon approval of the contract by the Virginia Department of Mental Health, Mental Retardation and Substance Abuse Services; (3) exceeded its budget cap on the number of part-time City positions; approval of this request will increase the number of part-time grant-funded City positions by one .75 (30 hours per week) FTE position who will be working as a Psychological Counselor III. This person would be working in the Department of Mental Health, Mental Retardation and Substance Abuse to provide Substance Abuse counseling services. This grant-funded position would terminate upon the expiration of the grant and the individual who is to fill this position would be notified of this condition of employment; and (4) authorized the City Manager to execute all documents that may be required. 20. Consideration of a Regional Grant Application for Housing Opportunities for Persons with AIDS or HIV Infection.

(General Discussion. Council Member Rich clarified for the record that it is his understanding that this is a regional program in which a number of jurisdictions in the whole area are participating to basically provide housing vouchers for people who are HIV positive. One of the concerns that we constantly have every time we get into another program is the question the extent to which we are going to be serving Alexandrians versus attempting to solve the world's problems. He requested that it be clarified as to whether there is a residency requirement and to know that there are comparable and sort of proportional vouchers in the other jurisdictions.
Mr. Cyphers, Director of Human Services, stated that this is one of the rare programs where there is a very much even response throughout the region. In all of the Northern Virginia jurisdictions, they will be using a voucher program. The money coming to each of them will be proportionate to its share of the number of AIDS cases since we began reporting. There will be very little incentive for people to move across jurisdictional boundaries to get the service because they will have it available to them in their own jurisdiction. The other proviso of it is that people need to already be hooked into AIDS and HIV case management services in the jurisdiction where they are living. The connection there will be appropriate for Fairfax services for Fairfax residents.
Mr. Eiffert, Acting Director of Community Services, stated it is proportional to the number of cases of AIDS in each of the Northern Virginia jurisdictions. It is not proportional to population.
Council Member Rich asked specifically if there is a formal residency requirement or is it as a practical matter they would have to be residents because they would be participating in some other program.

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL
(a) Councilman Jackson spoke to an item that has come up recently about Metro payments regarding the District of Columbia's proposal to delay its operating subsidy payments for the current Authority fiscal year from a schedule of quarterly set payments in advance to another schedule of payments in arrears.
It was the unanimous consensus of Council for Mr. Gitajn to send his letter dated September 22, 1992, to David L. Gunn, General Manager, WMATA, in response to the request of the WMATA Board Budget Committee regarding the District of Columbia's proposal.
Councilman Jackson will report to the Metro Board that the City Council is unanimous in its consensus.
(b) Councilman Donley spoke to a notice received from Dr. Claiborn, Director of Mental Health, Mental Retardation and Substance Abuse, regarding a "Family Fair" which is scheduled for Sunday, October 4, at Landmark Shopping Center's Center Court between 12 noon and 5:00 p.m. The focus of the Fair is an outreach effort to people in the community about services the City offers to children, to families, to parents, that will hopefully help enhance parenting skills, early childhood development and other services to young children.

(c) Council Member Rich spoke to the recent appreciation picnic sponsored by the Division of Social Services for its foster parents and volunteers. He met a number of mentors who were with their kids. One of DSS's much unheralded programs is one that he did not know existed and that is the "My Pal Program" which is the City's mentoring program. It is an important program. The Division of Social Services identifies kids who need sort of sustained contact with responsible adults and pairs kids up with adults. They need volunteers and mentors in this program. They also need the business community's support with various in-kind contributions for people who are out there who are interested in this kind of activity.
Councilwoman Pepper was also really delighted with this program.
(d) Vice Mayor Cleveland reminded everyone that on September 23, at 7:30 p.m., at Immanuel on the Hill Church, Council Member Rich and Councilman Speck will debate on elected school boards, whether we should have them or whether we should not.

22. Consideration of Local Governing Body Approval of ARHA Issuance of Tax-Exempt Refunding Bonds for The Patrick Henry Apartments Located in Arlington, Virginia. (ROLL-CALL VOTE)

WHEREUPON, upon motion by Councilman Donley, seconded by Councilman Jackson and carried on a unanimous ROLL-CALL vote, City Council adopted the resolution approving the issuance, by the Alexandria Redevelopment and Housing Authority (ARHA), of up to $3,450,000 in tax-exempt refunding bonds for Patrick Henry Apartments, a 110-unit rental housing development owned by the Patrick Henry Limited Partnership and located in Arlington, Virginia. The resolution reads as follows:
RESOLUTION NO. 1616
WHEREAS, the Alexandria Redevelopment and Housing Authority (the "Authority") has agreed to use its best efforts to assist Patrick Henry Limited Partnership, a Virginia limited partnership (the "Developer") in refinancing the acquisition and rehabilitation of a 110-unit multi-family residential rental project located in Arlington County, Virginia (the "Patrick Henry Apartments") and, in particular, to undertake the issuance of its bonds in an approximate amount not to exceed $3,450,000 (the "Bonds") upon the terms and conditions to be mutually agreed upon between the Authority and the Developer, and to loan the proceeds of such Bonds (the "Loan") to the Developer pursuant to a loan agreement which will provide for the repayment of the Loan in amounts sufficient to pay the principal of, premium, if any, and the interest on the Bonds; and13
WHEREAS, Section 147(f) of the Internal Revenue Code of 1986, as amended (the "Code"), provides that both the governmental unit having jurisdiction over the issuer of bonds, such as the Bonds, and the governmental body in which any facility financed with the proceeds of such bonds is located shall approve the issuance of such bonds; and
WHEREAS, the Authority operates within the jurisdiction of the City of Alexandria, Virginia, (the "City") and the City Council of the City (the "City Council") constitutes the highest elected governmental body of the City; and
WHEREAS, a copy of the Authority's resolution approving the issuance of the Bonds, subject to terms to be agreed upon, has been filed with the City Council;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALEXANDRIA, VIRGINIA:
1. The City Council approves the issuance of the Bonds by the Authority and the loan of the proceeds thereof to the Developer to the extent required by Section 147(f) of the Code and the Act, to permit the Authority to assist in the refinancing of the Patrick Henry Apartments.
2. The approval of the issuance of the Bonds, as required by Section 147(f) of the Code and the Act, does not constitute an endorsement to a prospective purchaser thereof of the creditworthiness of the Patrick Henry Apartments or the Developer, but, as required by Section 36-29 of the Act, the Bonds shall provide that the bonds shall not be a debt of the Commonwealth or any political subdivision thereof (other than the Authority), including the City of Alexandria and Arlington County, Virginia, and neither the Commonwealth nor any political subdivision thereof (other than the Authority) including the City of Alexandria and Arlington County, Virginia, shall be liable thereon, nor in any event shall such Bonds be payable out of any funds or properties other than those of the Authority specifically pledged thereto.
The Bonds shall not constitute an indebtedness within the meaning of any constitutional or statutory debt limitation or restriction.
3. This Resolution shall take effect immediately upon its adoption.
