There was a Work Session with the Ad Hoc Affordable Housing Advisory Committee on the proposed Affordable Housing Policy at 7:00 p.m. in the Council Workroom. Ms. Davis, Director of Housing, gave a brief overview of the Affordable Housing Policy, areas of agreement, and differing recommendations.
Members of City Council, City Manager Lawson, City Attorney Sunderland, members of the Committee, and Ms. Davis participated in the discussion.

22. Introduction and First Reading. Consideration. Passage on First Reading of AN ORDINANCE to amend the Zoning Ordinance by permitting, subject to regulation, certain "accessory uses and structures," in all non-residential zones, by enumerating certain "prohibited uses" in the W-1, WPR and POS zones, and by limiting the application of the 40 percent open space requirement, in the CRMU-L, CRMU-M and CRMU-H zones, to residential uses only.

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Council Member Rich and carried unanimously, City Council approved the consent calendar as presented. The City Manager's recommendations are as follows:
9. City Council received the following resignations with regret: (a) Earl J. Cobey from the Alexandria Beautification Commission; (b) Emmitt Carlton from the Alexandria Planning Commission; and (c) Alison B. Marshall from the Alexandria Task Force on AIDS; and requested the Executive Secretary to send the appropriate letters of appreciation and to advertise the vacancies in the usual manner.

11. City Council authorized the City Manager to: (1) submit a grant application to the Institute for Museum Services for funding, in the amount of $71,840, for the continuation of Alexandria Archaeology's educational programs; (2) approve the continuation of two part-time positions (one 0.75 FTE Museum Aide I position and one 0.75 FTE Curator I position) to administer the on-going grant-funded activities. Continuation of these positions is contingent upon continuation of funding from the Institute for Museum Services; and (3) execute all necessary documents that may be required.
12. City Council authorized the City Manager to: (1) submit a grant application to the Institute for Museum Services for funding, in the amount of $57,952, for the continuation of educational programs at Gadsby's Tavern Museum; (2) approve the continuation of one full-time grant-funded Museum Aide I position and one part-time grant-funded (0.40 FTE) Museum Aide I position to administer the on-going grant-funded activities. Continuation of these positions are contingent upon continuation of funding from the Institute for Museum Services; and (3) execute all necessary documents that may be required.
13. City Council authorized the City Manager to: (1) submit a grant application to the Institute for Museum Services for funding, in the amount of $47,391, for the continuation of The Lyceum's educational programs; (2) approve the continuation of one part-time grant-funded position (one 0.75 FTE Museum Aide I position) to administer the on going grant-funded activities. Continuation of this position is contingent upon continuation of funding from the Institute for Museum Services; and (3) execute all necessary documents that may be required.
14. City Council allocated $305,481 from Account 040006-9712 (Cash Capital) to Account 215152-2410 (Northern Virginia Regional Park Authority) for the City's annual payment to the NVRPA for capital projects. Funds for this project are available in the FY 1993 cash capital monies designated for the Northern Virginia Regional Park capital account.6

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Councilman Jackson and carried unanimously, City Council (1) authorized City staff to issue a Request For Proposals which will state the City's intent to convey the Academy property by deed of gift to the successful proposer and approved the criteria and requirements for the proposal; and (2) thanked the members of the Alexandria Academy Task Force for their work on this project. WHEREUPON, upon motion by Vice Mayor Cleveland, seconded simultaneously by Councilwoman Pepper and Council Member Rich and carried unanimously, City Council (1) approved the submission of the grant application in the amount of $19,908; (2) contingent upon the award of the grant, approved the establishment of the part-time grant-funded City position of 0.38 (15 hours per week) FTE position (Museum Aide I). This person would be working with the Office of Historic Alexandria to provide the services proposed under this grant proposal. This grant-funded position would terminate upon the expiration of the grant and the individual who is to fill this position would be notified of this condition of employment.; and (3) authorized the City Manager to execute all documents that may be required. 17. Consideration of a Grant Application to the Institute for Museum Services for Funding for the Fort Ward Museum and Historic Site.

WHEREUPON, upon motion by Council Member Rich, seconded by Vice Mayor Cleveland and carried unanimously, City Council (1) approved the submission of the grant application in the amount of $34,914; (2) contingent upon the award of the grant, approved the establishment of the part-time grant-funded City positions of one 0.50 (20 hours per week) FTE position (Museum Aide I) and one 0.25 (10 hours per week) FTE position (Museum Aide I). These persons would be working with the Office of Historic Alexandria to provide the services proposed under this grant proposal. 18. Consideration of Approval of Local Matching Funds for the Alexandria Network Preschool from the Comprehensive Services Fund for At-Risk Children.

WHEREUPON, upon motion by Council Member Rich, seconded simultaneously by Councilman Donley and Vice Mayor Cleveland and carried unanimously, City Council approved the commitment of $54,625 in local matching funds for a proposal submitted by Alexandria Community Network Preschool to establish two half-day preschool classes at the Presidential Greens Apartments in Alexandria. This proposal is recommended by the Commission on Early Childhood Development. The Commission further recommends that if Network Preschool does not obtain matching funding by June 30, 1993, the City's local matching funds may be released to another project. WHEREUPON, a motion was made by Councilman Donley, seconded by Councilwoman Pepper to adopt the affordable housing policy as presented to the council with exceptions outlined by the City Manager and accepted as amendments to the motion; which motion was postponed until the amendments, to be read by the City Manager which reflect the discussion at the work session just prior to the Council Meeting, are in typed form. WITHOUT OBJECTION, Steve Gillespie, 619 N. Columbus Street, spoke about the bidding process.

Councilman Speck asked the City Manager to arrange for the proper staff to talk with the two people who raised questions about this bid to make sure that they understand the bidding process and that there is no lingering confusion about what happened either with past events or subsequent interests in other properties.
The City Manager stated that staff will do that and will give City Council a brief written report on these issues.
Councilman Donley made a request that because of the tenor of the issues that were raised by the citizens and also the unique aspects of this particular operation, that Council get an annual update, interim report, on just what progress has been made both from a therapeutic nature and also a neighborhood relations nature.)

WHEREAS, the City of Alexandria owns certain property located at 633 North Columbus Street in Alexandria, Virginia;
WHEREAS, the sale of this property has been submitted to and approved by the planning commission on October 6, 1987;
WHEREAS, the city manager has recommended the sale of this property for $150,000 to Sheltered Homes of Alexandria;
WHEREAS, the city council is of the opinion that the city no longer needs this property and that its disposition, according to the terms and conditions set forth below, will further the public interest; and
WHEREAS, Sheltered Homes of Alexandria desires to buy this property at the price, terms and conditions set forth below; now, therefore
THE CITY COUNCIL OF ALEXANDRIA HEREBY ORDAINS:
Section 1. That the sale of the real property described below and in the Agreement of Sale and Rehabilitation between the City and Sheltered Homes of Alexandria ("Agreement"), in accordance with the terms and conditions contained in the Agreement, be and hereby is approved and authorized:11
Beginning at a point of intersection with the east right of way line of North Columbus Street and the south right of way line of Wythe Street; thence along Wythe Street South 80o 49' and 00" East 93.42 feet to a point common with a ten foot alley; thence along said alley South 09o 30' 00" West 41.08 feet to a point; thence departing said alley North 80o 49' 00 West 93.42 feet to a point along the east right of way of North Columbus Street; thence along said street N. 09o 30' 00" East 41.08 feet to the point of beginning containing 3,830 square feet of land.
Section 2. That the city manager be and hereby is authorized to do all things necessary and desirable, on behalf of the City of Alexandria, to carry out the sale of the real property described in Section 1 in accordance with the terms and conditions in the Agreement, including but not limited to the execution and the delivery of a deed and other appropriate documents.
Section 3. That the city clerk be and hereby is authorized to attest the execution of said deed and other necessary documents and to affix thereon the official seal of the City of Alexandria, Virginia.
Section 4. That this ordinance shall become effective upon the date and at the time of its final passage.

19. Consideration of the Revised Affordable Housing Policy Incorporating the Recommendations of the Ad Hoc Affordable Housing Advisory Committee and City Staff. (#17 (a) 12/12/92)
(The City Manager read the following amendments to language on pages 32, 34, and 35. These were the sections that were discussed where language was to be substituted as follows:
On page 32, Committee Recommendation: 1. "IT SHALL BE THE CITY'S POLICY THAT A STANDARD CHARGE OF $.50 PER SQUARE, FOOT ON ALL NEW HOUSING AND/OR COMMERCIAL DEVELOPMENTS SHOULD BE PAID AT CERTIFICATE OF OCCUPANCY IN THE CASE OF OFFICE, RETAIL, HOTEL OR RENTAL APARTMENTS, AND PAID AT SALE TO THE END USER IN THE CASE OF CONDOMINIUM OR SINGLE FAMILY HOUSES. IF THE GENERAL ASSEMBLY SO AUTHORIZES, THIS CHARGE SHALL BECOME MANDATORY; HOWEVER, REGARDLESS OF GENERAL ASSEMBLY ACTION, THIS REMAINS THE CITY'S STANDARD TO BE NEGOTIATED BY STAFF. STAFF WILL PREPARE ADMINISTRATIVE PROCEDURES FOR IMPLEMENTING THIS POLICY FOR REVIEW BY THE NEW AFFORDABLE HOUSING COMMITTEE AND FOR REVIEW AND APPROVAL BY THE CITY COUNCIL.***"

The next language change is at the bottom of page 34 which was changed to give Council all flexibility with regard to the use of these monies and the language reads: "Monies from the Housing Trust Fund may be used FOR ANY PURPOSE COUNCIL MAY APPROVE, INCLUDING BUT NOT LIMITED TO: ***" (Then pick up a., b., and c.
The last proposed language change is on page 35 in the middle of the page which reads: "IN MAKING RECOMMENDATIONS FOR USES OF THE HOUSING TRUST FUND, STAFF WILL FIRST INVESTIGATE ALL REASONABLE AND APPROPRIATE STATE AND FEDERAL FUNDING ALTERNATIVES THAT ARE NOT OVERLY RESTRICTIVE, AND WILL ALSO DETERMINE WHAT CITY RESOURCES MAY BE AVAILABLE WITHIN THE APPROVED BUDGET.***")

WHEREUPON, City Council returned to the motion made by Councilman Donley, seconded by Councilwoman Pepper and carried on a vote of 6-to-0, City Council adopted the affordable housing policy as presented to the Council with exceptions as outlined by the City Manager and accepted as amendments to the motion. ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL
(a) Councilwoman Pepper noted that in the last week it was noted in the newspaper that the City's crime rate has certainly improved for 1992. She commended the citizens as well as our Chief of Police and the members of the Police Department. She indicated that the overall crime rate has decreased by approximately 11 percent.
(b) Councilwoman Pepper spoke to the recent announcement that the Chesapeake Chapter of the Association for Commuter Transportation has announced that Alexandria is going to be receiving the Chapter's Leadership Award for a public organization.
The City Manager stated that it is an honor. Mr. O'Kane will be sending a memorandum to Council with regard to when we will be receiving it.
(c) Council Member Rich spoke to the memorandum dated December 11, 1992, to the City Manager which basically suggests that some of the commissions look at some alternatives for resolving complaints.
Members of City Council and the City Manager participated in the discussion of this matter.
City Council referred this to the appropriate boards and commissions for their study and input.18

(d) Councilman Donley spoke to a news article concerning a vehicular accident involving a young Hispanic boy in the community, Jemmy Vasquez. He announced, in cooperation with the Alexandria Gazette Packet., Crestar Bank has set up a fund for Jemmy. The family does not have a wealth of financial resources, so any contributions would be welcomed. Contributions can be made to the Jemmy Vasquez Fund at Crestar Bank, 515 King Street.
