OPENING

The Meeting was called to order by Mayor Ticer, and the City Clerk called the Roll; all Members of City Council were present.

New Business Item No. 1: Mayor Ticer asked for a moment of silence in memory of Colonel Joseph Mitchell who passed away this past week. He was very active in the community, and was the first curator of Fort Ward Museum.

New Business Item No. 2: Councilman Speck reminded those who were watching or were present that today is "Kid-Vid I.D. Day" at the cable television studios. This is a program that the Police Department and Jones Intercable provide free video taping and finger printing for the kids. It is today from 10:00 a.m. to 4:00 p.m. at the Jones Intercable studios.

New Business Item No. 3: Vice Mayor Cleveland introduced and welcomed members of Webelos Pack No. 1515 from the City of Alexandria who are present to work on their citizenship award.

WITHOUT OBJECTION, City Council considered Docket Item Nos. 12, 14, 13, and the Consent Calendar, out of order.

ORDINANCE NO. 3615

AN ORDINANCE to amend Chapter 4 (COMMITTEES, BOARDS AND COMMISSIONS), Title 2 (GENERAL GOVERNMENT) of The Code of the City of Alexandria, Virginia, 1981, as amended, by adding thereto a new Article G to establish a committee known as the AFFORDABLE HOUSING ADVISORY COMMITTEE.

WHEREAS, city council established the Ad Hoc Affordable Housing Advisory Committee ("Ad Hoc Committee") in December 1990 to review and make recommendations on an affordable housing policy (the "policy"); and

WHEREAS, the purposes of the Ad Hoc Committee have been completed; and

WHEREAS, city council voted on January 12, 1993, to establish an Affordable Housing Committee ("Committee") to replace the Ad Hoc Committee, the purposes of the Committee being to advise city council on issues regarding the maintenance and promotion of affordable housing, to make recommendations to council for policies governing the expenditure of the city's housing trust fund monies, and to oversee the administration of the housing trust fund; now therefore,
THE CITY COUNCIL OF ALEXANDRIA HEREBY ORDAINS:
Section 1. That Chapter 4, Title 2 of The Code of the City of Alexandria, Virginia, 1981, as amended, be and the same hereby is amended by adding thereto a new Article G to read as follows:

ARTICLE G

Affordable Housing Committee

Sec. 2-4-71 Creation, composition and organization.

(a) There is hereby established a committee known as the Affordable Housing Advisory Committee.

(b) The voting membership shall consist of twelve citizen members who shall be appointed by city council. The composition of the voting membership shall be as follows:

(1) Twenty-five percent of the voting membership shall be representatives of the construction industry and providers of housing. These members shall consist of one individual from each of the following groups who is associated with that group and who has demonstrated connections with the group:
(2) Twenty-five percent of the voting membership shall be representatives of the users of affordable housing. These members shall consist of one individual from each of the following groups who is associated with that group and who has demonstrated connections with the group:

(3) Twenty-five percent of the voting membership shall be representatives of the community. These members shall consist of one individual from each of the following groups who is associated with and has demonstrated connections with the group:

(4) Twenty-five percent of the voting membership shall be representatives of the commercial sector. These members shall consist of one individual from each of the following groups who is associated with and has demonstrated connections with the group:
(c) The non-voting membership of the committee shall consist of three representatives of the city who will serve in an advisory capacity. The city representative members shall consist of one representative of each of the following city departments:

(d) Voting members of the Committee shall be appointed in the manner prescribed in article A of this chapter. Such members shall be appointed to three-year staggered terms and shall be eligible for reappointment. One-third of the initial appointments shall be for a one year term, one-third of the initial appointments shall be for a two year term, and one-third of the initial appointments shall be for a three year term. Initial terms of office shall be determined by lot at the first committee meeting. Non-voting members shall be appointed by the city manager.

2-4-72 Functions; powers; duties.
(1) to oversee the administration of the housing trust fund;

(2) to make recommendations to city council regarding the expenditure of housing trust fund monies;

(3) to advise and make recommendations to city council regarding affordable housing policy and goals;

(4) to actively seek, promote and influence non-city funding opportunities through city council for affordable housing;

(5) to review staff recommendations on affordable housing plans;

(6) to appoint one member of the committee to serve as liaison to ARHA;

(7) to represent the interests of affordable housing before other city boards and commissions; and

(8) to serve as an advocate for the promotion of affordable housing.

(b) Notwithstanding the provisions of section 2-4-9, the executive secretary to the committee shall provide no administrative assistance or resources to the committee.

18. Public Hearing. Second Reading and Final Passage of AN ORDINANCE to amend the City of Alexandria Zoning Ordinance to change the date from February 23, 1985, to September 1, 1984 that determines whether approved but not yet constructed and not otherwise "vested" site plans are effected by the new Zoning Ordinance that was adopted on June 24, 1992. The practical effect of the ordinance is to retain the validity of the site plan for the Pitt Street Center which was approved between September 1, 1984, and February 23, 1985. THE CITY COUNCIL OF ALEXANDRIA HEREBY ORDAINS:
Section 1. That Section 11-419 of the City of Alexandria Zoning ordinance be, and the same hereby is, amended by adding thereto a new subsection (C) to read as follows:

(C) Notwithstanding any contrary provision of law, any site plan approved by the planning commission on October 2, 1984, shall be subject to the provisions of subsection (B) of this section.

Section 2. Upon the date and at the time of its final passage, this ordinance shall become effective as of June 24, 1992, nunc Pro tunc.
