OPENING

The Meeting was called to order by Mayor Ticer, and the City Clerk called the Roll; all Members of City Council were present except Councilman Donley who arrived at 10:00 p.m.

Mayor Ticer announced that Councilman Donley was appearing on the City's behalf before the Association of Appraisers this evening regarding the City's position on the stadium.

The Invocation was pronounced by Reverend Ivan Ives, Interim Pastor, Good Shepherd Lutheran Church.

3. THERE BEING NO DISCUSSION, upon motion simultaneously made by Council Member Rich and Vice Mayor Cleveland, seconded by Councilwoman Pepper and carried on a vote of 6-to-0, City Council approved the minutes of (a) the Public Hearing Meeting of June 13, 1992; (b) the Special Meeting of June 23, 1992; and (c) the Special Meeting of July 9, 1992, as submitted. WHEREUPON, upon motion by Councilman Speck, seconded by Council Member Rich and carried on a vote of 6-to-0, City Council approved the Consent Calendar as presented with the exception of Docket Item Nos. 8, 9 and 13 which were considered under separate motions. City Council (a) appointed Ed Luckett and Oscar Ryder as two Representatives of the Board of Architectural Review - Old and Historic District and Michael Bricker as a Representative of the Board of Architectural Review - Parker-Gray District to the Alexandria Ad Hoc Historic Design Guidelines Advisory Committee; (b) appointed Jean Moore as a Citizen Member from Planning District II to the Alexandria Archaeological Commission; (c) appointed Jennifer W. Fontaine as a Citizen Member to the Alexandria Commission on Aging; (d) appointed Richard Bernay as a Citizen Member with a Disability to the Alexandria Commission on Disabled Persons; (e) appointed F. 10. City Council authorized the City Manager to: (1) submit a grant application to the VDAPC for funding as a pass-through from EPA, in the amount of $43,184, for the OEQ; and (2) execute all necessary documents that may be required.

11. City Council allocated $900,000 from Account 040006-9712 (Cash Capital) to Account 240028-2431 (Bus & Rail Capital Replacement and Improvement) for the City's FY 1993 Bus and Rail Capital Replacement/Improvement Program payment to WMATA.

12. City Council allocated $15,000 from FY 1993 from Account 040006-9712 (Cash Capital) to Account 240051-3602 (Bus Replacement/Shelters) for the purchase and installation of up to four bus shelters in the City.

9. Consideration of Request to Expand the Membership of the Environmental Policy Commission. (Mayor Ticer)

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Vice Mayor Cleveland and carried on a Roll-CALL vote of 6-to-0, City Council (1) approved the addition of a designated position on the Environmental Policy Commission for the Chamber of Commerce; (2) repealed Resolution No. 1541 and formalized the addition of the designated Chamber of Commerce position by adopting the resolution; and (3) authorized the Executive Secretary for Boards and Commissions to advertise the vacancy.

The Environmental Policy Commission discussed this request at its July 9 meeting and endorsed the addition of such representation to its membership. The voting was as follows:

RESOLUTION NO. 1610
WHEREAS, on January 13, 1970, the City Council adopted a resolution establishing the Alexandria Environmental Policy Commission; and

WHEREAS, on February 9, 1971, the City Council amended said resolution by adding two members under twenty-one years of age; and

WHEREAS, on February 23, 1983, the City Council amended said resolution to alter the composition and clarify the responsibilities of the Environmental Policy Commission; and

WHEREAS, on October 11, 1988, the City Council amended said resolution by adding one designated position for a lawyer with experience in federal or state environmental statutes, regulations and procedures; and

WHEREAS, on October 9, 1990, the City Council amended said resolution to add another designated position for a high school student member; and

WHEREAS, on June 11, 1991, the City Council amended said resolution to add a designated position for one member from the field of ecology;

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Alexandria, Virginia, hereby repeals City Council Resolution No. 1541, adopted on June 11, 1991; and

BE IT FURTHER RESOLVED that the City Council hereby re-establishes the Alexandria Environmental Policy Commission as follows:

The Alexandria Environmental Policy Commission shall be composed of 15 members including a chairperson, all appointed by City Council for a term of two years:

The student members shall be in their junior year in high school, where possible, at the time of their appointment.

This provision shall be implemented with Commission appointments made after September 8, 1992, of individuals who were not members on that date.

It shall be the responsibility of the Commission to advise and make recommendations to the City Council, and where appropriate, the Planning Commission, and to the City Manager. The City Manager shall distribute these recommendations to appropriate City departments for their consideration. These recommendations shall relate to:

The heads of the Departments of Health, Transportation and Environmental Services, and Planning and Community Development shall be responsible for forwarding appropriate information, through the City Manager, to the Environmental Policy Commission on all matters that impact on the areas listed above.

It shall also be the responsibility of the Commission to consult with and cooperate with Federal, State, regional and local agencies charged with the protection of the environment in accord with the provisions of Section 2-4 of the City Code.

The Health Department shall provide administrative and logistical support to the Commission and its Chairperson.

WHEREUPON, upon motion by Councilman Speck, seconded by Councilwoman Pepper and carried on a vote of 6-to-0, City Council received the listing of delinquent 1991 real estate taxes as of June 30, 1992, and requested City staff to publish the listing, adjusted for any payments received before publication, in a newspaper having general circulation in the City. WHEREUPON, upon motion by Vice Mayor Cleveland, seconded by Council Member Rich and carried on a vote of 6-to-0, City Council amended (1) A of the City Manager's recommendation and (1) approved the event by authorizing: (A) which was amended to read "(A) the use of City property for the display of signs as authorized by the zoning ordinance around Gateway Park on Monday, October 12; (B) the closing of Commerce Street in front of 1200 King Street from 9 a.m. to 6 p.m. on Monday, October 12; (C) the closing of Diagonal Road between Daingerfield Road and King Street from 9 a.m. to 6 p.m. on Monday, October 12; and (2) approved charging the City's regular rental fee in the amount of $300 for the rental of Gateway Park. REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

(a) WHEREUPON, upon motion by Councilwoman Pepper, seconded simultaneously by Councilman Speck and Vice Mayor Cleveland and carried on a vote of 6-to-0, City Council authorized the Mayor to write a letter to the Post Master General and Congressman Moran indicating our hope and wish that the Post Master General approve the early development of this new post office at the Trade Center. The voting was as follows:

(b) Councilwoman Pepper expressed concern about all of the letters Council has been receiving from patrons of Old Town restaurants. They have been getting our parking fines and are not very happy about that. She suggested that when parking tickets are issued that in addition to the ticket that there might be a card or flyer that would be provided that would at that time list all of the various off-street parking lots.

Vice Mayor Cleveland suggested that the flyers also be given to the churches to hand out.

Councilman Speck stated he felt that the issue is trying to insure that people are aware of these rules prior to leaving their cars parked. Hopefully, the Task Force will be coming back to Council with some additional thoughts on how they can alert the people who are parking.

(c) Councilwoman Pepper reported that the City Manager has been elected the new president to the Northern Virginia Chapter for Public Administrators.

(d) Councilwoman Pepper stated that a new Director has been selected for the Alexandria Public Library System replacing Jean Plitt who has been with the City for some thirty years. Mrs. Plitt retires at the end of the month. Councilwoman Pepper would like a proclamation for her.

The Mayor stated that a proclamation be prepared for Marge Tallichet who is also leaving.

(e) Councilwoman Pepper noted that Alexandria Hospital has received a recognition that she would like to share with everyone. The Washington Consumers Checkbook Magazine has just published its annual survey of area hospitals. They have them ranked by the physicians, nurses and consumers. Alexandria was one of the top-rated hospitals for medical quality and pleasantness.

(f) Vice Mayor Cleveland indicated that he was getting complaints about people who like to do street parties where they have come in for permits and he really appreciates the staff waiving the one million dollar worth of insurance until next year. He asked if there was some way the City can help those needing this insurance how to get this.

Mr. O'Kane, Director of Transportation and Environmental Services, participated in the discussion.

Staff is to report back on necessity of the one million dollar insurance policy for block parties.

(g) Mayor Ticer announced the good works of the Alexandria Symphony and the Red Cross. They are putting on a concert on September 13 at T. C. Williams at 5:00 p.m. All proceeds will go for the victims of the hurricane.

(h) Council Member Rich spoke regarding an event that is being sponsored by the League of Women Voters. It is a forum to discuss the merits of elected school board vs. an appointed school board. It will be held on September 23, 1992, at 7:30 p.m. at Immanuel on the Hill Church.

(i) Council Member Rich spoke to the Democratic-Republican softball game on September 26, 1992, at 1:00 p.m. at Four Mile Run Park. The benefits will go to the Battered Women's Shelter.

ORDINANCES AND RESOLUTIONS

19. Consideration of a Resolution Approving the City's Submission of a Program Application for Continued Participation in the Virginia Housing Partnership Fund's Local Housing Rehabilitation Program. (ROLL-CALL vote)

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Council Member Rich and carried on a ROLL-CALL vote of 6-to-0, City Council (1) adopted the resolution authorizing the City to continue its participation in the Virginia Housing Partnership Fund's Local Housing Rehabilitation Program. The City is not applying for a particular dollar amount because the state is not allocating specific amounts to individual jurisdictions this year. Instead, the program's FY 1993 budget of $9.7 million statewide, of which at least $3 million will be loaned in Federal Community Development Block Grant (CDBG) entitlement communities such as Alexandria, will be awarded for individual loan cases forwarded by participating jurisdictions on a first-come, first-serve basis;

In order to meet the August 14 deadline for program applications, the City Manager submitted a program application to the Virginia Department of Housing and Community Development with the stipulation that the City's participation in the FY 1993 program would be contingent upon City Council's approval in September 1992--the application deadline was not known in time to docket the item for City Council consideration in June 1992.

(2) approved the continuation of one full-time, grant-funded Rehabilitation Loan Coordinator position through December 31, 1993, to administer the on-going Home Rehabilitation Loan Program. Continuation of this position is contingent upon the continuation of rehabilitation funding from the Virginia Department of Housing and Community Development and the availability of personnel monies under the Federal CDBG program or other non-City sources; and (3) authorized the City Manager to execute all necessary documents. The resolution reads as follows:
RESOLUTION NO. 1611

WHEREAS, the Commonwealth of Virginia, Department of Housing and Community Development has issued a Request for Proposals for participation in the local Housing Rehabilitation Program; and

WHEREAS, assistance is needed to effectively and adequately address the rehabilitation of substandard homes of low-income persons to be served by the City of Alexandria, in the areas of Potomac East, Potomac West, and Strawberry Hill; and

WHEREAS, an application for participation in this program has been prepared; and

WHEREAS, the City of Alexandria agrees to provide the administration for the program to those in need in conformance with the regulations and guidelines of this State Program to include applicable Federal requirements under the HOME program; and

WHEREAS, City Manager Vola Lawson can act on behalf of the City of Alexandria, and will sign all necessary documents required to complete the proposal process;

NOW, THEREFORE, BE IT RESOLVED that the City Council of Alexandria, Virginia, hereby authorizes City Manager Vola Lawson to apply for and accept participation in and enter into an Agreement with the Virginia Department of Housing and Community Development and undertake any and all actions and responsibilities in relation to such Agreement.

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Vice Mayor Cleveland and carried on a vote of 6-to-0, City Council (1) adopted the calendar of City Council meetings for September, 1992 - June, 1993, as amended; (2) selected Wednesday, September 16, to interview School Board candidates at 4:30 p.m. in the Council Workroom; (The Council public hearing on the filling of the vacancy on the School Board is scheduled for Saturday, September 12, and Council consideration of the appointment is set for Tuesday, September 22); (3) City Council canceled the Work Session with Alexandria Hospital and requested staff to explore if the meeting is really necessary; (4) City Council Retreat to remain Saturday, October 24 at 9:30 a.m. in the Council Workroom; and (5) Staff to come back on Saturday, September 12, with new dates for suggested budget work sessions.
