There was a Work Session on Single-Room Occupancy Dwellings at 7:00 p.m., in the Council Workroom. Mr. Lamois, Chair of the Community Services Board, Ms. Lewis, Coordinator of Alexandria Coalition for Affordable Housing, and Mr. Hoben, Member of Alexandria Coalition for Affordable Housing, made brief statements and responded to questions.

END OF CONSENT CALENDAR
WHEREUPON, upon motion by Councilman Speck, seconded by Councilman Donley and carried unanimously, City Council approved the consent calendar as presented with the exception of Item No. 8(c) which was considered under separate motion. The City Manager's recommendations are as follows:

9. City Council declared the position vacant and authorized the Executive Secretary for Boards and Commissions to advertise the vacancy.
10. City Council authorized the City Manager to: (1) submit a grant application to the Virginia Department of Forestry for funding, in the amount of $14,195, for the Small Business Administration's (SBA) Natural Resources Development Program; and to execute all necessary documents that may be required.

11. City Council allocated $125,000 from Account 040006-9712 (Cash Capital) to Account 220947-2106 (Access for Persons with Disabilities) for the first year funding of a three-year phased transition plan to increase accessibility in City facilities for persons with disabilities as required under the Americans with Disabilities Act (ADA). The transition plan has been endorsed by the City's Commission on Persons with Disabilities. Funds for this project are available in the FY 1993 Cash Capital monies designated for the accessibility improvements account.
12. City Council received the Alexandria Sanitation Authority's Annual and Financial Reports.

(General Discussion. There was an extended discussion by Councilman Donley, Mayor Ticer, Councilwoman Pepper, Councilman Speck and the City Manager Mr. Flaherty, Executive Director of the Alexandria Development Program, made comments.
Mayor Ticer recommended that Council take the time to read the Report on Economic Development Program Activities in the City that was included in this material and notice all the things Richard Flaherty does.)
WHEREUPON, upon motion by Councilman Donley, seconded by Councilman Jackson and carried unanimously, City Council adopted the Business Development Plan in concept and asked staff to look at its implementation time tables and report back to Council at the February 23 Council meeting. WHEREUPON, a motion was made by Councilman Donley and seconded by Council Member Rich to refer to the Planning Commission consideration of a text amendment allowing SROs with the inclusion of the recommendations of the City Manager as outlined in her memorandum of December 9, 1992.
Council Member Rich asked for an opinion from the City Attorney's office as to what the maximum limits are that Council can put on this process, both on the front end in terms of what we should put in this ordinance, and what kinds of conditions we can impose as a special use permit is granted, and what are the mechanisms for revoking a special use permit if problems develop, and the extent to which the other jurisdictions in this area, namely Arlington and Fairfax, are proceeding.
Councilwoman Pepper asked that the idea of a cap on the number of people that might occupy one of these buildings be explored.

Councilman Speck raised three areas of concern regarding implementation of SROS, and suggested the motion be amended to reflect City Council's intent by making a minor change: to create a preamble which amounts to a finding of Council and a legislative history that establishes that although Council intends to allow SROs under the zoning ordinance that it is also Council's intention that they not proliferate, regardless of what types of occupants are in there, in small geographical areas; which amendment was accepted.
WHEREUPON, City Council returned to the motion made by Councilman Donley, seconded by Council Member Rich and carried unanimously, as amended, and referred to the Planning Commission consideration of a text amendment allowing SROs with the inclusion of the recommendations of the City Manager as outlined in her memorandum of December 9, 1992. WHEREUPON, upon motion by Councilman Speck, seconded by Councilman Donley and carried unanimously, City Council received the updated Council calendar with the following changes: (a) the Metro public hearing on proposed Metro bus changes will be held at 7:30 p.m. on February 10, at Francis Hammond Junior High School; (b) Council will continue to hold its Wednesday informal work sessions, but it is not a requirement that staff be there; (c) a tentative Joint Public Hearing of Council and the School Board on the Superintendent's proposed budget is tentatively scheduled for Thursday, February 18, in Council Chambers; (d) the date of the Monday, March 29 Budget Public Hearing was rescheduled to Thursday, March 25; and (d) the time of the April 1 budget work session was changed from 7:00 p.m. to 5:30 p.m. The voting was as follows:

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL
(a) Councilman Donley reported on a meeting he attended about the graduate schools of the University of Virginia and Virginia Tech which will be issuing an RFP to private developers for the relocation of their facilities in Northern Virginia. It was the consensus of Council to encourage their relocation to Alexandria. Though Council stands behind its policy of not taking property off the tax rolls, there might be options available to keep the facility on the tax rolls as well as provide a new home for a graduate school for the City.

(b) Councilman Donley asked for an update on the investigation into practices of the Alexandria Health Department relating to sexually transmitted diseases. A report is expected to be released by the State Health Department to the public on Friday, February 5, and this will be docketed for a briefing on Council's February 9 Regular Meeting.
(c) Councilman Speck announced that there will be a celebration in the near future to thank the various businesses in the community that contributed funds to finance the cost of housing renovations for the Residential Police Officer.
