There was a Work Session with the Landlord-Tenant Relations Board concerning Voluntary Rent Guidelines at 7:00 p.m. in the Council Workroom. Mr. Johnson, Board Member, presented a summary of the Board majority position; Mr. Ahern, Board Member, presented a summary of the Board minority position.

The Mayor and Members of City Council participated in the discussion.

15. Consideration of the Alexandria Early Childhood Development Commission Report on the Status of Early Childhood Education (September 1991-August 1992).

16. Consideration of Request to Vacate the Chamber of Commerce Position on the Early Childhood Development Commission.

WHEREUPON, upon motion by Council Member Rich, seconded simultaneously by Councilwoman Pepper and Councilman Donley and carried unanimously by all those present, the City Council approved the consent calendar as presented. The City Manager's recommendations are as follows:

8. City Council received the following resignations with regret: (a) Primrose Vining from the Alexandria Commission on Aging; (b) Larry Stansbury from the Alexandria Public Health Advisory Commission; and (c) Larry Stansbury from the Alexandria Task Force on AIDS; and requested the Executive Secretary to send the appropriate letters of appreciation and to advertise the vacancies in the usual manner.

9. City Council (a) appointed James Cisco as a Representative from the Alexandria Redevelopment and Housing Authority Board of Commissioners, Amy Rose as a Representative from the Financial Community, and Pamela St. Clair as a Representative from a Civic Association to the Alexandria Affordable Housing Advisory Committee; (b) appointed William Aird as a Representative from the Alexandria Environmental Policy Commission to the Alexandria Alternative Fuels Task Force; (c) reappointed Jean Moore as a Citizen from Planning District II to the Alexandria Archaeological Commission; (d) appointed Peter Schenk, Jr. as a Representative from the Beautification Commission and reappointed Frances Newhouse as a Representative from the Park and Recreation Commission to the Alexandria Gypsy Moth Suppression Committee; (e) reappointed Francis Slate as a Representative from the Alexandria Convention and Visitors Bureau Board of Directors to the Alexandria Sister Cities Committee; and (f) reappointed Thomas Johnson, Gerald Tamanini, Converse West and James Yancey as Members of the Alexandria Traffic and Parking Board to the Alexandria Transportation Safety Commission.

10. City Council authorized the City Manager to: (1) submit a grant application in the amount of $5,000 to the Virginia Commission for the Arts Challenge Grant Program; and (2) execute all necessary documents that may be required.

11. City Council authorized the City Manager to: (1) submit a grant application to the Institute of Museum Services for funding, in the amount of $12,000, for conservation project support at The Lyceum; and (2) execute all necessary documents that may be required.

12. City Council authorized the City Manager to: (1) submit a grant application to the Governor's Employment and Training Department for funding, in the amount of $914,517, for the Job Training Plan Title II and Title III; (2) approve the continuation of four full-time, grant-funded Employment Training Specialist positions to administer this on-going Job Training Partnership Act program. Continuation of these positions is contingent upon continuation of funding from the Governor's Employment and Training Department; and (3) execute all necessary documents that may be required.

13. City Council authorized the City Manager to: (1) submit a grant application for federal and state CSBG continuation funding in the amount of $163,915 to the Virginia Department of Social Services; and (2) execute all the required documents.

14. City Council authorized the City Manager to: (1) submit the 1993-1994 Alexandria Head Start grant application to the Head Start Bureau for $732,689 (including $671,843 for the basic grant, $30,294 for quality improvements, $20,155 for a 3 percent program cost of living adjustment (COLA) to help improve the overall wages paid to Head Start workers, and $10,427 for Training and Technical Assistance); and (2) submit the $60,000 application to the Head Start Bureau for expansion to one additional classroom and an application for $47,650 one-time start-up costs associated with the expansion; and (3) submit the application to the Virginia Council on Child Day Care and Early Childhood Programs for $45,000 for the child care portion of the Head Start day and the summer program for eligible families; and (4) execute all necessary documents.

15. City Council received the report and commended the members of the Early Childhood Development Commission for their work.

16. City Council declared the Chamber of Commerce position on the Early Childhood Development Commission vacant and authorized the Executive Secretary for Boards and Commissions to advertise the vacancy.

17. Consideration of Proposal to Name a Part of the Holmes Run Greenway James Marx All Veterans Park. (Councilman Donley and Councilwoman Pepper)

18. Consideration of Application to the Virginia Department of Criminal Justice Services for Funds for Community Crime Prevention Services for the Police Department.

WHEREUPON, upon motion by Councilman Speck, seconded simultaneously by Council Member Rich and Vice Mayor Cleveland and carried unanimously by all those present, City Council (1) approved the submission of the grant application for $76,907 in requested State funding from DCJS and $25,637 for the required local cash match, for a total grant program in the amount of $102,544; (2) contingent upon the award of the grant, approved the establishment of the two full-time positions reflected above (City Manager's memorandum dated March 15, 1993); and (3) authorized the City Manager to execute all documents that may be required. 19. Consideration of City Comments for the 1993 Virginia Department of Transportation Preallocation Hearing.

21. Consideration of the Approval for the Division of Social Services to Participate in a Pilot Project to Fully Automate Public Assistance Programs.

At this point, 8:53 p.m., Councilman Jackson arrived.

WHEREUPON, upon motion by Council Member Rich, seconded by Councilman Speck and carried on a vote of 6-to-0, City Council (1) approved DSS's application to the State (Attachment I to the City Manager's memorandum) to participate as a pilot agency for Project ADAPT. This application was forwarded to the State in order to meet the State's application deadline, with the understanding that Council approval would be sought for City participation in the pilot project; and (2) authorized DSS to utilize $14,325 in anticipated under-expenditure in the General Relief Program as a 20 percent local match to State funds for the purchase of 23 personal computers and printers. An additional 22 personal computers and printers will be purchased through enhanced federal funds at no cost to the City. The voting was as follows:

23. Consideration of the January 1993 Resolution from the Landlord-Tenant Relations Board Regarding Voluntary Rent Guidelines. (#18 3/9/93; ROLL-CALL VOTE)

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

(a) Councilwoman Pepper clarified her list of groups who have endorsed the naming of James Marx All Veterans Park to ensure all were named.

(b) Councilman Speck has received letters and calls from citizens about the fine job done in cleaning the streets during the "Storm of the Century," and he asked that it be communicated to the employees that City Council takes note of the praise for their fine work. The City Manager is drafting a memo to those employees and will add City Council's thanks to that.

(c) Council Member Rich questioned Metro's proposal to install video screens in Metro stations. Councilmen Jackson and Donley participated in the discussion. The advertising proposal is revenue-generating, and the board has consistently supported revenue-generating proposals, but there is some objection to advertising in Metro.

Councilman Jackson noted that when Council adjourned into Executive Session, he realized that the subject lawsuit involves property at the area known as Braddock Place in Alexandria, and that his wife is an employee of a government agency which is now a tenant there. Councilman Jackson did not have time to consult with the Commonwealth's Attorney about any conflict of interest; however, the City Attorney agrees with him that there is no conflict of interest, and that he intends to participate and vote on this matter.

New Business Item No. 3: WHEREUPON, upon motion by Councilman Jackson, seconded simultaneously by Vice Mayor Cleveland and Councilwoman Pepper and carried unanimously, City Council authorized the City Attorney to settle, on behalf of the Alexandria City Council, the lawsuit Belegginqsmaatschappilj Ten Hage III B.V. v. City of Alexandria. The voting was as follows:

The resolution reads as follows:
RESOLUTION NO. 1638

WHEREAS, the Alexandria City Council has this 23rd day of March, 1993, recessed into executive session pursuant to a motion made and adopted in accordance with the Virginia Freedom of Information Act; and

WHEREAS, Section 2.1-344.1 of the Code of Virginia requires a certification by City Council that such executive session was conducted in accordance with Virginia law;

NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby certify that, to the best of each member's knowledge, only public business matters that were identified in the motion by which the executive session was convened, and that are lawfully exempted by the Freedom of Information Act from the Act's open meeting requirements, were heard, discussed or considered by Council during the executive session.
