8. (a) WITHOUT OBJECTION, City Council received the memoranda regarding Ninth Grade Center Operating Costs from Superintendent of Schools Paul Masem.

(b) WHEREUPON, upon motion by Vice Mayor Cleveland, seconded by Councilwoman Pepper and carried unanimously, City Council allocated $910,000 from Account 040006-9712 (Cash Capital) to Account 200642-2121 (Minnie Howard Facility Renovations) for the renovation and conversion of the Minnie Howard Administration Building into the Ninth Grade Center. Funds for this project are included in the FY 1993 cash capital monies designated for the Schools Capital Improvement Program. The voting was as follows:

WHEREUPON, upon motion by Councilman Speck, seconded simultaneously by Councilman Donley and Council Member Rich and carried on a vote of 6-to-1, City Council (a) approved the award of a contract to MGT of America, Inc., (the Consultant) to conduct a management analysis of the City and Schools employee salary scales, police and fire departments, public works department, mental health, mental retardation, and substance abuse department, and the Alexandria City Public Schools, pursuant to the terms and conditions of Request for Proposals No. 4623 (Attachment 1) to the City Manager's memorandum; (b) directed the City Manager to authorize the Consultant to immediately commence work on those portions of the management analysis concerning the City and Schools employee salary scales, Police Department, and the Alexandria City Public Schools; the remaining portions of the management analysis -- those concerning the Fire Department, public works (Transportation and Environmental Services Department), and the Department of Mental Health, Mental Retardation, and Substance Abuse -- would be conducted at a later date and only with the express authorization of City Council; (c) allocated $135,000 from Contingent Reserves (Account 103556-2707) to Account 125450-2414 to fund the first phase of the management analysis; and (d) authorized the City Manager to execute the necessary contract documents. Accepted the City Manager's suggested change in language on page 3 in the next to the last paragraph to more

accurately reflect Council's direction to staff by striking in the first sentence after the word "with" in the fourth line, the balance of the sentence, and inserting "negotiations with the offeror that the staff believes is most responsive to the RFP and most capable of performing the work." 13. (a) Consideration of the Creation and Appointment of the Alexandria Community Policy and Management Team as Mandated under the Comprehensive Services Act for At-Risk Youth and Families.

WHEREUPON, upon motion by Councilwoman Pepper, seconded simultaneously by Vice Mayor Cleveland and Councilman Jackson and carried unanimously, City Council (A) took the following actions mandated by State statute, Title 2.1-745 through 2.1-759 as amended in the Comprehensive Services Act for At-Risk Youth and Families: (1) appointed the five State-designated agency heads and the City's principal financial officer as members of the ACPMT, and directed these members to recommend to City Council the appointment of two additional members; (2) authorized the ACPMT to formulate policy governing the delivery of services to at-risk youth and families in the City of Alexandria, pursuant to the requirements of the Act and subject to City Council review; (3) authorized the ACPMT to manage the use of State and local monies within the authorized level of appropriations, as required by the Act, with the City acting as fiscal agent for the funds; (4) directed the City Attorney to provide legal services to the ACPMT, on an as-needed basis; (B) approved the proposed ordinance on First Reading and scheduled it for Public Hearing, Second Reading and Final Passage at the November 14 public hearing so that appointments may be made to the ACPMT to provide for the timely application for Trust Fund monies. Passage on First Reading of AN ORDINANCE to create an eight member standing committee, known as the Alexandria Community Policy and Management Team, to manage a cooperative interagency effort to serve troubled and at-risk youths and their families.

13. (c) Consideration of a Grant Application to the State Trust Fund, under the Virginia Comprehensive Services Act for At-Risk Youth and Families, for Day Treatment Services.

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Vice Mayor Cleveland and carried unanimously, City Council agreed to exceed its budget cap on the number of part-time and full-time City positions and approved this request increasing the number of part-time grant-funded City positions by four 0.50 (20 hours per week) FTE positions (two Recreation Leaders II, one Recreation Supervisor I, and one Clinical Psychologist) and increased the number of full-time grant-funded positions by four (one Psychiatric Social Worker II, one Fiscal Analyst, and two Caseworkers). These individuals will be working with the Alexandria Community Policy and Management Team (ACPMT) to provide the services proposed under this grant application.

Under the terms of this grant program, in the event of a grant award, the State will provide 100 percent funding for the first 18 months of the program. After the initial 18 months, State funding decreases at a rate of 20 percent per year, so that after five years, the Trust Fund grant monies will terminate. Staff anticipates that sufficient monies will be available in the State Pool designated for at-risk youth and families to meet these funding requirements in future years. If the State Pool monies are insufficient to offset the projected decline in the Trust Fund Award, the grant-funded positions will terminate, and the individuals who will fill these positions will be notified of this condition of employment.
City Council (1) approved the submission of the grant application in the amount of $300,000; (2) contingent upon the award of the grant, approved the establishment of the part-time and full-time positions reflected above; and (3) authorized the City Manager to execute all documents that may be required. 14. Consideration of an Agreement with Ameribanc Savings Bank, Owner of the Lenox Place at Sunnyside Development, to Replace the Previous Agreement with the Restec Corporation. (#23 10/27/92)

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Councilman Jackson and carried unanimously, City Council (1) approved an agreement between the City and Ameribanc Savings Bank that will release Ameribanc from all contractual and implied obligations covered in the original Sunnyside Partnership Agreement and the subsequent Restec Corporation Agreement in return for Ameribanc's provision of a $300,000 cash payment to the City and a commitment to provide first trust financing for up to ten City homeownership applicants in individual amounts not to exceed $90,000, as amended, with the substitution of the revised paragraph 5 dated November 10, 1992, on page 4 of the agreement; (2) authorized the City Manager to execute the necessary legal documents; (3) approved the use of the funds to be provided by Ameribanc as follows: (a) The $90,000 first trust financing monies will be used as expeditiously as possible for active applicants under the Sunnyside and Homeownership Assistance Programs on a first-come, first-served basis; and (b) The Office of Housing will use $25,000 of the $300,000 cash payment as needed to provide downpayment, closing cost, and/or principal writedown assistance to the one pending Sunnyside applicant who is related to the Sunnyside community. This amount can be raised to $30,000 if that applicant is able to purchase a unit in the Sunnyside project. The remaining funds will be placed in the Low- and Moderate-Income Housing Assistance Fund, with further recommendations to be made at a later date. The voting was as follows:

15. Consideration of Amendments to the Master Agreement for the Provision of Commuter Rail Services in Northern Virginia (VRE).

(Councilman Jackson stated that because of his employment with the National Railroad Passenger Corporation, Amtrak, which operates the Virginia Railway Express, he has been given to understand that he does have a conflict under the law and, therefore, will not be participating in this docket item. He left the Council dais. He did not participate in the discussion of or the voting on this item.)

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL
(a) Councilwoman Pepper asked for the City Attorney's comments regarding Council's commitment to increase the density of development permitted in the Potomac Yard/Potomac Greens Small Area Plan, which Council will be addressing on Saturday. The City Attorney will address this issue at an executive session scheduled for lunch on Saturday, November 14.
(b) Councilman Speck reported on the "Combat Auto Theft" program which allows police jurisdictions in Alexandria, Arlington and the District of Columbia to stop a car which is identified by a special sticker anytime between 1 a.m. and 5 a.m., with no cause, to determine ownership of the vehicle. Statistics indicate that the majority of auto thefts occur during that time, and this program has been successful in other communities. Police Chief Samarra explained the program in more detail and presented a sticker for each Member of Council to sign up for this program.
(c) Councilman Speck brought up the possibility of establishing a consent calendar procedure for items of a perfunctory nature on Council's Saturday public hearing meetings. Councilman Speck's Aide, Gayle Reuter, suggested this as an innovation to keep citizens, or their attorneys, from having to sit through Council's whole Saturday meeting only to have their items summarily approved before they have an opportunity to speak. Staff will look into this and come back with a recommendation.
(d) Councilwoman Pepper inquired whether Chief Samarra plans to include the taxicab industry in a similar patrol program to that just begun with the cable trucks serving as extra eyes and ears out in the community. He advised that this was their first experience training non-law enforcement personnel and after this pilot project, they will turn next to the cab industry in the next few months.
(e) Mayor Ticer announced for Council's opinion on whether Council should make a statement for the special subcommittee appointed by Gladys Keating, Chair of the House Committee on Militia and Police, to study the control of firearms in the Commonwealth. The subcommittee will receive testimony on Tuesday, December 1, at 10 a.m. in the Government Center Board Room in Fairfax. Chief Samarra is planning to attend and will provide Council with a draft of his proposed comments before Thanksgiving.
(f) Council Member Rich suggested that the question of elected school boards be addressed and whether we would have elections at large like we do for City Council or whether we would have elections by district or wards. He suggested this be addressed first by our electoral reform committee appointed some months ago. WITHOUT OBJECTION, this item was referred to the Ad Hoc Committee on Election Procedures.

Passage on First Reading of AN ORDINANCE (i) to reduce, from $50.00 to $35.00, the fine for parking beyond the two-consecutive-hour maximum on appropriately signed residential streets within the area bounded by the north side of Princess Street, the east side of Washington Street, the south side of Wolfe Street and the Potomac River, and for parking in the 200 and 300 blocks of North Columbus and North Alfred Streets, the 900 block of Cameron Street and the 700 block of Queen Street in violation of the parking restrictions in effect in those blocks, and (ii) to reduce, from 8 a.m.-11 p.m. to 8 a.m.-6 p.m., the period during which the parking restrictions applicable to metered parking spaces on non-residential streets within the area bounded by the north side of Princess Street, the east side of Washington Street, the south side of Wolfe Street and the Potomac River shall remain in effect.
