New Business Item No. 1: WITHOUT OBJECTION, Councilman Speck raised a point of personal privilege asking for a sense of Council to provide an opportunity for the City Manager to communicate to City employees on Council's behalf. It was the consensus of Council to communicate its feeling that we have a fine municipal employee work force, that solutions come from a willingness to examine all expenditures and revenues, programs and services in a constructive, thorough and fair-minded manner, and if anyone in this City, whether an employee or citizen, has questions about how we are approaching the budget or how we are responding to these difficult issues, just ask.

The Mayor and Members of Council each spoke in support of Councilman Speck's statement.

Passage on First Reading of AN ORDINANCE to amend the Zoning Ordinance by revising CDD Guideline No. 4 for the Potomac Yard/Potomac Greens property which provides for an increase in the amount of development permitted with a CDD special use permit from 2.75 to 3.75 million square feet of office space, from 3,000 to 4,500 residential units, and from 300,000 to 425,000 square feet of retail space.

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Councilman Jackson and carried unanimously, City Council approved the consent calendar as presented with the exception of Item No. 22 which was considered under separate motion. The recommendations are as follows:

8. City Council received the resignation of Charles Heiden from the Alexandria Commission on Aging with regret; and requested the Executive Secretary to send the appropriate letter of appreciation and to advertise the vacancy in the usual manner.

The City Manager introduced Alan Young, attorney for First Alexandria Associates, who announced that after discussions with the City Manager, that at the time of the sale of the Shops at Foxchase there will be a donation of $10,000 made to a local charity, yet to be designated.

11. Consideration of the Receipt of Recommendations from the City Manager's Ad Hoc Committee on Teen Parent Child Care.

(General Discussion. Members of Council and the City Manager participated in the discussion on this item. Ms. Farrell, Child Care Coordinator, Human Services, responded to questions from Vice Mayor Cleveland.

Council Member Rich recommended additions to the evaluation criteria under parenting skills: "as evidenced by prenatal care, proper nutrition and health care for the child to school age" and encouraged staff to pursue whether something that can be done with the Health Department and the Alexandria Hospital Foundation to provide routine health care.)

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Vice Mayor Cleveland and carried unanimously, City Council: (1) approved a pilot program to provide child care and comprehensive services to the children of six teen mothers by using family day care providers and by developing a teen parent case management team comprised of existing staff from the Office for Early Childhood Development, T.C. Williams High School and the two junior high schools; (2) encouraged the Early Childhood Development Commission and the Interagency Consortium on Adolescent Pregnancy to explore all possible sources of non-City funding to expand child care, case management and support services for teen parents, including using "local match" monies in the Comprehensive Services for At-Risk Children Fund to attract non-City funding; and (3) commended the members of the City Manager's Ad Hoc Committee on Teen Parent Child Care for their contributions and disbanded the group. 12. Consideration of Receipt of a Report on Population and Employment Projections for the City Through the Year 2020 to be Sent to the Washington Metropolitan Council of Governments.

(General Discussion. Mr. Lynn, Director, and Ms. Johnson, Urban Planner, both of Planning and Community Development, responded to questions from Councilman Donley. Councilwoman Pepper participated in the discussion.

The City Manager will get back to Council to advise what accounts for the discrepancy in the base number of employees of 92,000 in the year 1990 in this report when the City's Annual Report reports a figure of 80,000, whether it's self-employed, military people, or residents not counted as employees. The actual number should be correctly reflected in the City's next annual report.)

13. Consideration of the Selection of Two Members of the Carlyle Design Review Board.

WHEREUPON, upon motion by Council Member Rich, seconded by Councilman Donley and carried unanimously, City Council: (1) selected Councilwoman Pepper to continue as the member of Council to serve on the Carlyle Design Review Board for the next year (Councilwoman Pepper is the Council Member currently serving on the Board.); and selected Kerry St. Clair from the three persons nominated by the Alexandria Federation of Civic Associations to serve on the Carlyle Design Review Board for the next year. 14. Status Report and Consideration of Approval of City Contribution to the Alexandria Seaport Foundation.

(General Discussion. Mayor Ticer acknowledged members of the Alexandria Seaport Foundation in the audience. Councilman Jackson, Vice Mayor Cleveland and the City Manager participated in the discussion on this item.)

WHEREUPON upon motion by Vice Mayor Cleveland, seconded by Council Member Rich and carried unanimously, City Council (a) received the status report; (b) approved the transfer of $32,268 from Contingent Reserves (103556-2751) to Other Recreation Activities (121905-2751) to provide for one-half of the City's FY 1993 contribution to the Alexandria Seaport Foundation; (c) required as a condition of this contribution that City monies first be used to pay off the capital debt of the Foundation, with the remainder of approximately $7,000 then applied to support the Foundation's operating budget. This requirement is consistent with the fiscal plan of the Foundation's Board of Directors, in which approximately $25,000 of the City's contribution is to be used to help defease the Foundation's capital debt by December 15; and (d) required the Foundation to submit the following as conditions to the release of any further FY 1993 funding: (1) a revised current year operating budget; and (2) a financial plan for next year that assumes no City contribution. ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

(a) Council Member Rich added as a Support Item to the City's legislative package in support of Gov. Wilder's gun control initiatives, and to have added to the Council docket for Saturday [12/12/92]: (1) limit handgun sales to no more than one every 30 days; (2) keep the records check information for one year instead of 30 days; and (3) have sellers report the total number of weapons that are made to each purchaser; and, in addition, (4) the Governor has indicated that he would support a three-day waiting period for handgun purchases.

(b) Councilwoman Pepper expressed her great pleasure in today's newspaper headlines, "Cooke, D.C. Reach Agreement on New Stadium," and nothing made her feel more secure that they weren't coming back to Alexandria than to read these wonderful headlines.

Councilman Jackson expressed his delight for the City of Washington that Redskins Stadium will be built there.

(c) Councilman Speck wished everyone "Happy Holidays" and noted the one City-wide event that recognizes Hanukkah is at Alexandria Hospital on December 22 at 5:30 p.m. in the lobby, and he invited his colleagues to attend.

(d) Vice Mayor Cleveland announced that Friday, December 4, was the third annual banquet of the Untouchables with 71 young men in attendance. The Friends of the Untouchables have put out a calendar as a fund raiser which they are selling for $10. The calendars may be purchased at Charles Houston Center and are tax deductible. He has purchased a calendar for each Council Member.

(e) Mayor Ticer announced she was just informed that Jim Hicks died this morning. We have no additional funeral information at this time but his wife will get in touch with us tomorrow and we will put the information in the boxes as to what the arrangements will be.

Councilman Jackson, Mayor Ticer and Councilwoman Pepper spoke to this loss to the City.

(f) Mayor Ticer announced that there will be a fund raiser to benefit the Home of the Brave Foundation, a nonprofit organization dedicated to serving the needs of the homeless by providing sleeping bags for the homeless this winter, at Ramparts Restaurant on Wednesday, December 9, from 7 p.m. through 10 p.m., with no admission charge.

(g) Mayor Ticer reported on the rate case from the water company. On October 19, 1992, the State Corporation Commission issued an order of reconsideration on our 1991 rate case. The affect to Alexandria customers is the refund of approximately $40,000 to be completed by April 15, 1993. In the same correspondence, the water company announces they anticipate filing for a rate increase in the spring of 1993. Mayor Ticer thanked Councilman Jackson for his efforts to bring this to everyone's attention.

Councilman Jackson explained that this action was largely a result of the action Council has taken to bring to the attention of the public these expedited rate increases. It is wrong for the utility to be permitted under the authority of the SCC to raise rates for something as necessary as water before they even have a public hearing.

(h) Mayor Ticer announced, for informational purposes only since City Council has its public hearing meeting then, that the Governor is holding an open house on December 12 from 10 a.m. - 2:00 p.m. at the Community Cultural Center of the Annandale Campus of Northern Virginia Community College.

(i) Mayor Ticer brought Council's attention to a letter to her from Tom Davis, Chairman of the Fairfax County Board of Supervisors, informing her of an action that the Board of Supervisors has taken to approve recommendations from the Mount Vernon Council of Citizen Associations. Most we can approve of, except for the last: "In addition, as a means of alleviating mounting traffic conditions on Alexandria's streets, the resolution further requests the support of construction of a Route One Bypass through the City of Alexandria, generally along or above the CSX Railroad right-of-way between the Capital Beltway and I-395. On October 26, 1992, the Board of Supervisors adopted a motion supporting the MVCCA's resolution and directed that I transmit this position to you on behalf of the residents." Mayor Ticer recommends that Council write back that we are not in accord with that recommendation.

It was the consensus of Council to write back to the Fairfax County Board opposing the last recommendation in their letter, and in appreciation of the other recommendations, and that we'd love to sit down and talk about some HOV in their section of the County.

Consideration of a Resolution to revise the residential permit parking restrictions in the 200 block and the west side of the 300 block of North Columbus Street, the 200 and 300 blocks of North Alfred Street, the 900 block of Cameron Street, and the south side of the 700 block of Queen Street, so the restrictions are in effect from 8 a.m. to 2 a.m., Monday through Saturday, and 11 a.m. to 2 a.m. on Sunday.
