The Meeting was called to order by Mayor Ticer, and the City Clerk called the Roll; all Members of City Council were present.

The Invocation was pronounced by Rabbi Jack Moline of Agudas Achim Synagogue.

New Business Item No. 1: Mayor Ticer announced that donations for Operation Winter Rescue to assist the People of Armenia are being accepted by the Agudas Achim Congregation, 2908 Valley Drive, Alexandria, Monday-Friday, 9:00 a.m. to 5:00 p.m., and Sunday, 9:00 a.m. to noon. The following items are needed by February 26: Sleeping bags, blankets, new thermal underwear, coats, medicines (Tylenol, aspirin, antiseptics, bandaids, etc.), sugar, rice, pasta, instant soup and foodstuffs, powdered milk, canned beans, canned meats, infant formula, hard candy, nuts, diapers, and monetary contributions and checks made payable to: Armenian General Benevolent Union PC.

11. Consideration of Issuance of a Request for Proposals for an Automated Permit System.

20. Introduction and First Reading. Consideration. Passage on First Reading of AN ORDINANCE to amend the City of Alexandria Zoning Ordinance to change the date from February 23, 1985, to September 1, 1984 that determines whether approved but not yet constructed and not otherwise "vested" site plans are effected by the new Zoning Ordinance that was adopted on June 24, 1992. The practical effect of the ordinance is to retain the validity of the site plan for the Pitt Street Center which was approved between September 1, 1984, and February 23, 1985.

WHEREUPON, upon motion by Councilman Donley, seconded by Councilwoman Pepper and carried unanimously, City Council approved the Consent Calendar as presented with the exception of Docket Item No. 19 which was considered under separate motion. The City Manager's recommendations are as follows:

City Council (a) appointed Lisa Johnson as a Representative from the Business Community and Charlotte Edmonds as a Representative from the Arts with Expertise in Theatre to the Alexandria-Caen Exchange Committee; (b) reappointed James Fitzgerald as a Member from the Board of Directors of the Alexandria Convention and Visitors Bureau to the Alexandria Archaeological Commission; (c) appointed Justine Rowe as a Citizen Member and David Woods as an Individual with Leadership Experience in a Volunteer Organization to the Alexandria Commission on Aging; and (d) appointed Christopher Rushin as a High School Student Member to the Alexandria Environmental Policy Commission.

8. City Council authorized the City Manager to (1) submit a grant application to the Virginia Department of Criminal Justice Services for funding, in the amount of $61,000, to establish an offender electronic monitoring program for the Office of Sheriff; and (2) execute all necessary documents that may be required.

9. City Council set this item for public hearing on Saturday, February 20, 1993.

10. City Council authorized the City Manager to execute the Deed of Gift conveying the Ark of the Old Town Yacht Basin to the Alexandria Seaport Foundation.

11. City Council approved the issuance of a Request for Proposals for a computer system to automate the building permit process.

20. City Council introduced and passed the ordinance on its First Reading and set it for Public Hearing, Second Reading and Final Passage on Saturday, February 20, 1993.

City Council thanked the participants for giving Council their side of what really is an important issue here in the City, that is, the delivery of the health services particularly as they relate to sexually transmitted diseases. Council knows that they are working on them and hopes that the problems have been confined to at least the cases that Mr. Snoddy has talked about. Any other redress of grievances is not up to Council but really up to the State Health Department.

WHEREUPON, upon motion by Council Member Rich, seconded simultaneously by Councilmen Jackson and Speck and carried on a unanimous ROLL-CALL vote, City Council adopted the substitute resolution. The voting was as follows:

RESOLUTION NO. 1633

WHEREAS, our nation's four trillion dollar debt has adversely affected the nation's savings pool, investment, economic growth, and the standard of living for future generations; and

WHEREAS, federal budget deficits shift spending burdens from the national to the state and local level; and

WHEREAS, interest payments on the national debt consume tax dollars that could be better used on housing, education, environment and transportation; and

WHEREAS, past efforts have proven ineffective at reducing the budget deficit and there has been a budget deficit every year since 1969; and

WHEREAS, unless action is taken to reduce the deficit, an onerous debt burden will be imposed upon future generations; and

WHEREAS, only a grassroots educational movement can awaken the American public to the need for shared sacrifice today to attain a higher standard of living for all in the future;

NOW, THEREFORE, BE IT RESOLVED that the Alexandria City Council does hereby endorse the concept of a nationwide, non-partisan, educational campaign and grassroots mobilization to forge a national consensus on a fair and equitable solution to the present budget crisis.

14. Consideration of Report on the Proposed Cameron/Columbus Garage.

15. Consideration of Local Matching Funds for the Northern Virginia Family Service Healthy Start/Healthy Families Alexandria Proposal from the Comprehensive Services Fund for At-Risk Children.

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Councilman Donley and carried unanimously, City Council approved the commitment of $160,281 in local matching funds during FY 1994 for a proposal submitted by Northern Virginia Family Service (NVFS) to establish a Healthy Start program to provide comprehensive early intervention services to at-risk children and their families. 16. Consideration of Proposed Guidelines for Homeownership Resale and Tenant Assistance Under the HOME Program.

18. Consideration of the Receipt of the Social Service Advisory Board's "Exploration of Welfare in Alexandria."

WHEREUPON, upon motion by Vice Mayor Cleveland, seconded by Councilwoman Pepper and carried unanimously, City Council (1) received the report and commended the members of the Social Services Advisory Board for their work; (2) directed the report be distributed to other relevant City agencies for their review and recommendations; and (3) directed the SSAB to continue its assessment of welfare reform issues, including new initiatives on the federal and State level, and to report back to City Council in late spring on how these might be implemented in Alexandria. The voting was as follows:

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

(a) Councilman Speck spoke regarding the abandoned City-owned property located at Mt. Vernon Avenue and Braddock Road. It is his understanding that some of the adjacent civic associations, particularly Del Ray and Rosemont, have an interest in, as a community project, bringing that building up to code and using it as a satellite police station. He questioned if there would be any interest or possibility in developing a team of community volunteers that would work on an auxiliary basis to staff a satellite station at certain designated hours and would it be of benefit.

Councilman Speck stated that he understands also that Rodger Digilio has offered his property on Mt. Vernon Avenue to be made a satellite as well. Councilman Speck requested that Chief Samarra report back if these two opportunities are of interest to the Police Department and to give a report to Council on whether it would be useful to use them and any additional thinking that the Chief might have about the use of volunteers.

(b) Councilman Donley spoke to a new group named the Ripening to Vintage Group. This is a group of senior citizens that is getting together to assist services to young people, primarily in the junior high area, and to raise funds that would subsequently be expended to promote other programs that are dealing with young people in the Alexandria area.

Vice Mayor Cleveland and Councilman Jackson also commended this group.

(c) Mayor Ticer reminded Council of the Alexandria Red Cross Winter Jubilee being held on Sunday, February 14, 1993, from 7:30 p.m. to 11:00 p.m. at the Landmark Center. Tickets can be purchased for $12 by calling 549-8300 or TicketMaster. Please use the Duke Street entrance.

21. Introduction and First Reading. Consideration. Passage on First and Second Reading and Final Passage of AN ORDINANCE adopting a codification of the City of Alexandria Zoning Ordinance. (ROLL-CALL VOTE)

WHEREUPON, upon motion by Councilman Speck, seconded by Councilman Jackson and carried on a unanimous ROLL-CALL vote, City Council finally passed the ordinance upon its First and Second Readings. The voting was as follows:

ORDINANCE NO. 3614

AN ORDINANCE adopting a codification of the zoning regulations of the City of Alexandria, Virginia, entitled the City of Alexandria Zoning Ordinance, and for other related purposes.

1. On June 24, 1992, city council adopted by Ordinance No. 3591 a document entitled Alexandria, Virginia, Zoning Ordinance, as the text of the zoning regulations of the City of Alexandria; and

2. It is necessary and desirable that the text of the said zoning regulations, together with such amendments thereto as may be adopted from time to time, be codified, printed and published so that the zoning regulations of the city in force and effect may more readily be known and ascertained; and

3. Pursuant to Section 3.14 of the city charter, the city attorney has caused to be prepared a codification of the said regulations, and caused same to be printed and compiled in loose leaf binder form, to be supplemented with replacement pages as subsequent amendatory legislation may require, and has caused to be prepared and will in the future cause to be prepared an index and other finding aids for such codification; and

4. In the course of preparing such codification, the city attorney has corrected unmistakable typographical and other errors and omissions in the type written text of the codification and has made such other technical and perfecting changes, alterations, modifications, additions and substitutions to the end that a complete codification might be presented with errors, inconsistencies, repetitions, ambiguities and conflicts eliminated; and

5. Based on the foregoing findings and all other facts and circumstances of which the city council may properly take notice in its capacity as the legislative body of the City of Alexandria, Virginia, adoption of this ordinance, pursuant to Section 3.14 of the city charter, is necessary and desirable to protect the public health, safety and general welfare; now, therefore,
THE CITY COUNCIL OF ALEXANDRIA HEREBY ORDAINS:

Section 1. That there is hereby adopted and published, as the text of the comprehensive zoning plan of the City of Alexandria, that certain codification, the title of which shall be the City of Alexandria Zoning Ordinance (Tallahassee, Fl.: Municipal Code Corporation, 1992), which is attached hereto and incorporated herein fully by reference.

Section 2. That so much of Section 1 of Ordinance No. 3591 as adopted the type written document entitled Alexandria, Virginia, Zoning Ordinance, as the text of the comprehensive zoning plan of the City of Alexandria be, and the same hereby is, repealed.

Section 3. That one copy of the City of Alexandria Zoning Ordinance, bearing the manual signature of the mayor and attested by the city clerk on the title page, shall be filed in the Office of the City Clerk, and shall be made available for public inspection during normal business hours.

Section 4. That the repeal of the type written text provided in Section 2, and the adoption of codified text provided in Section 1, of this ordinance shall not affect or impair any act done, offense committed or right accruing, accrued or acquired, or liability, penalty, forfeiture or punishment incurred, prior to the time such repeal and adoption takes effect, but the same may be enjoyed, asserted, enforced, prosecuted or inflicted as fully and to the same extent as if such repeal and adoption had not been effected

Section 5. That this ordinance shall become effective upon the date and at the time of its final passage.

22. Consideration of an Application and Resolution of Support to the Virginia Department of Rail and Public Transportation for Continued Funding for the City's Ridesharing
Services--Alexandria Rideshare. (ROLL-CALL VOTE)

WHEREUPON, upon motion by Councilman Jackson, seconded by Councilman Donley and carried on a unanimous ROLL-CALL vote, City Council authorized the City Manager to (1) submit a grant application and the adopted resolution to the Virginia Department of Rail and Public Transportation (VDRPT) for funding, in the amount of $74,000, for the continuation of the City's ridesharing service, ALEXANDRIA RIDESHARE; (2) approved the continuation of two full-time grant-funded positions (Transit Specialist and Transit Services Assistant) to administer the on-going ALEXANDRIA RIDESHARE program. Continuation of these positions is contingent upon continuation of funding from the Virginia Department of Rail and Public Transportation or other non-City sources; and (3) execute all necessary documents that may be required under this program. BE IT RESOLVED by the City Council that the City Manager is authorized, for and on behalf of the City of Alexandria, (hereafter referred to as THE PUBLIC BODY), to execute and file an application to the Virginia Department of Rail and Public Transportation, Commonwealth of Virginia, (hereafter referred to as THE DEPARTMENT), for a grant of financial assistance in the amount of $74,000 to defray the costs borne by THE PUBLIC BODY during a fiscal year commencing July 1, 1993, and ending June 30, 1994; for the continuation of a ridesharing program, and to accept from THE DEPARTMENT grants in such amount as may be awarded, and to authorize the City Manager to furnish to THE DEPARTMENT such documents and other information as may be required for processing the grant request.

The City Council certifies that the funds shall be used in accordance with the requirements of Section 58.1-2425.E of the Code of Virginia, that THE PUBLIC BODY will provide matching funds as required in such Act; that the record of receipts and expenditure of funds granted to THE PUBLIC BODY may be subject to audit by THE DEPARTMENT and by the State Auditor of Public Accounts; and that funds granted to THE PUBLIC BODY for defraying the expenses of the ridesharing program of THE PUBLIC BODY shall be used only for such purposes as authorized in the Code of Virginia.

23. Consideration of a Resolution Requesting State Funding for the Arlington Regional Jail. (ROLL-CALL VOTE)

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Councilman Donley and carried on a unanimous ROLL-CALL vote, City Council adopted the resolution requesting state funding for the Arlington Regional Jail. The voting was as follows:

RESOLUTION NO. 1635
RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ALEXANDRIA, VIRGINIA AUTHORIZING A REGIONAL
CONTRACT FOR COOPERATIVE JAILING OF OFFENDERS

WHEREAS, the Cities of Alexandria and Falls Church, Virginia, wish to contract with the County of Arlington, Virginia, under the provisions of the Code of Virginia Section 53. 1-82 for the detention and confinement of categories of offenders of the City of Alexandria and the City of Falls Church in the new jail owned by the County of Arlington and operated by the Arlington County Sheriff; and

WHEREAS, the Sheriffs of the County of Arlington, the City of Alexandria, and the City of Falls Church are in accord with the intent of such regional contract for cooperative jailing of offenders; and

WHEREAS, the projected inmate bed space needs of the City of Alexandria, the City of Falls Church, and the County of Arlington will require the construction of new inmate bed space to be met in part by the new Arlington County Jail constructed with an initial capacity of 509 inmate beds; and the construction of shell space within the new Arlington County Jail to eventually contain an additional 143 inmate beds; and

WHEREAS, the City of Alexandria, the City of Falls Church, and the County of Arlington intend to seek reimbursement from the Commonwealth of Virginia for one-half the costs of such renovation and enlargement under the provisions of the Code of Virginia Section 53.1-82 which requires a contract for services for the detention and confinement of categories of offenders for a period of thirty years or more.

NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of Alexandria approves the proposed regional contract with Arlington County and the City of Falls Church for the cooperative jailing of offenders, and authorizes the Alexandria City Manager to sign a regional contract for the cooperative jailing of offenders in substantially the attached form with such changes as the City Manager determines will improve the City's position under the contract or clarify its language, subject to approval of such determinations by the City Attorney.

BE IT FURTHER RESOLVED, that the City Council of the City of Alexandria requests that the State Board of Corrections recommend to the Governor funding for reimbursement of construction costs of the Arlington County Jail.

This resolution shall take effect immediately upon its adoption.
