There was a Work Session at 6:00 p.m. in the Council Workroom to discuss issues relating to the proposed zoning text amendment requiring special parking district restaurant employees to park off-street after 5:00 p.m.

Mayor Ticer and City Manager Lawson made opening remarks. Mr. Lynn, Director of Planning and Community Development, went over the issues raised by staff.

The Members of City Council participated in the discussion as did City Attorney Sunderland, Assistant City Attorney Pessoa, the City Manager and Director of Planning and Community Development Lynn.

Ms. Beach, attorney for the restaurants, and Mr. Holm, representing the Alexandria Chamber of Commerce, each made brief remarks. 14. Receipt of the Proposed City Special Events Policy and Setting it for Public Hearing on Saturday, June 18, 1994.

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Vice Mayor Cleveland and carried unanimously, City Council approved the consent calendar as presented. The City Manager's recommendations are as follows: 6. City Council received the following resignation with regret: (a) Claire Eberwein from the Alexandria Board of Zoning Appeals; and requested the executive Secretary for Boards and Commissions to advertise the vacancy.

7. City Council (a) appointed Ari Sky as a Member from the Alexandria Environmental Policy Commission to the Alexandria Alternative Fuels Task Force; (b) appointed Robert Watts as a Citizen Member to the Alexandria Beautification Commission; (c) appointed Louise Rainis as a representative from an Educational Institution Mandated in the Job Training Partnership Act, and appointed Michael Wynn as a Business Representative, to the Alexandria Commission on Employment; (d) appointed Kelli Holmes as a Member Nominated by the Alexandria Jaycees to the Alexandria George Washington Birthday Celebration Committee; and (e) appointed John Kling as a Representative of the Alexandria Dental Society to the Alexandria Public Health Advisory Commission.

8. City Council authorized the City Manager to: (1) submit a grant application to the Virginia Department of Social Services for funding, in the amount of $18,295, for continuation of services to the homeless under the Emergency Community Homeless Grant Program; and (2) execute all necessary documents that may be required.

9. City Council (1) approved the grant contract for continuation funding from the Virginia Department of Housing and Community Development, in the amount of $222,289 for FY 1995 and $222,289 for FY 1996, for the State Homeless Housing Assistance Resources--Homeless Intervention Program; (2) approved the continuation of one full-time grant-funded position, the office of Economic Opportunities' Homeless Intervention Caseworker, to administer the ongoing State Homeless Housing Assistance Resources -- Homeless Intervention Program. Continuation of this position is contingent upon continuation funding from the Virginia Department of Housing and Community Development or other non-city sources; and (3) authorized the City Manager to execute all necessary documents that may be required.

10. City Council: (1) approved the grant contract for continuation funding, in the amount of $52,465, from the Virginia Community Action Re-entry System, Incorporated for provision of services to ex-offenders in Alexandria in FY 1995; (2) approved the continuation of one full-time grant-funded position, the Community Services Specialist, and one part-time grant-funded position (.75 FTE), Program Aide I, to administer this ongoing Virginia Community Action Re-entry System program. Continuation of these positions is contingent upon continuation of funding from Virginia Community Action Re-entry System, Incorporated or other non-City sources; (3) approved acceptance of $3,840 from the Adult Probation and Parole Office for continued support and sponsorship of the Ex-offender Support Group; and (4) authorized the City Manager to execute all necessary documents that may be required.

11. City Council: (1) approved the grant contract for FY 1995 continuation funding from Project Discovery, Incorporated, in the amount of $71,100; (2) approved the continuation of two full-time grant-funded positions, the Project Discovery Coordinator and Program Aide II, to administer the ongoing Project Discovery program. Continuation of these positions is contingent upon continuation of funding from Project Discovery, Incorporated or other non-City sources; and (3) authorized the City Manager to execute all necessary documents that may be required.

12. City Council approved the recommendations of the Alexandria Early Childhood Development Commission that: (1) $42,710 in local matching funds be committed to the Children Together project (formerly known as the Community Integration Project) to establish a program to integrate children with disabilities into existing community child care programs; (2) up to $21,229 in local matching funds be committed to a proposal by the Urban League to establish a Resource Mothers Project that would match trained volunteers with pregnant teens; and (3) the deadline for these two projects to obtain matching funds be September 30, 1994.

13. City Council accepted $43,442 as Alexandria's portion of the Job Training Partnership Act performance incentive funds.

14. This item was withdrawn and will be redocketed for the Regular Meeting of June 14, 1994.

The resolution reads as follows:
RESOLUTION NO. 1690
Position on The High Density Traffic Airports Rule
at Washington National Airport

WHEREAS, the U.S. Department of Transportation has undertaken a study of the High Density Traffic Airports Rule ("High Density Rule") and its usefulness as a tool for the efficient management of air traffic at four high density airports, including Washington National Airport, and has requested public comment on the High Density Rule by May 27; and

WHEREAS, flight operations at Washington National Airport have been governed since 1969 by the High Density Rule, which restricts the number of air carrier takeoffs and landings at Washington National Airport to 37 per hour to limit ground and air traffic congestion; and

WHEREAS, the High Density Rule was adopted into law in provisions of the Metropolitan Washington Airports Act of 1986; and

WHEREAS, the High Density Rule serves also to limit the impact of aircraft noise on Alexandria neighborhoods situated along the approaches to the airport; and

WHEREAS, the 1993 report of the National Commission to Ensure a Strong Competitive Airline Industry, chaired by former Virginia Governor Gerald L. Baliles, recommended retention of the High Density Rule at Washington National Airport; and

WHEREAS, the limits on flight operations imposed by the High Density Rule serve as the basis for National Airport's $800 million Capital Development Program, which is already underway, and for the airport's aircraft noise reduction program, both of which would be adversely affected if the limits on flights are increased; and

WHEREAS, the Metropolitan Washington Airports Authority has determined that an increase in flights at Washington National Airport will raise the probability of congestion at the terminal gates, as well as congestion and delays on the roadways, and decrease the reliability of airline schedules;

NOW, THEREFORE, BE IT RESOLVED, that for these reasons, the City Council of the City of Alexandria, Virginia, does hereby expressly oppose any modification of the High Density Rule that would increase the current number of schedule air carrier operations at Washington National Airport; and

BE IT FURTHER RESOLVED, that this resolution be communicated to the Federal Aviation Administration for consideration.

Vice Mayor Cleveland returned the chair to Mayor Ticer and the following transpired:

(b) Vice Mayor Cleveland attended last night's Traffic and Parking Board meeting where they were discussing parking. There is a problem with students from Bishop Ireton parking in the residential area which has caused Quaker Hill to ask for residential parking restrictions. He suggested that the City sit down and talk to Bishop Ireton to come up with some type of parking plan for their students. Perhaps the school could work out an agreement with Hechinger Commons for student parking. Transportation and Environmental Services Director O'Kane will get with Bishop Ireton once again. If need be, Vice Mayor Cleveland would like to be there.

(c) Vice Mayor Cleveland invited everyone to attend a meeting on what we can do to combat crime. He will be there on a panel with Attorney General Jim Gilmore at Hayfield Secondary School in Fairfax County, right off of Telegraph Road, on May 25, from 7 to 9 p.m.

(d) Councilman Jackson announced that today marks the 133rd anniversary of one of the two most tumultuous days in the history of the City of Alexandria. One was when the British troops invaded this City during the War of 1812, and the second was May 24, 1861, when the town was for a second time invaded by armed troops. There actually was warfare and associated pandemonium on the streets as a result of an armed invasion. On this day Alexandrians were mustered together and marched out of the City to join General Beauregard near Manassas. The City was basically evacuated by Southern troops because there was no way that the City could be defended against the Union Army. This did happen within the limits of our City and many innocent people who lived here were victimized by it. We should remember those people on this day every year.

(e) Council Member Rich raised his concerns about the need for some publicity to attract candidates for the two recent vacancies (Shawn McLaughlin and Murray Bonitt) on the ARHA board. The resignations will be docketed to be officially received on June 14, and appointments can be voted on at the June 28 meeting. Council will consider a selection process with a questionnaire and interviews prior to the appointments.

City Council of Alexandria, Case #930552, now pending in the Alexandria Circuit Court, and involving the real estate tax assessments on the property known as the Guest Quarters, at 100 South Reynolds Street, for tax years 1990, 1991 and 1992. New Business No. 3: WHEREUPON, upon motion by Council Member Rich, seconded simultaneously by Councilwoman Pepper and Vice Mayor Cleveland and carried unanimously, City Council approved the settlement of the litigation entitled Virginia Investors v. City Council of Alexandria. The voting was as follows:

New Business No.4: THEREUPON, upon motion by Council Member Rich, seconded by Vice Mayor Cleveland and carried on a unanimous ROLL-CALL vote, City Council adopted the resolution pertaining to the executive session. The voting was as follows:

The resolution reads as follows:
RESOLUTION NO. 1691
WHEREAS, the Alexandria City Council has this 24th day of May, 1994, recessed into executive session pursuant to a motion made and adopted in accordance with the Virginia Freedom of Information Act; and

WHEREAS, Section 2.1-344.1 of the Code of Virginia requires a certification by City Council that such executive session was conducted in accordance with Virginia law;

NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby certify that, to the best of each member's knowledge, only public business matters that were identified in the motion by which the executive session was convened, and that are lawfully exempted by the Freedom of Information Act from the Act's open meeting requirements, were heard, discussed or considered by Council during the executive session.

THERE BEING NO FURTHER BUSINESS TO BE CONSIDERED, upon motion by Council Member Rich, seconded by Vice Mayor Cleveland and carried unanimously, at 9:09 p.m., the Regular Meeting of May 24, 1994, was adjourned. The voting was as follows:
