There was a Work Session at 6:15 p.m. in the Council Workroom on the Manner in Which Alexandria School Board Members Should be Elected.

City Attorney Sunderland went through and discussed the items included on the agenda for this work session; a copy of the agenda is on file in the office of the City Clerk and Clerk of Council and incorporated herewith as part of the record by reference. He spoke to the preparation process, inputs and tools; concepts and principles; decision criteria; and election district alternatives.

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Councilman Donley and carried unanimously, City Council approved the Consent Calendar as presented. The City Manager's recommendations are as follows:

6. City Council received the resignation of Maria F. Pinzon from the Alexandria Economic Opportunities Commission with regret and requested the Executive Secretary to send the appropriate letter of appreciation and to advertise the vacancy in the usual manner.

7. 12. Consideration of Acquisition of 906-908 Wythe Street.

(Councilman Donley stated, for the record, that since this particular item involves his employer acting as trustee for the estate of Henry T. McCarty, he will abstain from consideration of this item.)

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Vice Mayor Cleveland and carried on a vote of 5-to-0, City Council (1) authorized the purchase of the property at 906-908 Wythe Street for $127,500 as stipulated in the agreement of sale; (2) authorized the use of up to $270,000 in Sunnyside settlement funds for the acquisition and renovation, including capital outlay, of the property at 906-908 Wythe Street; (3) authorized the City Manager to execute the Agreement of Sale and any other necessary documents; and (4) named the new facility the Watson Reading Room in honor of the Watson family, the original owners of the Sunnyside subdivision. 14. Consideration of the Manner in Which Members of the Alexandria School Board should be elected. (#2 11/29/93)

WHEREUPON, upon motion by Councilman Donley, seconded by Vice Mayor Cleveland and carried unanimously, City Council set the seven options, plus it is important to also let the people comment on the at-large system and anything else, for public hearing on December 11, and asked the City Attorney to bring forward the ordinances which in the event that Council reaches a consensus on Saturday, Council could [introduce] and pass on First Reading and set for Public Hearing those ordinances which would ultimately lend themselves towards an application to the Justice Department for the election of School Boards. ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

(a) Councilwoman Pepper thanked Thomas and Josephine Pasko for donating the large tree at Market Square. She also thanked Gloria Houser for coordinating the decorations outside of City Hall. She thanked Mr. and Mrs. William Williamson and Julia Henry for donating the trees located at the King Street Metro Station and at Lower King Street.

(b) Councilwoman Pepper announced that Governor Wilder held a press conference today at Alexandria Hospital for a kick-off of a new welfare reform pilot program. She explained the purpose of the press conference at Alexandria Hospital was that it was offering to make available five jobs for the selected ADC recipients who would be trained specifically for jobs. She urged other employers in the City to please step forward to assist with the program which would be a wonderful gesture on their part and also would be of great help to the City's welfare persons because they would then be involved, trained, and prepared for a paying job.

Council Member Rich stated that when Vice Mayor Cleveland and he docketed this last spring for the City to participate in, it was because they felt like it was a good idea. He wanted to emphasize, in addition to Councilwoman Pepper's call for other businesses to participate, that the statewide demonstration project is six hundred jobs. In Alexandria alone, we have about eighteen hundred families on ADC and about twenty-five to twenty-eight hundred on food stamps. As a demonstration project it is, while a step in the right direction, and particularly focusing on the private sector as the place of first resort for jobs, it is important for us to recognize that this is just a first step. There is a whole lot more to be done in moving people from dependency to self-sufficiency and work.

The Mayor stated that Kathy Snyder from the Chamber of Commerce was there today and is working with the members of the Chamber.

(c) Councilman Donley announced the champion from the Alexandria Soccer Association, the "Good Gunus", which is a boys' team that won the tournament a couple of weeks ago. This is a tournament of all of the Northern Virginia soccer teams in a particular age group. They were coached by Frank Shafroth, President of the Alexandria Soccer Association, who also coaches his son's team. The City Clerk was requested to transmit a letter of congratulations to the "Good Gunus" and Coach Shafroth for their victory; a copy of the City Clerk's letter dated December 14, 1993, is on file in the office of the City Clerk and Clerk of Council, marked Exhibit No. 1 of this item.

(d) Councilman Donley spoke to the fire lane at Seminary Plaza which is still a problem. He has made a request before that the no parking, no standing fire lane sign be moved or one be installed right in front of the bank machines so that it is plainly visible. That has not been done.

Ms. Boyd, Director of Citizen Assistance, was requested to follow up with Transportation and Environmental Services to see that additional signs are installed near the bank. She is also to follow up with the Fire and Police Departments to insure that added enforcement takes place to assure clear access.

(e) Councilman Donley announced with deep regret that he had learned today that the University of Virginia/Virginia Tech Graduate Center bid was won by Fairfax County. He congratulated and thanked the City's team for all its hard work in aggressively pursuing this endeavor. He stated that the City needs to pursue in the future the attraction of a higher education institution in Alexandria.

Mayor Ticer also expressed her regrets and thanked everyone for their hard work. She agreed that the City also should pursue a higher institution for education.

(f) Councilman Jackson spoke to the proposal that the Fairfax County Board of Supervisors has on its table with regard to becoming a full-time Board. He stated that the region does not need more full-time professional politicians. He indicated that he thinks that it is very alarming that we would seriously consider moving away from the citizen part-time status of local legislators. He stated that he feels that there is a certain loss of perspective that comes when a person begins to do this as his or her occupation. He stated that it would be a particularly bad idea for Alexandria and hopes that it does not come forward in any serious way in the future.

(g) Councilman Jackson spoke to the issue of the personal property tax. He mentioned an article he had read that the Division of Motor Vehicles is going to assist Arlington in collecting the personal property tax. He criticized the recent Journal newspaper's editorial that really seemed to indicate that DMV was going to be aiding the County of Arlington more or less in "picking the pockets" of its citizens. The language was not quite that strong, but it was certainly the idea that was put forward. If the DMV is attempting to help Arlington to enforce the tax, a tax which should be borne by everyone evenly and equally, he stated that he thinks that this is a good concept. Whether you agree that the tax is progressive or regressive or fair or unfair is not the primary issue. The primary issue is one of efficiency and fairness. He indicated that he really felt that the Journal papers were incorrect in certainly the tone of their editorial of November 29.

The City Manager indicated that the City has been working with the Division of Motor Vehicles. They are in the process of changing their computer program. The City hopes by March that they will be set up so that they will not issue a driver's license to anyone who owes the City of Alexandria personal property taxes.

(h) Councilman Speck invited those who can attend to the Alexandria Hospital's 17th Annual Hanukkah Celebration to be held on Tuesday, December 14, 1993, at 5:30 p.m. in the Hospital cafeteria.

(i) Councilman Speck raised concerns about recent observations during a late evening tour of Old Town. He requested the City Manager in conjunction with consultation with the Police Department to advise Council as quickly as possible of what if any steps can be taken to arrest people who are drunk in Public in Old Town and how to deal with the logistics of Police officers in the area.

He also noticed although there has been an increased use of the parking garages and lots in the evening and an effort to try to use them as opposed to street parking, that one of the things that happens is that the lots become unattended in the later part of the evening, particularly around 11:00 p.m. He watched cars coming in after that time and at that point obviously able to park free as the lots were unattended, and as they go back to their cars in the late evening because there is no attendant or supervision of any sort, the parking garages and the lots, but the garages in particular, become opportunities for more boisterous behavior and problems. He requested the City Manager to advise Council of what, if anything, we can do as it relates to that specific problem.

He indicated that he is moving in the direction of recognizing that some resident-only parking under certain prescribed circumstances on a very limited basis and over a very limited time may have an affect in some areas. He asked, if Council agrees, that we docket this item for discussion at the first legislative meeting in January, but with a discussion about very specific criteria for what circumstances would have to occur to have resident-only parking at certain times.

Council Member Rich stated that the issue of resident-only parking had already been referred to the City Manager to come back with a report.

The City Manager stated that the issues of one-hour parking and the resident-only parking on certain streets from 11:00 p.m. to 2:00 a.m. will be docketed for the second meeting in January. The Police and other staff are working on this.

Councilman Speck spoke to parking on the 100 and 200 blocks of King Street where there is no parking between the hours from 2:00 a.m. to 6:00 a.m. for street-cleaning purposes. He requested Mr. O'Kane to look into this issue to see if the hours can be revised. This will enable some of the female employees who park in the garages to bring their cars back at 2:00 a.m. to park them on King Street in order to wrap up business for approximately an hour. This will alleviate them from getting ticketed.

Mr. O'Kane indicated that he will look into that and will probably be able to adjust the time to accommodate them.

(j) Mayor Ticer showed City Council the beautiful gift which was given to the City by Lord Provost Thomas McDonald, J.P., from our Sister City of Dundee, Scotland. It will be displayed in our Sister City room on the third floor of City Hall.

WHEREUPON, upon motion by Councilman Donley, seconded by Vice Mayor Cleveland and carried unanimously, City Council approved the City Council Schedule, as amended, and noted (1) that the Council Work Session on Welfare Reform has been rescheduled to 6:30 p.m. on Tuesday, January 11; (2) scheduled the Annual Meeting of the Stockholders of the Alexandria Transit Company at 7 p.m. in the Council Workroom before the Tuesday, February 8 Council meeting; (3) noted that the School Board has scheduled its public hearing on the Schools' Proposed Budget on Thursday, February 24 at 7:30 p.m. at the School Administration Building at 2000 North Beauregard Street. This will not be a joint public hearing; (4) scheduled the overflow public hearing on the City's proposed budget on Monday, March 28, 1993, at 7:30 p.m. in the Council Chambers; and (5) scheduled a Special Meeting on Thursday, December 16, 1993, at 4:30 p.m., in the Council Chamber, for public hearing, second reading and final passage of the elected school board ordinance.
