END OF CONSENT CALENDAR
WHEREUPON, upon motion by Councilwoman Pepper, seconded simultaneously by Vice Mayor Cleveland and Councilman Jackson and carried on a vote of 6-to-0, City Council approved the Consent Calendar as presented. The City Manager's recommendations are as follows:
8. City Council (a) appointed Mark Locklear as a Citizen Member to the Alexandria Commission on Aging; (b) appointed Karl Smith as a Representative from the Alexandria Public Schools to the Alexandria Task Force on Aids; and (c) reappointed Kenneth Foran as a Representative from the Alexandria Park and Recreation Commission to the Alexandria Waterfront Committee.
9. City Council authorized the City Manager to submit a renewal contract to the EEOC for funding, in the amount of $65,200, for the Alexandria Office of Human Rights to continue as Fair Employment Practice Agency.
10. City Council received the report and thanked the Board of Zoning Appeals for its efforts on behalf of the City.
11. City Council (1) received the Strategic Plan from the Public Records Advisory Commission; (2) requested the staff to prepare a report to the Council by the time of the last legislative meeting in June presenting the budget impact of the plan and establishing a prioritized list of tasks to be accomplished, with a timetable for implementation; and (3) thanked the members of the Public Records Advisory Commission for their preparation of the plan.
12. City Council received these reports and the comments from the Commission and expressed its appreciation to the members of the Commissions for their assistance in reviewing the report.
16. City Council introduced the ordinance on First Reading, set it for Public Hearing, Second Reading and Final Passage on Saturday, March 19, 1994.

13. Discussion on How to Encourage Police Officers to Live in Targeted Areas of the City. (Councilman Donley, Council Member Rich, Councilman Speck)

14. Consideration of an Amendment to the Sales Contract for the Cameron/Columbus Street Parking Garage.

WHEREUPON, upon motion by Councilman Donley, seconded by Councilman Jackson and carried unanimously, City Council authorized the City Manager to execute an amendment to the Agreement of Sale with Lawrence Brandt, Inc., for the Cameron/Columbus property (a) to provide for a 50/50 cost sharing of a Virginia Power Tax Equivalent Recovery Factor payment if it is assessed against the project, and (b) to extend the sale closing date to July 1, 1994, with provisions for further extensions. REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL
(a) Councilwoman Pepper spoke to this evening's reception by the YMCA. It was the occasion for the transfer of the Deed of Trust from the Trustees to the YMCA of Metropolitan Washington. In addition to this formality, they also gave some $30,000 for the purpose of a new building that is to be constructed on the site of the present YMCA. The groundbreaking is probably going to be in June 1994. The new building is expected to take approximately 18 months for completion.
(b) Councilwoman Pepper requested the City Manager to docket for City Council consideration a request to the Environmental Policy Commission and/or staff to put together a long-range environmental strategic plan for Alexandria. This is to be done in-house. This is not meant to be a costly production. She would hope that the Environmental Policy Commission would begin by putting together in one place all of the different mandates, rules, requirements, et cetera, that we already know about but they are not in one place. She would envision that each department would pull together whatever it is that they are doing that would be of an environmental nature and that the EPC would collate this. Once the material is all together it could be circulated to interested groups, such as the Sierra Club* [*corrected from Sertoma Club] businesses, civic associations or whomever would be interested in this project. This material might be the basis then for a public hearing. It would be the public's comments combined with this block of material that we have of mandated and required items that would be incorporated into one plan that would be put together by the Environmental Policy Commission for the City Council to vote on. There is no time frame for this, maybe a year or so. It would then come to City Council for its option to accept or reject all or part or none. She asked the City Manager if staff could come up with something that the Council could consider at its next meeting.
The City Manager stated that it could be brought forward in April.
(c) Mayor Ticer updated Council on the meeting that was held with the Justice Department last week with respect to our pending School Board election plan. They did the very best they could to try to make certain that we are able to have a School Board election on May 3, which was the intent of the electorate when they voted in the referendum.8
Members of Council participated in the discussion of this issue.
(d) Vice Mayor Cleveland spoke about welfare reform which was discussed by City Council a couple of weeks ago. It was stated that Alexandria was in the forefront of welfare reform. He spoke to Isabella Tate who is off of welfare and she is looking to get out of public housing. He announced that she is off of welfare and is out of public housing. She is in micro-enterprise and looking to employ another person. She is in her new house. He stated that this just goes to show you what can be done, especially with micro-enterprise.
(e) Council Member Rich spoke to a letter that Council received this week from representatives to the parking committee of Inner City and Old Town Civic requesting that Council somewhat expedite the process for considering the restriction on parking after 11:00 p.m. and/or one-hour parking. He stated that the City Manager had indicated in February in a memorandum which suggested an extended process where a decision would be made in June or possibly next fall. He indicated that City Council should move forward and resolve this matter.
Mayor Ticer explained that there was a meeting this morning at their request, with some of the interested parties, some of the signatories of the letter, and the City Manager, the Deputy City Manager, and herself. She indicated that she agrees that this Council should take the action on this issue. She stated that she was hoping to have the public hearing in May and then bring forward the ordinances in June.
The City Manager stated that the proposal that is being reviewed now is not the same one that was advanced two years ago. She indicated that a draft report probably will be available by mid to late April, which means it could be docketed for Council in May and the ordinances, if Council decides to take action along these lines, could be passed in June. Both of these proposals are different than what Council considered two years ago and both have a number of issues.
Council Member Rich and Councilman Speck participated in further discussion.
(f) Councilman Speck announced that the Election Administrator is still looking for poll workers to work the polls for the May 3 election. All you need to do is call 838-4050 to work the polls, work the whole day, have a lot of fun, participate in democracy, and get paid. He thanked Jones Intercable for publishing the number.
(g) Councilman Speck gave a brief report on last Friday's fundraiser for Christmas in April, the basketball game that was held between the Fire Department and the Police Department. The Police Department won, but it was a very close game. Chief Hawkins actually started on the Fire Department team and was quite impressive, but both teams were very impressive. They raised over $450 towards the goal for Christmas in April. The team captains were Firefighter Wayne Bryant and Officer Mike Mason. The Board of Christmas in April gave all the players tee shirts, the Braddock Road Subway donated a sub to the winning team, and the game was on Channel 8. The final score was 60 to 48. He thanked Tracy Tuell, of the City Clerk's Office, for organizing it and Gayle Reuter, his Administrative Aide, for helping get some of the organizations and people there as well.
Councilwoman Pepper also thanked the police and the fire departments for their participation.9

24. Consideration of an Application and Resolution of Support to the Virginia Department of Rail and Public Transportation for Continued Funding for the City's Ridesharing Services- -Alexandria Rideshare. ROLL-CALL VOTE)

WHEREUPON, upon motion by Councilman Jackson, seconded by Councilwoman Pepper and carried on a ROLL-CALL vote of 6-to-0, City Council adopted the resolution and authorized the City Manager to: (1) submit a grant application and resolution to the Virginia Department of Rail and Public Transportation (VDRPT) for funding, in the amount of $156,200, for the continuation of the City's ridesharing service, ALEXANDRIA RIDESHARE; (2) approve the continuation of two full-time grant-funded positions (Transit Specialist I and Transit Services Assistant) to administer the ongoing ALEXANDRIA RIDESHARE program; and (3) execute all necessary documents that may be required under this program. The voting was as follows:

The resolution reads as follows:
RESOLUTION NO. 1679
BE IT RESOLVED by the City Council that the City Manager is authorized, for and on behalf of the City of Alexandria, (hereafter referred to as THE PUBLIC BODY), to execute and file an application to the Virginia Department of Rail and Public Transportation, Commonwealth of Virginia, (hereafter referred to as THE DEPARTMENT), for a grant of financial assistance in the amount of $156,200 to defray the costs borne by THE PUBLIC BODY during a fiscal year commencing July 1, 1994, and ending June 30, 1995; for the continuation of a ridesharing program, and to accept from THE DEPARTMENT grants in such amount as may be awarded, and to authorize the City Manager to furnish to THE DEPARTMENT such documents and other information as may be required for processing the grant request.
The City Council certifies that the funds shall be used in accordance with the requirements of Section 58.1-2425.E of the Code of Virginia, that THE PUBLIC BODY will provide matching funds as required in such Act; that the record of receipts and expenditure of funds granted to THE PUBLIC BODY may be subject to audit by THE DEPARTMENT and by the State Auditor of Public Accounts; and that funds granted to THE PUBLIC BODY for defraying the expenses of the ridesharing program of THE PUBLIC BODY shall be used only for such purposes as authorized in the Code of Virginia.

WHEREUPON, upon motion by Councilman Jackson, seconded by Vice Mayor Cleveland and carried on a vote of 5-to-0, City Council approved the City Council Schedule, as amended, by scheduling a work session with the Alexandria Community Services Board to discuss the Board's Housing Plan at 6:00 p.m. in the Council Workroom before City Council's March 22 legislative meeting and scheduled a work session at 6:00 p.m. in the Council Workroom before the City Council's April 12 legislative meeting to further discuss how to encourage police officers and deputy sheriffs to live in targeted areas of the City; and scheduled a work session at lunch time at the March 19 public hearing with the City's two representatives and Darrell Winslow, Executive Director of the Northern Virginia Regional Park Authority, to discuss the Old Town Yacht Basin renovation. Councilman Speck requested that Christmas in April be put on the calendar, April 30. The voting was as follows:
