There was a Work Session with the Alexandria Community Services Board on the Board's Five-Year Housing Plan at 6:00 p.m. in the Council Workroom.
City Manager Lawson made introductory remarks.

WHEREUPON, upon motion by Vice Mayor Cleveland, seconded by Councilman Jackson and carried on a ROLL-CALL vote of 6-to-0, City Council adopted the resolution and approved the letter urging reauthorization and funding of the Community Development Block Grant program for submission to the City's Congressional delegation during National Community Development Week. The resolution reads as follows:RESOLUTION NO. 1681
WHEREAS, the Community Development Block Grant (CDBG) Program has operated since 1975 to provide local governments with the resources required to meet the needs of persons of low and moderate income, and Community Development Block Grant funds are used by thousands of neighborhood based non-profit organizations throughout the nation to address pressing neighborhood and human service needs; and

WHEREAS, the Community Development Block Grant program has had a significant impact on our local economies through physical redevelopment and improved local tax bases; and
WHEREAS, Alexandria, Virginia, and other local governments have clearly demonstrated the capacity to administer and customize the Community Development Block Grant program to identify and resolve pressing local problems, such as affordable housing, neighborhood and human service needs and physical redevelopment;
NOW, THEREFORE, BE IT RESOLVED that I, PATRICIA S. TICER, Mayor of the City of Alexandria, Virginia, do hereby proclaim the week of March 28 - April 3, 1994, as:
"NATIONAL COMMUNITY DEVELOPMENT WEEK"
in the City of Alexandria, Virginia, and urge all citizens to join us in recognizing the Community Development Program and the importance it serves to our community; and
BE IT FURTHER RESOLVED that this community hereby petitions the U.S. Congress and Administration to recognize the outstanding work being done locally and nationally by the Community Development Block Grant Program, its vital importance to the community and to the people who live in its lower income neighborhoods; and
BE IT FURTHER RESOLVED that copies of this resolution be conveyed to the appropriate elected and appointed officials in the Federal government and that this community's name be added to the roll of those committed to the reauthorization and full funding of the Community Development Block Grant Program.

WHEREUPON, upon motion by Councilman Donley, seconded by Councilwoman Pepper and carried unanimously, City Council approved the Consent Calendar as presented. The City Manager's recommendations are as follows:
7. City Council received the following resignation with regret: (a) Michael C. Bricker from the Alexandria Board of Architectural Review -- Parker-Gray District; and requested the Executive Secretary to send the appropriate letter of appreciation and to advertise the vacancy in the usual manner.
8. City Council (a) reappointed Pamela St. Clair as a Representative from a Civic Association to the Alexandria Affordable Housing Advisory Committee; (b) reappointed George Caddy as a Representative from the Business Community Designated by the Alexandria Chamber of Commerce to the Alexandria Commission on Persons with Disabilities; (c) appointed Walter Beam as a Member from the Field of Engineering to the Alexandria Environmental Policy Commission; (d) appointed Jane Fox-Barke as a Colonial Cotillion Member to the Alexandria George Washington Birthday Celebration Committee; (e) reappointed Martha Feldkamp as a Citizen Member to the Alexandria Real Estate Assessments Board of Review; and (f) 5
reappointed Ramona Younger as a Representative from the Alexandria Resident Council to the Alexandria Redevelopment and Housing Authority Board of Directors.
9. City Council suspended the activities of the Gypsy Moth Suppression Committee until gypsy moth infestation increases significantly.
10. City Council authorized the City Manager to: (1) submit a grant application in the amount of $5,000 to the Virginia Commission for the Arts' Local Government Challenge grant program; and (2) execute all necessary documents that may be required.
11. City Council authorized the City Manager to: (1) submit a grant application to the Institute of Museum Services for funding, in the amount of $22,000, for Conservation Project Support; and, (2) execute all necessary documents that may be required.
12. City Council authorized the City Manager to: (1) submit a grant application for federal and state Community Services Block Grant continuation funding in the amount of $168,425 to the Virginia Department of Social Services; and (2) execute all necessary documents that may be required.
13. City Council authorized the City Manager to: (1) submit the 1994-1995 Alexandria Head Start grant application to the Federal Administration for Children, Youth and Families Head Start Bureau for $929,689 (including $786,000 for the basic grant; $21,122 for a 2.7-percent program cost-of-living adjustment; $49,312 for continuation of quality improvements; $62,746 in additional competitive quality improvements; and $10,509 for Training and Technical Assistance); and (2) execute all necessary documents that may be required.
14. City Council authorized the City Manager to: (1) submit a grant application to the Virginia Council on Child Day Care and Early Childhood Programs for funding, in the amount of $3,000, for quality enhancement activities for family child care providers and early childhood teachers; and (2) execute all necessary documents that may be required.

WHEREUPON, upon motion by Council Member Rich, seconded simultaneously by Councilwoman Pepper and Councilman Speck and carried unanimously, City Council authorized City staff, in cooperation with the Alexandria Redevelopment & Housing Authority (ARHA) staff and the Northern Virginia Building Industries Association, to: (1) solicit a nonprofit organization to submit a grant application to the State Office of Volunteerism for an Americorps grant in partnership with the City, ARHA and the Northern Virginia Building Industries Association; and (2) participate in the development of the grant, including a commitment of local matching funds, subject to final approval by City Council in April. 16. Consideration of the Alexandria Community Services Board's Five-Year Housing Plan.

WITHOUT OBJECTION, Mr. LaMois, Chair of the Alexandria Community Services Board, summarized this item.)
WHEREUPON, upon motion by Councilwoman Pepper, seconded by Councilman Donley and carried unanimously, City Council adopted the City Manager's recommendation, as amended by the deletion of the words following "27 beds" in paragraph #1 and the addition of the new paragraphs #2 and #3, and took the following actions regarding the Alexandria Community Services Board proposed Five-Year Housing Plan FY 1994-FY 1998: (1) approved the proposals for Section 8 assistance for 30 Section 8 units which will serve approximately 40 persons in the Supported Housing Program and to operate 9 supervised apartments with a total of 27 beds. (2) approved the need for establishment of 2 additional group homes within the next 5 years as consistent with the City's CHAS that lists the total need for 12 group homes. The City Manager, the Community Services Board and staff are to study the most cost effective housing options for persons with mental disabilities. (3) that the City Manager, Community Services Board and staff study the options for type, size, and siting for a single room occupancy facility and develop a process for presenting a proposal to the community, utilizing strategies similar to those employed in developing scattered sites public housing. REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES
ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL
(a) Councilman Donley explained that he was a little late because of a prior engagement, and upon entering the Chamber tonight, a number of members of the Budget staff were lamenting that there is never such a thing as Budget Day or Budget Week. Councilman Donley took this opportunity to offer a Budget Minute in recognition of the hard work that the Budget staff does and also in the recognition of the fact that they are not the most well-liked department in the City.
(b) Councilman Speck requested staff to docket an item for discussion later this spring, or at least prior to this Council's term ending, about the recurring problem of speeding, in general, and red-light running all over the City. He would like to consider: (1) any new technology that helps in enforcement; (2) if there are any procedures which allow the use of the citizenry to act in some way as an enforcement mechanism without creating a new burden on the police; and (3) to explore the concept of the use of citizens who will supplement the police in some capacity.
(c) WHEREUPON, upon motion by Councilman Speck, seconded by Councilman Donley and carried on a vote of 6-to-0-to-1, City Council took off the table the resolution [Item No. 15] that was considered at the March 19, 1994 public hearing [on the proposal by the Potomac Riverboat Company for VDOT funding under the "Historic Sites Link by Water" project]. For the record, the City Attorney added that this project, to the degree it ever requires any City participation either in a financial sense or in an administration sense, would have to come back to Council so that the details are presented to Council and Council is able, in a separate time and a separate proceeding, to sign off on them. So, this is a conceptual approval and is to be taken as nothing more than that.
WHEREUPON, upon motion by Councilman Speck, seconded by Vice Mayor Cleveland and carried on a vote of 6-to-0-to-1, City Council directed the City Manager to inform the Virginia Department of Transportation of the following: (1) that the City Council supports the concept of the "Historic Sites Link by Water" project proposed by the Potomac Riverboat Company; (2) that this conceptual support of the Council shall not be taken as a statement of the Council's or the City's agreement to participate in the financing or the implementation of the project, or in the administration of any funds that VDOT may provide to, for or in conjunction with the project; (3) that the City reserves the right, at a time in the future when the nature of this project and the role of the City in its implementation become clearer, to decline to participate in the financing or the implementation of the project or in the administration of any funds that VDOT may provide to, for or in conjunction with the project; and (4) that, notwithstanding the City's conceptual support for the Potomac Riverboat Company's "Historic Sites Link by Water" project, the City's top priority for funding under the VDOT Transportation Enhancement Program has been and remains the King Street Garden Park project.
