Wendy Mann, Vice President of Government and Public Relations for Greater Washington Society of Association Executives, reported on the Town Meeting to be held in Alexandria on May 12 at 9:00 a.m., to which City Council Members will be invited.

12. Consideration of Application to the Virginia Department of Criminal Justice Services for Continued Funding for the Victim/Witness Assistance Program.

13. Consideration of Application to the Virginia Department of Health for Continued Funding for the Office on Women's Sexual Assault Response and Awareness (SARA) Program.

14. Consideration of Authorization to Issue a Request for Proposals for the Department of Transportation Paratransit Program for the Mobility Impaired.

WHEREUPON, upon motion by Councilman Speck, seconded by Councilwoman Pepper and carried unanimously by all those present, City Council approved the consent calendar as presented with the exception of Item No. 15 which was considered under separate motion. The City Manager's recommendations are as follows:

10. City Council received the following resignations with regret: (a) Donna C. Roman from the Alexandria Commission on Employment, and (b) Jane Tilly from the Alexandria Social Services Advisory Board; and requested the Executive Secretary to send the appropriate letters of appreciation and to advertise the vacancies in the usual manner. 11. City Council authorized the City Manager to: (1) submit a grant application to the Virginia Department of Corrections for funding, in the amount of $248,600, for the Alexandria Community Diversion Incentive Program; (2) approve the continuation of one full-time grant-funded secretarial position to assist in the administration of the ongoing diversion program. Continuation of this position is contingent upon funding from the Virginia Department of Corrections or other non-City sources; and (3) execute all necessary documents that may be required.

12. City Council authorized the City Manager to: (1) submit a grant application to the Virginia Department of Criminal Justice Services for funding, in the amount of $55,000, for continued funding of the Victim/Witness Assistance Program; (2) approve the continuation of two full-time grant-funded positions (one Victim-Witness Specialist I position and one Victim/Witness Specialist II position) to administer this ongoing Victim/Witness Assistance Program. Continuation of these positions is contingent upon continuation of funding from the Virginia Department of Criminal Justice Services or other non-City sources; and (3) execute all necessary documents that may be required.

13. City Council: (1) approved the continuation of a 1.0-FTE grant-funded position of a Sexual Assault Response and Awareness program Volunteer Developer to administer the ongoing Sexual Assault Response and Awareness program. Continuation of this position is contingent upon the continuation of funding from the Virginia Department of Health or other non-City sources; (2) approved the increase of a 10-hours-per-week part-time Outreach/Prevention Specialist to a 20-hours-per-week (0.50 FTE) position. This person would be working with the Office on Women to provide services under this grant proposal. This grant-funded position would terminate upon the expiration of the grant and the individual who is to fill this position would be notified of this condition of employment; (3) authorized the City Manager to submit the grant application to the Virginia Department of Health for funding, in the amount of $65,000, for the Office on Women's Sexual Assault Response and Awareness program; and (4) authorized the City Manager to execute all documents that may be required.

14. City Council authorized: (1) the issuance of a Request for Proposals for transportation services for the DOT Paratransit Program for the mobility impaired; and (2) the City Manager to issue Requests for Proposals and to execute all necessary documents for provision of transportation services under the DOT Paratransit Program.

15. Consideration of an Allocation of Monies and Award of Contract for Replacement of the Roof of the Torpedo Factory Art Center.

WHEREUPON, upon motion by Councilman Speck, seconded by Councilwoman Pepper and carried unanimously by all those present, City Council: (1) allocated $115,000 from Account 040006-9712 (Cash Capital) and reallocated $107,392 from Account 210047-2121 (Municipal Waterfront Improvements) to Account 220574-2121 (Torpedo Factory) to replace the roof of the Torpedo Factory Art Center; (2) authorized the City Manager to award a contract to Georgetown Roofing Incorporated, the lowest responsive bid, in the amount of $210,710; (3) authorized a contingency amount of $11,682; and (4) authorized the City Manager to sign the necessary documents. 16. Approval to Use City Facilities and Personnel for the Alexandria Red Cross Waterfront Festival on June 10, 11, and 12, 1994.

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Vice Mayor Cleveland and carried unanimously by all those present, City Council approved the use of the following City facilities and personnel for the 13th Annual Alexandria Red Cross Waterfront Festival on June 10, 11, and 12, and set conditions for their use. All City costs associated with the festival are paid for by the Red Cross, and include permits and license fees, facilities and equipment rental fees, and staff fees at the appropriate overtime rates. These fees are estimated to total $41,451 this year, and are not to be waived. The Red Cross made a net total of $211,633 on the festival last year after paying $40,352.08 in City fees and costs.

WHEREUPON, upon motion by Council Member Rich, seconded simultaneously by Councilwoman Pepper and Vice Mayor Cleveland and carried unanimously by all those present, City Council: (1) received the report; (2) referred the report to the Alexandria Commission on Persons with Disabilities for its recommendations concerning follow-up actions in response to the testing results; and (3) authorized the City Manager to approve testing for any category of housing discrimination covered by the City's Human Rights Ordinance without prior public notice. REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES
ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

(a) Councilman Speck reported that Christmas in April is this Saturday, April 30. Through the combined efforts of the bake sale, the yard sale and the basketball game, the Council/Manager team has come close but has not yet met its goals. We are still a few hundred dollars from our goal and anyone who desires to make a contribution should do so.

(b) Councilman Speck clarified his position on the parking regulations that Council will be considering, specifically the resident-only parking in certain parts of Old Town. Anyone who is assuming that they know what position he's taken simply by virtue of the questions that he has asked is making a serious error in judgment.

(c) Councilwoman Pepper mentioned that on Sunday, in addition to the ALIVE! Walk there is also the Titan Expo at T.C. Williams at Noon.

(d) Mayor Ticer reminded people to vote on Election Day next Tuesday, May 3, from 6 a.m. to 7 p.m., and it is very easy to vote by absentee ballot at the Registrar's office if you're going to be out of town.

ORDINANCES AND RESOLUTIONS

19. Consideration of Applications and Resolution to the Virginia Department of Housing and Community Development for Funding the State Homeless Housing Assistance Resources (SHARE) Program and Approval of SHARE Applications from Alexandria Non-profit organizations. (ROLL-CALL VOTE)

WHEREUPON upon motion by Councilwoman Pepper, seconded by Vice Mayor Cleveland and carried on a ROLL-CALL vote of 6-to-0, City Council authorized the City Manager to: (1) submit grant applications and a Governing Body Resolution to the Virginia Department of Housing and Community Development for $53,671 in combined funding from the Shelter Support Grant and Federal Shelter Grant components of the State Homeless Housing Assistance Resources grant program to enhance services of the Alexandria Community Shelter and the Office on Women's Battered Women's Shelter; (2) approve the Certification of Local Approval and the submission of grant applications for Federal Shelter Grant funding by ALIVE!, Arlington-Alexandria Coalition for the Homeless, Catholic Charities/Christ House, Carpenter's Shelter, Carpenter's Lodging, Inc., Friends of Guest House, and The Salvation Army for funds under the State Homeless Housing Assistance Resources programs; and (3) execute all necessary documents that may be required. RESOLUTION NO. 1685
WHEREAS, the Commonwealth of Virginia, Department of Housing and Community Development has issued a Notice of Funding Availability and requested applications under the SHARE Federal Shelter Grant and Shelter Support Grant Programs.

WHEREAS, assistance is needed to effectively and adequately address the shelter/housing needs of homeless persons in the City of Alexandria.

WHEREAS, a SHARE Application for a grant under this Program has been prepared.

WHEREAS, Vola Lawson, City Manager, can act on behalf of the City of Alexandria and will sign all necessary documents required to complete the grant transaction.

WHEREAS, a dollar-for-dollar match, under the SHARE guidelines, will be provided.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Alexandria hereby authorizes Vola Lawson, City Manager, to apply for and accept the grant and enter into a Grant Agreement with the Department of Housing and Community Development and perform any and all actions and responsibilities in relation to such Agreement.
