14. Consideration of Acceptance of Gifts and Donations.

WHEREUPON, upon motion by Council Member Walker, seconded by Councilman Cleveland and carried unanimously, City Council approved the Consent Calendar as presented with the exception of Docket Item No. 13 which was considered under separate motion. The City Manager's recommendations are as follows:4
10. City Council received the resignation of Joanne Sadler from the Alexandria-Gyumri Sister City Committee with regret; requested the Executive Secretary to send the appropriate letter of appreciation and to advertise the vacancy in the usual manner.
11. City Council (a) appointed Christine Arnison as a Representative from the Arts with Expertise in Music to the Alexandria-Caen Exchange Committee; (b) appointed Robert Goldberg as a Member-at-Large to the Alexandria Archaeological Commission; (c) reappointed Beth Fujishige and Pamela Oerth as Business Representatives to the Alexandria Commission on Employment; and (d) reappointed Thomas Lee as the Representative from the Alexandria Society for the Preservation of Black Heritage to the Historic Alexandria Resources Commission.
12. City Council received the report and thanked the Commission members for their work; and will schedule a work session with the Commission later this spring. Staff will return with proposed dates for this work session at the March 14 Council Meeting.
14. Vice Mayor Donley spoke to the gift given by Edwin A. Poston and Coe G. and Maria C. Eldredge for the Hooff's Run Pedestrian Walkway, Lot 700 on East Linden Street.
City Council (1) accepted the gifts/donations shown in the report; and (2) requested the individuals listed in the report to send a letter to the donor expressing City Council's appreciation for the gifts/donations.

(General Discussion. Senator Calhoun and Delegate Van Landingham gave a report on the 1995 General Assembly session. They thanked Amy Marschean for doing an excellent and outstanding job on the City's behalf in Richmond during this session.

16. Consideration of Report on the Virginia-American Water Company's Application for a General Rate Increase.

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Councilman Cleveland and carried unanimously, City Council (1) authorized the City Attorney to engage an expert to assist the City in opposing the application of Virginia-American Water Company for a general rate increase. The expert would review the application to the Commission and testify on behalf of the City at the public hearing conducted by the Commission; and (2) transferred $30,000 from contingent reserves to the City Attorney's Office to fund the cost of the expert. 17. Consideration of the Early Childhood Commission "Report on the Status of Early Childhood Education" and Approval of Recommendations of the Commission Regarding the Use of Unexpended FY 1995 Children's Fund Monies and Extension of the Deadline for Raising Matching Funds for the Children Together Project.

WHEREUPON, upon motion by Councilman Cleveland, seconded by Councilwoman Pepper and carried on a vote of 6-to-0, City Council received the Status Report of the Early Childhood Commission dated November 1994 and approved the recommendations of the Early Childhood Commission that: (1) up to $5,500 in unexpended Children's Fund monies from FY 1995 be designated for the purchase of consultant services to provide required workshops for the program managers of all Children's Fund projects on the development of outcome measures and program evaluations; (2) the remaining $61,500 in unexpended Children's Fund monies be set aside for Crisis Aid Child Care and the Child Day Care Fee System Program; and (3) the Children Together deadline for raising the remainder of the matching funds for their project be extended from December 31, 1994 to June 30, 1995, with an interim report due in April. 18. Consideration of Application to the U.S. Department of Justice for the COPS AHEAD Program for the Alexandria Police Department.

New Business Item No. 1: Councilman Euille spoke to particular needs, i.e., providing help to the day centers that the youngsters and young adults in the community have a need for in terms of books, supplies, paper, etc., and to the need for improved recreational outlets and facilities; therefore, because of these needs and because of his support for many youth initiatives in this community, he presented the Police Chief with a check for $1000 in support of the Alexandria Police Athletic League and an additional $1000 to support the COPS Program.

WHEREUPON, upon motion by Councilman Euille, seconded by Councilwoman Pepper and carried unanimously, City Council authorized the City Manager to (1) submit a grant application for the COPS AHEAD program; (2) retain six advance-hired police officers if the grant is approved, which will increase the Alexandria Police Department's strength by six positions; and (3) that City Council approve the transfer of $144,328 to the Police Department's budget from contingent reserves to provide the required City matching funds to support this program, contingent upon approval of the federal funding as requested. 19. Consideration of Acceptance of Grant Funds in the Amount of $325,333 from the Office of National Drug Control Policy of which $25,351 will be in Alexandria's Direct Grant for the Purchase of Substance Abuse Residential Treatment of Services and the Balance of $299,982 will go to Other Northern Virginia Jurisdictions.

20. Consideration of Report on Capital Beltway Major Investment Study.

(General Discussion. Members of City Council and Transportation and Environmental Services Director O'Kane participated in the discussion. Mr. O'Kane indicated if Council had any additional recommendations for the proposed Stakeholders Review Team that they could submit them to the Mayor.)
WHEREUPON, upon motion by Councilwoman Pepper, seconded by Councilman Cleveland and carried unanimously, City Council (1) approved the list of proposed City stakeholders who will also be invited to provide input to the Capital Beltway Major Investment Study and review the ongoing analysis; and (2) authorized the City Manager to notify the stakeholders about the study and the nature of their involvement, and added two additional disciplines, one advocating transportation and one from the real estate development community. It was suggested that the Alexandria Trucking Association (ATA) and the Northern Virginia Board of Realtors be asked to fill these positions. The voting was as follows:

21. Consideration of Proposal to Establish a Pilot Auxiliary Police Program in the Alexandria Police Department.

WITHOUT OBJECTION, City Council deferred this item until its March 14, 1995, legislative session.
REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL
(a) Councilwoman Pepper spoke to the recent death of former Environmental and Transportation Director Dayton L. Cook and wished his family well.
(b) Councilwoman Pepper gave City Council a report on the February 27, 1995 public hearing at Patrick Henry School on the design of Clermont Avenue. She stated that the State was informed that it is now called the Eisenhower Connector. She indicated that it went very well and there were comments with respect to the bicycle path.
(c) Vice Mayor Donley spoke to Council's participation and other City departments' participation in Christmas in April. He indicated that $1250 must be raised to participate and work on a house. He announced that one of the chief fundraisers is a basketball game between the Police and Fire Departments. Councilman Euille has agreed to play for the Fire Department and Vice Mayor Donley has agreed to play for the Police Department. The game will be in April at T.C. Williams High School. The tickets will be $4. Everybody is urged to sell tickets. The coordinator is Tracy Davis from the City Clerk's Office. She will be working with the Police and Fire Departments to sell tickets there and to coordinate the teams. He encouraged all to come. Donations are accepted as well to help reach the goal of $1250.
(d) Councilman Euille spoke to a recent meeting with representatives of the Northern Virginia Chapter of Habitat for Humanity. They indicated that they have a desire to involve themselves in the City to build affordable housing. He stated that he will be meeting with the Manager and a representative from the Office of Housing to help present their proposal or recommendations to the City in terms of some potential City properties that may be or can be made available to this organization for use. He stated how the program works is that they have all of the money, volunteers that will be involved in helping to build a brand new home for residents of Alexandria that will become affordable housing, first time homeownership, and hoping to build a new home for something around $50,000 to $60,000. If the City can assist in this endeavor in any way, he indicated that it should consider doing so.
(e) Councilman Euille announced that on Saturday, March 4, the Alexandria Hospital, in conjunction with the Washington Post, will be sponsoring its Second Annual Festival of Health which will be held at Springfield Mall starting at 9:30 a.m. to 5:00 p.m.
(f) Councilman Euille announced that the Northern Virginia Chapter of the Urban League will be having its Annual Community Service Awards Banquet which will be held on March 15, at the McLean Hilton Hotel. One of the recipients will be the former Chief of Staff of the Military, General Colin Powell.
(g) Councilman Euille stated that this Saturday morning, March 4, the Fifth Annual Parents and Teachers' Working Together Mini-conference will be held at Minnie Howard Ninth Grade Center. He stated that this is very worthwhile to attend.

(h) Councilman Cleveland spoke to the Datatel building on Mt. Vernon Avenue. He would appreciate anything that the City can do to make those people to start doing something on their building. He indicated that there has been interest in business wanting to come to Mt. Vernon Avenue, and it would be a big boom to the Avenue to get something done to this building.
The City Manager stated that under the Mayor's Economic Outreach Program from time to time the Mayor, Members of Council and herself meet with people they want to encourage to stay here or to expand here in the City. She indicated that staff will try to set up a meeting with the owners, the Mayor, the Vice Mayor and herself to see what pressure we could bring to bear on them to either fix it up or sell it.
(i) Mayor Ticer noted Estelle and Bernard Brenman's donation to the Living Landscape Fund for a red bud tree to be planted at a location to be named by Vola Lawson, City Manager, "to celebrate the recovery of Vola Lawson."
(j) Mayor Ticer congratulated Transportation and Environmental Services Director O'Kane for his successful efforts with respect to Combined Sewer Overflow Permit.
(k) Mayor Ticer congratulated the seventeen police officers who raised $6000 for charity for their participation in the "Polar Plunge" which took place recently in Virginia Beach.

LOCATION AND DESIGN PUBLIC HEARING APPROVAL
WHEREAS, a Location and Design Public Hearing was conducted on September 29, 1994, in the City of Alexandria by representatives of the Commonwealth of Virginia, Department of Transportation, after due and proper notice for the purpose of considering the proposed location and design of Braddock Road, Project UOOO-100-V10, C-501 in the City of Alexandria, at which hearing aerial photographs, drawings, and other pertinent information were made available for public inspection in accordance with State and Federal requirements; and
WHEREAS, all persons and parties in attendance were afforded full opportunity to participate in said public hearing; and13
WHEREAS, the representatives of the Commonwealth of Virginia, Department of Transportation, did receive and review the comments and concerns expressed by the public that attended the public hearing and will incorporate into the final design the following items:
1) provision of additional landscaping throughout the project, particularly along the median and the public property at George Washington Middle School;
2) provisions for the east and west movement of bicycles on street from Mount Vernon Avenue to the Braddock Road Metrorail Station;
3) provision of a pedestrian and bicycle crossing of Braddock Road in the area of the path leading from the Metro Linear Park east of the bridge;
4) undergrounding of all overhead utilities as part of the project;
5) provision of median breaks to allow for traffic access to the Colecroft Condominium parking lot east of the bridge and the commercial properties west of the bridges;
6) elimination of the right-turn lane proposed at the southeast corner of Mount Vernon Avenue and Braddock Road; and
WHEREAS, representatives of the City of Alexandria were present and participated in said hearing; and
WHEREAS, the City Council had previously requested the Virginia Department of Transportation to program this project; and
WHEREAS, the City Council considered all such matters;
NOW, THEREFORE, BE IT RESOLVED that City Council hereby approves the major design features of the proposed project as presented at the public hearing with the modifications listed herein; and
BE IT FURTHER RESOLVED that the City of Alexandria requests the Virginia Department of Transportation to acquire all rights-of-way necessary for this project conveying said rights-of-way to the City at the appropriate time; and
BE IT FURTHER RESOLVED that the Mayor of the City of Alexandria is hereby authorized to execute, on behalf of the City of Alexandria, all necessary railroad and utility agreements required in conjunction with acquiring such rights-of-way.

24. Consideration of Submission of a Grant Application and Resolution to the Virginia Department of Rail and Public Transportation for FY 1996 Funding for the Continuation of the Alexandria Rideshare Program. [ROLL-CALL VOTE]

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Councilman Euille and carried on a unanimous ROLL-CALL vote, City Council authorized the City Manager to: (1) submit a grant application and adopted resolution to the Virginia Department of Rail and Public Transportation for funding, in the amount of $156,200, for the continuation of the City's ridesharing service, ALEXANDRIA RIDESHARE; (2) approved the continuation of two full-time grant-funded positions (Transit Specialist I and Transit Services Assistant I) to administer the ongoing ALEXANDRIA RIDESHARE program (these positions were originally established with the Office of Transit Services and Programs' first ALEXANDRIA RIDESHARE grant in the early 1980's). Continuation of these positions is contingent upon continuation of funding from the Virginia Department of Rail and Public Transportation or other non-City sources. These grant-funded positions would terminate upon the expiration of the grant, and the individuals who fill these positions would be notified of this condition of employment; and (3) execute all necessary documents that may be required under this program. BE IT RESOLVED by the City Council that the City Manager is authorized, for and on behalf of the City of Alexandria, (hereafter referred to as THE PUBLIC BODY) , to execute and file an application to the Virginia Department of Rail and Public Transportation, Commonwealth of Virginia, (hereafter referred to as THE DEPARTMENT), for a grant of financial assistance in the amount of $156,200 to defray the costs borne by THE PUBLIC BODY during a fiscal year commencing July 1, 1995, and ending June 30, 1996; for the continuation of a ridesharing program, and to accept from THE DEPARTMENT grants in such amount as may be awarded, and to authorize the City Manager to furnish to THE DEPARTMENT such documents and other information as may be required for processing the grant request.
The City Council certifies that the funds shall be used in accordance with the requirements of Section 58.1-2425.E of the Code of Virginia, and that THE PUBLIC BODY will provide matching funds as required in such Act; that the record of receipts and expenditure of funds granted to THE PUBLIC BODY may be subject to audit by THE DEPARTMENT and by the State Auditor of Public Accounts; and the ridesharing program of THE PUBLIC BODY shall be used only for such purposes as authorized in the Code of Virginia.
