There was a Briefing on St. Stephens/St. Agnes School at 6:00 p.m. in the Council Workroom.

City Manager Lawson made introductory remarks. Dr. Holden, Head of the School, gave an overview of their future plans. Messrs. Salopec and Gridley, of Bowie-Gridley Architects, gave a preview of their plans for the school buildings. The Members of City Council, the City Manager, Planning and Zoning Director Lynn, Ms. Woods, Business Manager, and Mr. Blair, attorney for St. Stephens/St. Agnes School, participated in the discussion of the school's plans.

At approximately 6:40 p.m., the Mayor and Members of City Council attended the Alexandria Commission on Employment Reception Recognizing Supporters of the 1994 Summer Jobs for Alexandria Youth Program held in Room 3000.

The Mayor congratulated the recipients of these awards on behalf of the City Council.

WHEREUPON, upon motion by Councilwoman Pepper, seconded simultaneously by Vice Mayor Donley and Councilman Euille and carried on a vote of 6-to-0, City Council approved the consent calendar as presented. The City Manager's recommendations are as follows:

9. City Council received the following resignations with regret: (a) Colette C. Jaccard from the Alexandria Beautification Commission; and (b) John D. Kochensparger from the Alexandria Economic Opportunities Commission; and requested the Executive Secretary to send the appropriate letters of appreciation and to advertise the vacancies in the usual manner.

10. City Council (a) reappointed William Rossello as a Member Designated by the Alexandria Chamber of Commerce to the Alexandria Budget and Fiscal Affairs Advisory Committee; (b) appointed Susan Stein as a Citizen Member to the Alexandria Commission on Aging; (c) appointed Gregory Wade as a Business Representative to the Alexandria Commission on Employment; (d) reappointed William Hunley as a Representative from the Historic Alexandria Docents to the Historic Alexandria Resources Commission; and (e) appointed Gregory Steele as a Youth Member to the Alexandria Youth Services Commission.

11. City Council: (a) received the Financial Report for the period ending September 30, 1994; and (2) authorized the City Manager to award contracts to the lowest responsive and responsible bidders for the following public improvement projects: the replacement and upgrade of existing traffic control facilities; and the annual tree planting program.

WHEREUPON, upon motion by Vice Mayor Donley, seconded simultaneously by Councilmen Cleveland and Euille and carried unanimously, City Council moved not to amend the industrial zone as had been studied, and it is appropriate that we lay this item on the table indefinitely. 16. Consideration of the City of Alexandria's proposed legislative package for the 1995 session of the Virginia General Assembly, and setting a public hearing on the proposed package for November 12, 1994.

REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES
ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

(a) Councilwoman Pepper reported that the Mayor, Vice Mayor Donley and she did their little bit at the Haunted House on behalf of the Jaycees. The Haunted House is located at the Landmark Shopping Center on the second level, sponsored by the Alexandria Jaycees, and will be open until the end of the month.

(b) Councilwoman Pepper reported that there have been very few responses to the advertisement placed by Citizen Assistance for the Ad Hoc Task Force on Information and Communication Technologies and the deadline is Friday. She urged anyone who would like to serve on this task force to apply.

(c) Councilwoman Pepper raised a concern from Mr. Bergheim who has been monitoring the situation at Francis Hammond Middle School. He is concerned about the number of students who, when they leave Hammond, go helter-skelter over Seminary Road. Councilwoman Pepper has requested that Chief Samarra address this safety issue with a systematic City-wide study to find some solutions.

Chief Samarra advised that the Police are looking at this as one of their problem-solving assignments that is taken on by the Police Department, in conjunction with Mr. O'Kane, Director of Transportation and Environmental Services.

(d) Vice Mayor Donley reported on the City Summit held on October 20 with City department heads and leaders of the Inner City Civic Association, the Jefferson Houston PTA, the principal of the School, as well as some representatives from the school administration. It was a positive meeting, and was attended as well by Council Members Walker, Pepper and Euille. The Schools will be working on improving some signage regarding the use of the public park during school hours as well as the closing at nighttime. The Police will be speaking at all the roll calls regarding the consistent and effective enforcement of all City laws and ordinances regarding nuisance behavior. Vice Mayor Donley will be meeting with Commonwealth's Attorney Kloch to discuss sentencing, and the neighborhood will be working to establish a neighborhood watch program. Another meeting will be held in another month or so to assess improvements, and he will report to Council on that.

(e) Councilman Euille stated that he had an opportunity to meet with representatives from another citizen group that has come before Council on numerous occasions with similar problems within their community. He attended the recent VML conference where he had an opportunity to interact with other elected officials, city managers and representatives from across the state and to discuss mutual concerns relative to crime, nuisance, budgets, and the like. Councilman Euille was also able to visit the jail and interact with the inmates. He raised his concern about the number of young black men being held in that facility.

Councilman Euille reported that he and Council Member Walker have volunteered their time and service to work with the City Manager's Anti-Drug Task Force Committee on an ad-hoc basis to look at alternatives for dealing with nuisance-type crimes. His goal is to come up with no fewer than five nor more than ten target points that will be our new objectives in combating nuisance crimes in our community. This group will report back to Council within 60 days or less and will target its established goals and objectives and seek positive results within the first 180 days. It is not necessary to expend additional tax dollars; this can be accomplished within the current budget.

Council Member Rich and Councilwoman Pepper will work with Councilman Euille on this.

(f) Councilman Euille congratulated Councilman Cleveland who was the recipient of the NAACP award for outstanding achievement in the area of community service at the NAACP dinner/banquet on Saturday evening. Members of Council joined in the congratulations.

(g) Council Member Walker reported that she visited the T.C. Williams Sports Barn this morning where the Alexandria Volunteer Bureau had 37 agencies represented. Over 600 students attended to learn about volunteer opportunities in the City and a lot of them signed up.

(h) Council Member Walker explained that she and Councilman Euille are trying to promote additional applications for boards and commissions. She read the current vacancies and urged interested parties to apply before the 5:00 p.m., Friday, October 28 deadline. Questions and applications should be directed to the Citizen Assistance office, phone: 838-4691.

Councilman Euille added that both he and Council Member Walker carry a supply of application forms with them.

(i) Councilman Cleveland reported on the Second Annual Untouchables Fund Raiser Boat Ride Monday evening. The food was even better this year, the band was outstanding, and he estimates they raised over $8,000. He thanked everyone for their support.

(j) Vice Mayor Donley congratulated the City Manager on becoming a grandmother earlier today. Both the mother and baby are doing fine. Rachel Graham Lawson was born at 6:45 a.m., was 20 inches long and weighed 7 pounds 12 ounces, with blue eyes and black hair. Members of city Council joined in the congratulations.

ORDINANCES AND RESOLUTIONS

17. Introduction and First Reading. Consideration. Passage on First Reading and Second Reading of AN ORDINANCE to adopt Supplement 42 of The Code of the City of Alexandria, Virginia, 1981, as amended. (ROLL-CALL VOTE)
WHEREUPON, upon motion by Council Member Rich, seconded by Councilwoman Pepper and carried on a unanimous ROLL-CALL vote, City Council introduced the ordinance and passed it on First Reading and finally passed it upon its Second Reading. The voting was as follows:

The ordinance finally passed reads as follows:
ORDINANCE NO. 3757

AN ORDINANCE adopting supplemental pages for The Code of the City of Alexandria, Virginia, 1981, as amended, and providing for the repeal of ordinances not included therein, except those saved from repeal by this ordinance, and for other purposes.
THE CITY COUNCIL OF ALEXANDRIA HEREBY ORDAINS:

Section 1. That the sections and portions thereof set forth in the supplemental and replacement pages for The Code of the City of Alexandria, Virginia, 1981, each of which pages is identified in the lower left-hand corner by the notation "Supp. No. 42," are hereby adopted as and shall constitute "The Forty-Second Supplement to The Code of the City of Alexandria, Virginia, 1981."

Section 2. That the sections and portions thereof set forth in "The Forty-Second Supplement to The Code of the City of Alexandria, Virginia, 1981," shall be in force and effect on and after the effective date of this ordinance, and all ordinances of a general and permanent nature which were adopted between April 17, 1994, and June 28, 1994, and which are not included in such supplement or in The Code of the City of Alexandria, Virginia, 1981, as amended are hereby repealed, except as otherwise provided in section 3 of this ordinance.

Section 3. That the repeal provided for in section 2 of this ordinance shall not affect any offense or act committed or done, or any penalty or forfeiture incurred, or any contract established or accruing prior to the effective date of this ordinance; nor shall it affect any prosecution, suit or proceeding pending or any judgment rendered prior to said date; nor shall it affect any ordinance adopted after June 25, 1992, which amends the Zoning Ordinance of the City of Alexandria, Virginia, 1992, as amended; nor shall it affect any ordinance saved from repeal by Ordinance No. 1250; nor shall it affect any ordinance listed in appendices A through J, both inclusive, of The Code of the City of Alexandria, Virginia, 1981, or any pages supplemental to such appendices; nor shall it affect any provision of any ordinance adopted between April 17, 1994 and June 28, 1994, which is inadvertently omitted from or erroneously incorporated into The "Forty-Second Supplement to The Code of the City of Alexandria, Virginia, 1981," or any other supplement to the code; nor shall it affect any ordinance adopted after the effective date of this ordinance.

Section 4. That one complete set of pages comprising "The Forty-Second Supplement to The Code of the City of Alexandria, Virginia, 1981," shall be stapled or otherwise permanently fastened together, shall be manually signed on the front sheet by the mayor and the city clerk, and shall be filed in the office of the city clerk and made available to any person desiring to inspect the same. In addition, one complete set of the supplemental and replacement pages of such supplement shall be properly inserted into the copy of The Code of the City of Alexandria, Virginia, 1981, which bears the manual signatures of the mayor and the city clerk, and such code, as amended and supplemented, shall be kept on file in the office of the city clerk and be made available to any person desiring to inspect the same.

Section 5. This ordinance shall become effective upon the date and at the time of its final passage.
