Present: Mayor Patricia S. Ticer; Vice Mayor Kerry J. Donley, Members of Council William C. Cleveland, William D. Euille, Redella S. Pepper, Lonnie C. Rich and Lois L. Walker.

Absent: None.

Also Present: Mrs. Lawson, City Manager; Mr. Sunderland, City Attorney; Ms. Evans, Assistant City Manager; Ms. Lineberry, Secretary of the Alexandria Electoral Board; and Mr. Semonian, Clerk of the Circuit Clerk.

There were Musical Selections by a Quartet of the Alexandria Symphony.

1. The Meeting was called to order by the City Clerk and Clerk of Council, Beverly I. Jett.

(It was noted that a Notice of this Special Meeting had been previously served upon each Member of Council, pursuant to a provision of the City Charter, a copy of the Notice certified by each Member of Council being on file in the office of the City Clerk and Clerk of Council.)

2. Music by Alexandria Pipes and Drums Piper.

3. Presentation of the Colors by the Combined Alexandria Police, Fire and Sheriff Departments' Color Guard.

Led by the Piper, the Colors were presented by the Sheriff Department's Color Guard.

4. The Invocation was pronounced by Dean Richard Reid, Virginia Theological Seminary.

5 . Kevin Norton, a native Alexandrian, sang the "Battle Hymn of the Republic".

6. Julie Lineberry, Secretary of the Electoral Board, read the statement of the May 3, 1994 Election, and Certificates were then presented to the Members of City Council.

The Statement read as follows:

The Alexandria Electoral Board met on May 4, 1994, to certify the City Council Election held on May 3, 1994. The board determined that the following candidates received the highest number of votes for their respective offices and declared them elected:

Mayor: Patricia S. "Patsy" Ticer
Members of Council: Kerry J. Donley; Redella S. "Del"Pepper; William C. "Bill" Cleveland; Lonnie C. Rich; William D. "Bill" Euille; and Lois L. Walker.

Alexandria Electoral Board

7. WHEREUPON, upon motion by Councilman Donley, seconded simultaneously by Councilwoman Pepper and Councilman Cleveland and carried unanimously, City Council requested that the Statement of the Secretary of the Electoral Board be spread upon the Minutes. The voting was as follows:

Pepper "aye" Euille "aye"
Cleveland "aye" Rich "aye"
Walker "aye"

8. The City Clerk requested that the Clerk of the Circuit Court, Edward Semonian, give the Oath of Office to Patricia S. Ticer, as Mayor. Mr. Semonian administered the Oath of Office to Mayor Patricia S. Ticer.

9. The Oath of Office was given to the Members of City Council William C. Cleveland, Kerry J. Donley, William D. Euille, Redella S. "Del" Pepper, Lonnie C. Rich, and Lois L. Walker by Edward Semonian, the Clerk of the Circuit Court.

10. WHEREUPON, upon motion by Councilman Donley, seconded by Councilman Euille and carried unanimously, Patricia S. Ticer was declared duly elected and qualified as Mayor of and a Council Member of the City of Alexandria. The voting was as follows:

Euille "aye" Pepper "aye"
Ticer "aye" Rich "aye"
Walker "aye"

11. WHEREUPON, upon motion by Councilman Donley, seconded by Councilwoman Pepper and carried unanimously, William C. Cleveland, Kerry J. Donley, William D. Euille, Redella S. "Del" Pepper, Lonnie C. Rich, and Lois L. Walker were declared duly elected and qualified as Members of the City Council of the City of Alexandria. The voting was as follows:

Donley "aye" Cleveland "aye"
Pepper "aye" Euille "aye"
Ticer "aye" Rich "aye"
Walker "aye"

12. The Mayor declared that the City Council, was duly Constituted and in Session.

13. Consideration of the Election of the Vice Mayor.

WHEREUPON, upon motion by Councilman Cleveland, seconded simultaneously by Councilwoman Pepper and Council Member Walker and carried unanimously, City Council elected Kerry J. Donley as Vice Mayor. The voting was as follows:

Pepper "aye" Donley "aye"
Walker "aye" Euille "aye"
Rich "aye"

14. Remarks were given by Mayor Ticer, Vice Mayor Donley and all Members of City Council.

15. Remarks were given by outgoing Councilmen T. Michael Jackson and David G. Speck.

16. Remarks were given by City Manager Vola Lawson.

17. Consideration of the following appointments of Members of City Council to City Boards, Commissions and Committees:

WHEREUPON, upon motion by Vice Mayor Donley, seconded by Councilwoman Pepper and carried unanimously, City Council moved the Council Members' appointments to various Boards, Commissions and Committees as listed under docket item 17 of this evening's docket, with the exception of (a) the Ad Hoc Committee on Electromagnetic Fields in Old Town; (o) the Council of Governments: Partnership for Regional Excellence; and (s) the George Mason University Campus Development Committee, which are no longer active committees of the City.

18. Uncontested Appointments to Boards, Commissions and Committees:

(a) Alexandria Budget and Fiscal Affairs Advisory Committee
1 Member Designated by Councilman William D. Euille
1 Member Designated by Council Member Lois L. Walker

(Material pertaining to the above appointments is on file in the office of the City Clerk and Clerk of Council, marked collectively as Exhibit No. 1 of Item No. 18; 7/l/94, and is incorporated herewith as part of this record by reference.)

WHEREUPON, upon motion by Councilman Euille, seconded by Councilwoman Pepper and carried unanimously, City Council appointed Donal Goff as a Member Designated by Councilman Euille and Brian Moran as a Member Designated by Council Member Walker to the Alexandria Budget and Fiscal Affairs Advisory Committee. The voting was as follows:

Walker "aye"

19. WITHOUT OBJECTION, City Council noted that the Fall 1994 City Council Retreat will be held September 9 through September 11, 1994.

20. Kevin Norton sang "God Bless America".

21. A Quartet of the Alexandria Symphony presented a musical selection.

22. The Benediction was pronounced by The Reverend John O. Peterson, Pastor, Alfred Street Baptist Church.

23. Retiring of the Colors of the Combined Alexandria Police, Fire and Sheriff Departments' Color Guard.

It was not necessary to retire the Colors.

24. An announcement was made by the Mayor that a reception would be held in the Cafeteria with Music by Potomac Swing.

WHEREUPON, at 9:15 p.m., upon motion by Councilwoman Pepper, seconded by Vice Mayor Donley and carried unanimously, the Special Meeting of July 1, 1994, was adjourned. The voting was as follows:
