13. Consideration of Update on Street Lighting in the Lynhaven Neighborhood.

(General Discussion. Vice Mayor Donley thanked staff for its work which should be completed by the middle of or end of March. He stated that it is very important that staff, as well as Virginia Power, complete the work before the warm months come because this is when we see an increase in drug activity and nuisance-type crimes in some of these neighborhoods. He also stated that some tree trimming will also take place which will address some of the safety issues.

This will be done in conjunction with the City Arborist. He indicated that these are all programs that will be addressed in Lynhaven as well as throughout the City in terms of lighting to protect the safety of citizens and also try to eliminate the nuisance crimes.)

14. Consideration of the 1993-1994 Annual Report from the Alexandria Waterfront Committee.

(General Discussion. Council Member Walker thanked the members of the Waterfront Committee. She pointed out two particular items in the report which are important for everyone to know. One is that we need to continue to encourage the Army Corps of Engineers to dredge our channel. The second item is that the City Marina which has sixty-four slips, but twelve of them are currently unusable. She indicated that the Manager has put in the proposed budget $300,000 to dredge the area right around the marina to allow the use of all of the boat slips at that area. If we don't do this, there would be an additional number of boat slips which would be unusable and this does bring revenue to the City so it is important that this be done.
Vice Mayor Donley spoke to this item and also stressed that the Corps of Engineers should be encouraged to do the dredging of the channel.
Transportation and Environmental Services Director O'Kane participated in the discussion.
Vice Mayor Donley requested a status report regarding the Northern Virginia Regional Park Authority and the Old Town Yacht Basin. Where does this stand?
Recreation, Parks and Cultural Activities Director Kauffman responded that staff continues to have an ongoing dialogue centered around finding funding sources for a modest marina. He indicated that the staff of the Northern Virginia Regional Park Authority remains optimistic and staff continues to pursue it.)

WHEREUPON, upon motion by Vice Mayor Donley, seconded by Councilman Cleveland and carried unanimously by all those present, City Council approved the recommendations of the Planning Commission, as amended, subject to compliance with all applicable codes, ordinances and staff recommendations, and the amendment to the small area plan for Seminary Hill/Strawberry Hill, as well as the rezoning with the additional proffer stated by Mr. Calley, "that the owner will not ask for a waiver of the 40% open space requirement on the above-referenced property, i.e., the property located at 3518-3520 Duke Street," and that would be included in the amendment to the small area plan and rezoning, and also included, for the record, the letter submitted by Mr. Calley dated March 14, 1995, which outlines his agreement with the Seminary Hill Civic Association. ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL
(a) Council Member Rich spoke to welfare reform devolution.
Mayor Ticer, Councilman Cleveland and Councilwoman Pepper participated in the discussion.
Council Member Rich requested staff to docket a resolution for Council consideration. Staff to flesh this out to include the negative impact on our localities and what the burden would be.
(b) Council Member Walker announced a special celebration for Carpenter's Shelter to be held on March 18, 1995, at 8:00 p.m., at the Evans Auditorium located at the Virginia Theological Seminary at 900 Quaker Lane. The audience will have the opportunity to hear the St. Joseph's Catholic Church Gospel Choir, Opera Americana, and the Mystic Warriors from the Andes. The emcee is Marian Van Landingham. Shakespeare will be performed by Mayor Ticer, Vice Mayor Donley, Councilman Euille, Council Member Walker, Senator Calhoun, and Commonwealth's Attorney John Kloch. It is $35 per person.
(c) Councilwoman Pepper spoke to the recent visit by President Clinton to our City at Patrick Henry School, where he had lunch with the children.
(d) Councilwoman Pepper expressed sympathy to the family of Prudence Montague who recently passed away. She will be missed.
(e) Vice Mayor Donley, on behalf of Councilman Euille and himself, offered congratulations to the T. C. Williams Boys' Basketball team who made it to the quarter finals of the State championship. Even though they did not win, the City is proud of them for completing a successful season. They were rated Fifth in the Washington Post poll.
Councilwoman Pepper requested that a proclamation recognizing the team be docketed for the March 28, 1995 Legislative Meeting.

(f) Vice Mayor Donley reminded Council of Christmas in April on April 29. The Fire Department has donated $200 to the cause. The Police Department has donated $500. The goal is to raise $1250. He indicated that there will be a basketball game on April 14 between the Police and Fire Departments. Councilman Euille will be playing on the Fire Department team and the Vice Mayor will be playing on the Police Department team. 23. Consideration of Application and Resolution to the Virginia Department of Transportation for Funds to Partially Pay for Six Compressed Natural Gas Powered Vehicles. [ROLL-CALL VOTE]

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Vice Mayor Donley and carried on a ROLL-CALL vote of 5-to-0, City Council authorized the City Manager to (1) submit the grant application and the adopted resolution to the Virginia Department of Transportation for $45,500 that will be used to partially pay the cost of purchasing six natural gas vehicles for City use; and (2) execute all documents that may be required. The voting was as follows:

RESOLUTION NO. 1730
WHEREAS, the 1992 General Assembly enacted legislation creating the Virginia Alternative Fuels Revolving Fund to encourage the use of alternative fuels in vehicles owned by the State and local governments; and
WHEREAS, the City Council on February 12, 1991, established the Alternative Fuels Task Force for the purpose of recommending air quality improvement options to be accomplished by replacing gasoline as a motor fuel in City vehicles; and
WHEREAS, the Alternative Fuels Task Force has recommended that compressed natural gas is an alternative fuel that can produce 90% reductions in ozone producing compounds, exceed other air quality standards, is usable within available technology, and can be supplied locally;
NOW, THEREFORE, BE IT RESOLVED, that the Alexandria City Council does hereby apply for a matching grant for the purchase of six compressed natural gas fueled vehicles to operate in the City's fleet; and, that the Alexandria City Council commits to reducing air pollutants from vehicle emissions through the operation of its own fleet and through the example and assistance provided to Alexandria's private sector.

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Vice Mayor Donley and carried on a vote of 5-to-0, City Council received the updated Council calendar, as amended, which includes the following additions and changes since the February 28 City Council meeting: (1) Monday, April 3 Budget Work Session moved to Tuesday, April 4 at 7:00 p.m. in the Council Workroom; (2) changed starting time for a council vision setting work session set for Tuesday, April 11 to 5:00 p.m. to 8:00 p.m. (the City Council Meeting for April 11 will be advertised to begin at 8:00 p.m.), and noted that the Wednesday, April 12 vision setting work session will begin at 5:00 p.m., and scheduled the Community Forum for citizens and businesses on Tuesday, May 30 at 7:30 p.m. in the Council Chambers; (3) Tuesday, March 28 reception set for Delegate Bernie Cohen at 6:30 p.m. in the Council Workroom; (4) Wednesday, April 19 added for reception recognizing the 20th anniversary of the City's Human Rights Ordinance at 6:30 p.m. at the Lyceum, and added (5) Housing Homeownership Fair to be held on April 29 at T.C. Williams High School beginning at 9:30 a.m. to 1:00 p.m. The voting was as follows:
