There was a Work Session with the Budget and Fiscal Affairs Advisory Committee at 5:30 p.m., in the City Council Workroom.

Mayor Ticer and City Manager Lawson made introductory remarks. Mr. Moran, Chair of the Budget and Fiscal Affairs Advisory Committee, made opening remarks and introduced Members of the Committee. He introduced Mr. Foster, Vice Chair, who went through BFAAC's proposed work statements. The Members of City Council, City Manager Lawson, Director of Financial and Information Services Gitajn, Mrs. Godwin, Director of Management and Budget, and Members of the Budget and Fiscal Affairs Advisory Committee, participated in the discussion of each work statement.

At 7:00 p.m., the Mayor and Members of City Council attended the Alexandria Commission on Persons with Disabilities Annual Reception for City Council in honor of Disability Employment Awareness Month in Room 2000, City Hall.

WHEREUPON, upon motion by Councilman Euille, seconded simultaneously by Councilman Cleveland and Councilwoman Pepper and carried unanimously, City Council approved the Consent Calendar as presented with the exception of Docket Item Nos. 12 and 13 which were considered under separate motions. The City Manager's recommendations are as follows:

10. City Council received the following resignations with regret: (a) Marie C. Infante Reynolds from the Alexandria Commission on Aging; (b) Barbara Mason from the Alexandria Economic Opportunities Commission; (c) James R. 18. Consideration of Follow-up Items to the Electronic Alexandria Community Initiative Discussed at the City Council Retreat and Including Establishing an Ad Hoc Task Force.

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Council Member Walker and carried on a unanimous ROLL-CALL vote, City Council (1) transferred $10,800 from Contingent Reserves to Management Information Services to fund the City's participation in the CapAccess Public Services Access Program (PSAP) and for implementation and support of public information on CapAccess; (2) received the report on the Blacksburg Electronic Village; and (3) adopted the Resolution establishing an Ad Hoc Task Force on Information and Communication Technologies. The resolution reads as follows:
RESOLUTION NO. 1709
WHEREAS, the past several decades have brought forth an explosion of tools for the information age, including personal computers, fax machines, local area networks, and electronic bulletin boards; and

WHEREAS, under the City's franchise agreement with JonesIntercable, approved by City Council in June 1994, Jones Intercable will, over the next three years, construct a fiber optic communications network linking City and School facilities, which can also facilitate greater electronic public access to local government information; and

WHEREAS, the Electronic Alexandria Community Forum, a group of citizens interested in promoting greater electronic public access to local government information, has recommended that the City pursue a cooperative partnership with CapAccess, a Metropolitan Washington DC area public access electronic bulletin board system (BBS) established to provide free public information, including educational resources, local government information, and library services; and

WHEREAS, the Town of Blacksburg, Virginia, has entered into a cooperative venture with Virginia Polytechnic Institute and Bell Atlantic Company to create the Blacksburg Electronic Village; and

WHEREAS, the City Council recognizes the benefits of an advanced information infrastructure to foster economic development, to enhance the educational system, and to promote an informed citizenry; and

WHEREAS, the City Council has considered the need, purpose and function of a body composed by citizens of Alexandria to assist the city council in considering the developments in computer related Information and Communication Technologies;

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALEXANDRIA, THAT:
1. Establishment of Committee. There is established an Ad Hoc Task Force to be known as the Alexandria Ad-Hoc Task Force on Information and Communication Technologies ("Task Force") which shall be composed of 15 members.

2. Membership of Committee. The members of the Task Force shall be appointed as follows:

* two members of City Council, who shall serve as co-chairs of the
Task Force;
* one member designated by the Alexandria City School Board;
* one member designated by the Alexandria Chamber of Commerce;
* one member designated by the Alexandria City Library Board;
* one member designated by the Alexandria Hospital;
* one member designated by the franchise holder of the City's cable
television franchise, Jones Intercable;
* one member designated by the provider of local telephone
communication services in the City, Bell Atlantic;
* one member designated by the Budget and Fiscal Affairs Advisory
Committee;
* one member designated by the Cable Television Advisory
Committee;
* one member designated by the Electronic Alexandria Community
Forum;
* one member appointed by City Council, representing an institution of
higher education located in Northern Virginia; and
* three at-large members appointed by City Council in accordance with the provisions of section 2-4-7 of the City Code.

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Councilman Cleveland and carried unanimously, City Council approved the change in the name of the Committee from Alexandria-Leninakan Exchange Committee to the Alexandria-Gyumri Sister City Committee and requested the City Attorney to prepare the necessary amendments to Section 1-2 of the City Code. 19. Consideration of the FY 1995 Alexandria Community Services Board Plan of Services.

WHEREUPON, upon motion by Vice Mayor Donley, seconded by Councilman Cleveland and carried unanimously, City Council (1) approved the FY 1995 Alexandria Community Services Board's Plan of Services; (2) approved the continuation of 279.81 full-time equivalent positions for the Department of Mental Health, Mental Retardation and Substance Abuse contingent upon the approval of the contracts with the Virginia Department of Mental Health, Mental Retardation and Substance Abuse Services; (3) increased the number of full-time grant-funded positions by 1 and increased benefitted, regular part-time grant-funded positions by .50 full-time equivalents. These positions are listed in Attachment 1 of the City Manager's memorandum. Grant-funded positions terminate upon expiration of the grant and the individuals filling the positions are notified of this condition of employment; and (4) authorized the City Manager to execute all documents that may be required. 20. Consideration of Acceptance of a Federal Grant and Award of Funds from the Center for Mental Health Services.

REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES
ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

(a) Vice Mayor Donley stated that last week in the newspaper there was a report on the Governor's Blue Ribbon Task Force's Report regarding the streamlining of many functions of the state government. One of the recommendations, evidently in this report and there are 50 some items discussed in this report, was the withdrawal of Virginia as part of cooperative regional initiatives, most notably here in Northern Virginia, such as the withdrawal of Virginia from the Council of Governments' Transportation Planning Board, which is the body formulating responses to regional compliance with the Clean Air Act. He stated that his guess is that there are other items of similar tone and character that are embodied in the report. He stated that he is somewhat concerned about, at least, the current state administration's sentiment that Virginia withdraw itself from the Union and seek to solve its problems on its own. He stated that streamlining is one thing, but total ignorance that especially we in Northern Virginia operate in a vacuum when we have to be very much concerned with intergovernmental relationships because of our geographic configuration located next both to Maryland and the District of Columbia, but also some of the problems of special magnitude here in Northern Virginia that do not find themselves evident in other parts of the state. Such as, we are a non-attainment area for pollution under the Clean Air Act. We do have serious transportation issues, transportation problems that do not exist in other parts of the state. He indicated that he is concerned about that, but he will at least keep an open mind long enough to read the report.

Vice Mayor Donley asked the City Manager to get City Council copies of the report. He stated that he does believe that there is a public hearing on the issues raised in the report on October 18 at Lee High School in Springfield. He indicated that he would appreciate it if the City Manager could get copies of the report to Council and do a quick run-through, not necessarily for testimony at the public hearing on October 18, but get some staff analysis regarding potential adverse impacts here in Northern Virginia, and Alexandria, in particular, so that at least we could potentially take some action and communicate that to the Governor's office in writing.

The City Manager stated that staff will get copies for Council. They have just received a copy and are going through it now. In addition to giving Council its copies, staff will try to complete by the end of this week a very quick analysis and let Council have it.

Mayor Ticer stated that she was not happy to read what she read in the paper at all. She stated there are other things that are very disturbing. There are two, and one of them is that the Governor would take so much authority unto himself that he would become the regulatory power and he would have veto power, things in the schools, cars would not have to go through inspections except when they were sold. She would like to not only know, if it is possible to know

in this report, what adverse affects there would be whether or not the Governor has the authority to make these determinations, who else has to concur. Does the legislature have to vote on it? Does the affected body have to vote on it? If Council could get an overview, that would be very helpful.

Vice Mayor Donley stated that he brought this issue up at the NVTC meeting last week and they will be presenting testimony regarding at least some of their reservations as a body on sort of a global concept of the larger precedent of withdrawing from regional compacts. He stated that there are a number of issues that Council needs to be aware of, in particular, their impacts here in Alexandria. He stated that he is always fair to the Governor and his understanding is that these are not necessarily his recommendations but the recommendations of his Task Force. He does not know if he has embraced those recommendations, but if he has yet to embrace them and is willing to take local government input, Vice Mayor Donley thinks that the City should not waste any time in communicating its potential displeasure with some of these recommendations.

Councilman Cleveland stated that there were recommendations from a Task Force, and he believes that it was to be used as a negotiating point because when they started talking about pollution, especially pollution from cars, they say that we have more pollution from trucks, diesels, etc. He indicated that the state of Maryland undergoes this very same thing where they have no inspection except when you want to sell your vehicle. He stated that it would not be at odds at what is going on regionally because they are doing it in the state of Maryland. He indicated that they were also talking about the EPA and the fairness of trying to make all of the long waiting lines disappear. He stated that trying to get a car inspected in the District is ridiculous. He stated that that is what he thinks the Governor is trying to prevent for the Commonwealth of Virginia. The Governor is trying to use it as a negotiating point so that we can come to something that is reasonable.

(b) Vice Mayor Donley spoke to a couple of transitional sups that are still outstanding.

WHEREUPON, upon motion by Vice Mayor Donley, seconded by Councilman Cleveland and carried unanimously, City Council asked the Planning Department to come up with a text amendment and bring it before the Council following Planning Commission review regarding amendments to transitional special use permits outstanding as of June 1992. (c) Council Member Rich stated that it is his understanding that the Governor or the State Board of Education is also planning not to apply for Education 2000 money. They are withdrawing from that also. He understands that there is about 400 million dollars in money that they are either not going to apply for or that they made a fairly lackluster application for that they are really not interested in. He indicated that he sent a letter to Rodger Digilio suggesting that the School Board may want to take a position and if they do, he indicated that he feels that Council should support them. He indicated that he thinks it is tied to the same issue that the Vice Mayor spoke to earlier about the Governor's Task Force.

Vice Mayor Donley stated that Council Member Rich is correct.

(d) Council Member Walker urged all to get their flu shots this year. She stated that you can get your flu shot at the Safeway or the Giant. You can call 202-895-5BUG which tells you where you can go to get your flu shot.

(e) Councilman Cleveland spoke to all of the phone calls regarding the proposed text amendment 94-011 with respect to the I-I industrial zone requesting a withdrawal of the text amendment.

(The City Manager stated that this item will be on the Council's docket for formal withdrawal by the Council since it was originally referred to the Planning Commission by City Council.)

(f) Councilman Euille spoke to an article in the Gazette Packet in last week's edition concerning an ARHA grant from HUD in the amount of $250,000. This was part of a total of 228 million dollars that HUD apportioned to 520 public housing authorities across the country. He applauded them for being the recipient of that particular grant. He met with them with respect to how they were going to use these monies. Primarily, it is going to be used in three areas: to support the Royal Street Day Care Center, the Alternative Learning Center at Charles Houston Recreation Center, and to maintain and expand the security foot patrols that are performed primarily right now by our local police force, but with an emphasis on training residents to become local patrols within the housing projects.

(g) Councilman Euille informed Council that he has enrolled himself to attend a one-day conference which is being sponsored by the Virginia Municipal League, Virginia Association of Counties and other groups, a law firm actually, which will be held in Charlottesville at UVA on November 4. The subject is economic development tools for Virginia localities. He will bring back feedback to the Council in terms of what financing vehicles are available to the City of Alexandria with respect to Council's consideration of the convention/conference center hotel complex.

(h) Mayor Ticer informed Council that the Virginia-American Water Company has indicated that the quality of drinking water in Alexandria has been tested for the presence of Krypton and it has not been detected in the finished water delivered to the customers of the Virginia-American Water Company in Alexandria.

(i) Mayor Ticer informed Council that the Northern Virginia Soil and Water Conservation District of Virginia recently published a report entitled "Developing Successful Runoff Control Programs for Urbanized Areas." It was distributed nationwide through the offices of EPA. Included in the report is a description of Alexandria's Chesapeake Bay Ordinance for removing pollution from storm water runoff of development and redevelopment sites which is considered to be one of the most innovative programs in the United States. This was a high accolade for the City.

(j) Councilwoman Pepper stated that the Electronic Alexandria Community Forum is having its October meeting on October 26 at 7:00 p.m., place to be announced later. If anybody is interested in attending, please let her know. The speaker will be the General Manager of Jones Intercable. He is going to be talking about what they are going to be offering Alexandria.

RESOLUTION NO. 1710
WHEREAS, the Alexandria City Council values a diverse population and has supported a variety of Housing and Human Service programs to meet the many needs of the City's population; and

WHEREAS, as a result of the development of these programs, Alexandria has the highest spending per capita on health and human services in the State, and increases in the City's expenditures in these areas have exceeded the rate of inflation over the past several years due to increasing caseloads and service delivery costs; and

WHEREAS, subsidized rental housing now constitutes 12.4 percent of Alexandria's occupied rental housing stock, a higher percentage than in surrounding suburban jurisdictions; and

WHEREAS, Alexandria's 225 year-round homeless beds constitute 19.32 beds per 10,000 residents, compared with a regional average of 5-6 beds per 10,000 in Northern Virginia; and

WHEREAS, the City's mental health, mental retardation, substance abuse, and other specialized facilities comprise 15.97 beds per 10,000 residents, compared to an average of approximately 9 beds per 10,000 in Northern Virginia; and

WHEREAS, the population receiving assistance under health, human services, and housing programs in Alexandria is growing at a rate that is generally faster than in our neighboring Northern Virginia jurisdictions while Alexandria is already far ahead of its neighbors in the region in providing affordable housing and a high level of human services; and

WHEREAS, Alexandria has a larger number of regional facilities which are exempt from City taxes, including the Northern Virginia Juvenile Detention Home, the regional Methadone Clinic, the regional Detoxification Center, the Waste to Energy Facility, and the WMATA bus barn and WMATA rail facilities including the Service and Inspection yards; and

WHEREAS, the Alexandria City Council believes in the need to achieve a balance throughout the metropolitan region in the delivery of assisted rental housing and human services, and in the location of regional facilities;

NOW, THEREFORE, BE IT RESOLVED that the Alexandria City Council and City staff will make the Fair Share principle a major factor in considering new initiatives or program expansions in the assisted housing, health, and human service areas, and that new regional facilities should be located in other regional locations; and

BE IT FURTHER RESOLVED that this resolution be referred to the Metropolitan Washington Council of Governments and the Northern Virginia Planning District Commission.
