There was a work session on the local input of the Governor's proposed amendments to the State Budget at 6: 00 p.m. in the Council Work Room.
City Manager Lawson gave introductory remarks.
Director of Office of Management and Budget Godwin gave a preliminary review of the impact on proposed State Budget reductions.
Director of Financial and Information Services Gitajn gave an overview on the business, professional and occupational license tax (BPOL).
The Members of City Council participated in the discussion on the issues raised.

Members of City Council attended a reception sponsored by the Alexandria Beautification Commission at approximately 7:00 p.m. in Room 2000 to recognize those who participated in the 1994 holiday decorating contest.

5 . Presentation of Proclamation Proclaiming January 15, 1995 as Martin Luther King, Jr. Day in Alexandria.

(Councilman Euille presented the proclamation to some Members of The Martin Luther King, Jr. Memorial Planning Committee.
Councilman Euille announced activities in honor of Dr. King to be held on Monday, January 16, 1995, from 1:00 p.m. to 3:00 p.m. there will be a Martin Luther King Media Presentation and Exhibit "Keep the Dream Alive 1885 - 1995" to be held at the Black History Resource Center, 638 North Alfred Street; on Sunday, January 15, 1995, at 7:30 p.m. the 22nd Annual Martin Luther King, Jr. Memorial Program will take place at St. Joseph's Catholic Church, 711 N. Columbus Street; and on Saturday, January 14, 1995, at 7:30 p.m., there will be a Youth Tribute to Dr. Martin Luther King's Legacy at the Departmental Progressive Club, 411 Gibbon Street.

Vice Mayor Donley announced that the Alexandria Volunteer Bureau is coordinating a day of service to other Alexandrians in observance of Martin Luther King, Jr. Day. They have designated four organizations to which they are going to try to channel volunteer activities and they are encouraging Alexandria residents to volunteer for the Alexandria/Arlington Coalition for the Homeless, ALIVE!, Carpenter's Shelter and Carpenter's Lodging. Persons who wish additional information on volunteer activities for service to Alexandrians, may call the Alexandria Volunteer Bureau at 836-2176 or the City Clerk's Office at 838-4550.)

7. Presentation of Proclamation Recognizing the Fiftieth Anniversary of the Establishment of the Campagna Center. (Mayor Ticer)
City Council noted the withdrawal of this item. It will be redocketed on January 24, 1994.
8. Recognition of First Night Alexandria. (Councilwoman Pepper and Council Member Rich)
(Councilwoman Pepper introduced and thanked the organizers and participants in this year's First Night Alexandria which was a tremendous success.
Council Member Rich also spoke to the success of this event. It was definitely a good idea of having it in the upper end of King Street. He spoke with restauranteurs and it appears that all did very well. He stated that it would be good to have an evaluation session because there are some things that could be done that would add to it by expanding areas for food and larger spaces for activities. It is a real addition to the City.

Councilwoman Pepper stated that we really do need to hear from the restauranteurs to see what impact it had on them. She indicated that there were lots of parking lots that were donated free, DASH bus system was available to take persons here and there, and there were some 2300 people who rode the buses.
City Manager Lawson stated that staff will have an evaluative report that involves the residents, the people who came, the businesses, and the restauranteur community. In addition to the patrons of the restaurants, there could be food carts or food samplings like a "Taste of the Town" at some of the various spots where you have an opportunity to buy food right there on the spot.
Mayor Ticer stated that she endorsed all of the comments that were made. All had a wonderful time. It was very good for Alexandria. She was very glad that it was successful and looks forward to the future events.
City Manager Lawson stated that Vice Mayor Donley, who was an initial supporter for this, asked that there be a public hearing on this issue. She stated that after the report is brought forward to Council, it can be set for a public hearing which will provide further public comment on this.)
9. Presentation of the Following Proclamations and Awards with Respect to Decorations for the Recent Holiday Season:

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Councilman Euille and carried unanimously, City Council approved the consent calendar as presented with the exception of Docket Item Nos. 13 and 30 which were considered under separate motions. The City Manager's recommendations are as follows:
10. City Council received the following resignations with regret: (a) Maggie Lyons from the Alexandria-Caen Exchange Committee; (b) Charles C. Bailey from the Alexandria Budget and Fiscal Affairs Committee; and (c) Cecelia "Angie" Godfrey from the Alexandria Youth Services Commission; and requested the Executive Secretary to send the appropriate letters of appreciation and to advertise the vacancies in the usual manner.

11. City Council (a) appointed Peter Comey as the Representative from the Alexandria Redevelopment and Housing Authority Board of Commissioners to the Alexandria Affordable Housing Advisory Committee; (b) reappointed Virginia Turner as a Member Representing the Alexandria Public Schools to the Alexandria Cable Television Advisory Commission; (c) appointed John Williams as a citizen member to the Alexandria Commission on Employment; (d) appointed Elizabeth Barnes as a Citizen Member to the Alexandria Commission on Persons with Disabilities; (e) reappointed Chester Avery as a Representative from the Alexandria Commission on Persons with Disabilities to the Alexandria Human Rights Commission; (f) reappointed Raymond Johnson as a Minority Homeowner to the Alexandria Landlord-Tenant Relations Board; (g) reappointed Chanley Mohney as a Member from Planning District III to the Alexandria Park and Recreation Commission; (h) appointed Frederick Wyse as a Parent Member to the Alexandria Social Services Advisory Board; and (i) appointed Richard Reno as a Representative from the Alexandria Human Rights Commission to the Alexandria Task Force on Aids.
12. City Council (1) increased the number of members of the Ad Hoc Task Force On Information and Communication Technologies by adding an additional representative from an institution of higher learning located in Alexandria; (2) designated Northern Virginia Community College (NVCC) to fill the position; and (3) authorized the Executive Secretary for Boards and Commissions to advertise the position.
14. City Council authorized the City Manager to submit a renewal contract to the EEOC for funding in the amount of $62,200 for the Alexandria Office of Human Rights to continue as a Fair Employment Practice Agency (FEPA).
15. City Council (1) approved the submission of an application to the Alexandria United Way for $2,500 in Emergency Food and Shelter Program monies for the Office on Women's Battered Women's Shelter; and, (2) authorized the City Manager to execute all documents that may be required.
16. City Council accepted this grant to provide for the purchase of computer equipment for the Watson Reading Room, which is scheduled to open in the summer of 1995, and authorized the City Manager to execute all documents that may be required.
17. City Council accepted this grant which will be used for the purchase of three, one-third page, four-color advertisements in Mid-Atlantic Country magazine for January 1995, February 1995, and March 1995, and authorized the City Manager to execute all documents that may be required.
18. City Council received the Viewers' Report and authorized the City Attorney to prepare the necessary ordinance.

19. Consideration of a Resolution Establishing City Budget Guidelines. (Vice Mayor Donley) [ROLL-CALL VOTE]

WHEREUPON, upon motion by Vice Mayor Donley, seconded simultaneously by Councilwoman Pepper and Council Member Rich and carried on a unanimous ROLL-CALL vote, City Council adopted the resolution. The voting was as follows:

The resolution reads as follows:
WHEREAS, the City of Alexandria and the Greater Washington region face continued economic stagnation; and
WHEREAS the Alexandria City Council has previously exhibited restraint when considering its annual budget and financial policies; and
WHEREAS, the Alexandria City Council wishes to establish structure surrounding upcoming budget deliberations in these trying economic times;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alexandria, Virginia, that the Council shall, for the purposes of consideration of the Budget for the City of Alexandria, adhere to the following rules of procedure:
Section (a) Proposed Budget for the City of Alexandria --
(1) For purposes of this resolution, the budget baseline of revenue rates and expenditure levels for the fiscal year shall be that proposed by the Manager of the City of Alexandria.
(2) For purposes of this resolution, the Office of Management and Budget shall provide revenue and/or expenditure projections for any motion or amendment which could affect the proposed budget specified in paragraph (1).
Section (b) Maximum Expenditure Levels May Not Exceed Sum of Projected Revenue and Appropriation from Undesignated Fund Balance in Proposed Budget --
(1) It shall not be in order in the Alexandria City Council to consider any motion or amendment to the proposed budget of the City of Alexandria if such motion or amendment would have the effect of increasing any specific budget outlays above the level of such outlays contained in the proposed budget specified in section (a) of this resolution, or would have the effect of reducing any specific revenues below the level contained in the proposedbudget specified in section

(a) of this resolution, unless such motion or amendment makes at least an equivalent reduction in other specific budget outlays, identifies an equivalent increase in other specific revenues, or an equivalent combination thereof.
(2) In the Alexandria city council any appropriation from the Undesignated Fund Balance or like account beyond that proposed in the Manager's proposed budget shall require an affirmative vote of five-sevenths (or seventy-one percent) of Members present and voting, a quorum being present.
Section (c) Expiration -- The provisions of this resolution shall expire on June 30, 1997.
20. Consideration of Proposed Letter to the Virginia Senate Finance and House Appropriations Committees Regarding the Business, Professional and Occupations License Tax. (BPOL) (Vice Mayor Donley)

Approval of this request will increase the number of part-time grant-funded City positions by one .75 (30 hours per week) FTE position (Museum Aide I). This person would be working with the Office of Historic Alexandria to provide the services proposed under this grant proposal, i.e., to assist with the collections management, exhibition development and installation, and the planning and implementation of public programming. This grant-funded position would terminate upon the expiration of the grant and the individual who is to fill this position would be notified of this condition of employment. REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES
ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL
(a) Vice Mayor Donley congratulated Alexandria resident Bill Noonan who was recognized recently in the January issue of Washingtonian Magazine. He was named one of the Washingtonians of the Year. Mr. Noonan has not only been a long-time resident of Alexandria, but more importantly has been a partner in many, many projects in the City of Alexandria, i.e., the Men's Homeless Shelter at Blessed Sacrament Church, which he instituted years ago; he has been a stalwart in his dedication and hard work for ALIVE! and the ALIVE! Child Development Center; he was one of the initiators and always a hard worker at Carpenter's Shelter; he has participated in many City task forces, in particular, the Mayor's Task Force on Homelessness. He indicated he is a real role model for young and old alike.
The City Clerk was requested to send a letter, on behalf of the City Council, to Mr. Noonan recognizing his achievement of Washingtonian of the Year.

(b) Vice Mayor Donley spoke to the carbon monoxide incident at the Seminary Hill Apartment complex. He spoke to the inspection process of the boilers which is a State responsibility. He indicated that there is proposed legislation that the State would no longer do the inspections. Vice Mayor Donley stressed that he is very concerned about the potential hazards of carbon monoxide and its effect in large congregate housing. This is an issue that is extremely important to Alexandria given the density of this City because we have a number of buildings that are highrise and have a multitude of residents who reside there, as well as a number of hotels, condominiums and apartments. He addressed questions to Fire Chief Hawkins about the proposed State legislation.
Fire Chief Hawkins spoke to this issue.
Vice Mayor Donley asked that staff track this particular piece of legislation through our legislative subcommittee which will meet at Noon on January 21.
(c) Vice Mayor Donley spoke to the delay of the Clermont Interchange.
Transportation and Environmental Services Director O'Kane gave Council a brief chronology of this project.
Councilwoman Pepper participated in this discussion.
WITHOUT OBJECTION, City Council requested that a letter, to be signed by the Mayor, be sent to the Governor and Transportation Secretary Martinez along with copying our legislative delegation on the letter and contacting them about moving this project forward.
(d) Councilwoman Pepper spoke to the ribbon cutting ceremony for completion of Phase I of the Juvenile Detention Center.
(e) Councilwoman Pepper spoke concerning a recent newspaper article indicating that Governor Allen has wiped out all of the computer games on computers in State offices. She indicated that the City was on the cutting edge in this matter and Alexandria had zapped out the computer games long ago.
(f) Councilwoman Pepper spoke as chair of the Needs and Issues Subcommittee of the Ad Hoc Task Force on Information and Communication Technologies. They will be surveying the community to see what it is that the residents would like to have on a city computer network as well as prioritizing these needs. George Mason University has agreed to help with this. They have a grant from the Telecommunications and Information Infrastructure Assistance Program which is part of the U.S. Department of Commerce. The grant allows GMU to have three research analysts to help this subcommittee put together the survey. They have done a report of how they feel about what is the best way to go about doing a survey.
(g) Councilman Cleveland spoke to the really great job that Transportation and Environmental Services has done with picking up Christmas trees.
Transportation and Environmental Services O'Kane participated in the discussion.
(h) Council member Rich recognized Human Services employee, Janet Schrader, for her article on Welfare Reform in the Outlook Section of the Washington Post. He commended her for her thoughtful article.

(i) Mayor Ticer gave a status report on the shortfall for the Metro payment for the District of Columbia.
(j) Mayor Ticer commended Councilman Euille for his contributions. She felt that it is wonderful as president of his business that he is capable of making $10,000 in total contributions to local non-profit groups that are doing good works. She thanked him on behalf of those organizations to whom he made Christmas contributions as follows: "Bienvenidos"; Urban League; Hopkins House; and three Scholarship Funds of Alexandria.
