There was a work session on the local input of the Governor's proposed amendments to the State Budget at 6: 00 p.m. in the Council Work Room.

Director of Office of Management and Budget Godwin gave a preliminary review of the impact on proposed State Budget reductions.

Director of Financial and Information Services Gitajn gave an overview on the business, professional and occupational license tax (BPOL).

The Members of City Council participated in the discussion on the issues raised.

Members of City Council attended a reception sponsored by the Alexandria Beautification Commission at approximately 7:00 p.m. in Room 2000 to recognize those who participated in the 1994 holiday decorating contest.

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Councilman Euille and carried unanimously, City Council approved the consent calendar as presented with the exception of Docket Item Nos. 13 and 30 which were considered under separate motions. The City Manager's recommendations are as follows:

10. City Council received the following resignations with regret: (a) Maggie Lyons from the Alexandria-Caen Exchange Committee; (b) Charles C. Bailey from the Alexandria Budget and Fiscal Affairs Committee; and (c) Cecelia "Angie" Godfrey from the Alexandria Youth Services Commission; and requested the Executive Secretary to send the appropriate letters of appreciation and to advertise the vacancies in the usual manner.

11. City Council (a) appointed Peter Comey as the Representative from the Alexandria Redevelopment and Housing Authority Board of Commissioners to the Alexandria Affordable Housing Advisory Committee; (b) reappointed Virginia Turner as a Member Representing the Alexandria Public Schools to the Alexandria Cable Television Advisory Commission; (c) appointed John Williams as a citizen member to the Alexandria Commission on Employment; (d) appointed Elizabeth Barnes as a Citizen Member to the Alexandria Commission on Persons with Disabilities; (e) reappointed Chester Avery as a Representative from the Alexandria Commission on Persons with Disabilities to the Alexandria Human Rights Commission; (f) reappointed Raymond Johnson as a Minority Homeowner to the Alexandria Landlord-Tenant Relations Board; (g) reappointed Chanley Mohney as a Member from Planning District III to the Alexandria Park and Recreation Commission; (h) appointed Frederick Wyse as a Parent Member to the Alexandria Social Services Advisory Board; and (i) appointed Richard Reno as a Representative from the Alexandria Human Rights Commission to the Alexandria Task Force on Aids.

12. City Council (1) increased the number of members of the Ad Hoc Task Force On Information and Communication Technologies by adding an additional representative from an institution of higher learning located in Alexandria; (2) designated Northern Virginia Community College (NVCC) to fill the position; and (3) authorized the Executive Secretary for Boards and Commissions to advertise the position.

14. City Council authorized the City Manager to submit a renewal contract to the EEOC for funding in the amount of $62,200 for the Alexandria Office of Human Rights to continue as a Fair Employment Practice Agency (FEPA).

15. City Council (1) approved the submission of an application to the Alexandria United Way for $2,500 in Emergency Food and Shelter Program monies for the Office on Women's Battered Women's Shelter; and, (2) authorized the City Manager to execute all documents that may be required.

16. City Council accepted this grant to provide for the purchase of computer equipment for the Watson Reading Room, which is scheduled to open in the summer of 1995, and authorized the City Manager to execute all documents that may be required.

17. City Council accepted this grant which will be used for the purchase of three, one-third page, four-color advertisements in Mid-Atlantic Country magazine for January 1995, February 1995, and March 1995, and authorized the City Manager to execute all documents that may be required.

18. City Council received the Viewers' Report and authorized the City Attorney to prepare the necessary ordinance.

WHEREUPON, upon motion by Vice Mayor Donley, seconded simultaneously by Councilwoman Pepper and Council Member Rich and carried on a unanimous ROLL-CALL vote, City Council adopted the resolution. The voting was as follows:

WHEREAS, the City of Alexandria and the Greater Washington region face continued economic stagnation; and

WHEREAS the Alexandria City Council has previously exhibited restraint when considering its annual budget and financial policies; and

WHEREAS, the Alexandria City Council wishes to establish structure surrounding upcoming budget deliberations in these trying economic times;

NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alexandria, Virginia, that the Council shall, for the purposes of consideration of the Budget for the City of Alexandria, adhere to the following rules of procedure:

20. Consideration of Proposed Letter to the Virginia Senate Finance and House Appropriations Committees Regarding the Business, Professional and Occupations License Tax. (BPOL) (Vice Mayor Donley)

21. Consideration of Application to the Institute of Museum Services for Funding for Alexandria Archaeology.

WHEREUPON, upon motion by Councilman Euille, seconded by Vice Mayor Donley and carried unanimously, City Council authorized the City Manager to: (1) submit a grant application to the Institute for Museum Services for funding, in the amount of $73,770, for the continuation of Alexandria Archaeology's educational programs; (2) approved the continuation of two part-time grant-funded positions (one Museum Aide I [0.75 FTE] and one Curator I [0.75 FTE]) to administer this on-going program (these positions were originally established with Archaeology's first Institute for Museum Services grant in 1991). Continuation of these positions is contingent upon continuation of funding from the Institute for Museum Services or other non-City

sources. These grant-funded positions would terminate upon the expiration of the grant and the individuals who fill these positions would be notified of this condition of employment; and (3) execute all necessary documents that may be required. The voting was as follows:

22. Consideration of Application to the Institute of Museum Services for Funding for The Lyceum.

WHEREUPON, upon motion by Vice Mayor Donley, seconded by Council Member Walker and carried unanimously, City Council decided to exceed its budget cap on the number of part-time City positions. Approval of this request will increase the number of part-time grant-funded City positions by one .75 (30 hours per week) FTE position (Museum Aide I). This person would be working with the Office of Historic Alexandria to provide the services proposed under this grant proposal, i.e., to assist with the collections management, exhibition development and installation, and the planning and implementation of public programming. This grant-funded position would terminate upon the expiration of the grant and the individual who is to fill this position would be notified of this condition of employment. City Council (1) approved the submission of the grant application in the amount of $59,218; (2) contingent upon the award of the grant, approved the establishment of the part-time position reflected above; and (3) authorized the City Manager to execute all documents that may be required. 23. Consideration of Application to the Institute of Museum Services for Funding for Fort Ward Museum and Historic Site.

WHEREUPON, upon motion by Councilman Euille, seconded by Councilwoman Pepper and carried unanimously, City Council authorized the City Manager to: (1) submit a grant application to the Institute for Museum Services, in the amount of $39,283, for general operating support; (2) approved the continuation of one part-time grant-funded Museum Aide I position (0.75 FTE) to administer this on-going program. Continuation of this position is contingent upon continuation of funding from the Institute for Museum Services or other non-City sources. This grant-funded position would terminate upon the expiration of the grant and the individual who is to fill this position would be notified of this condition of employment; and (3) execute all necessary documents that may be required. 24. Consideration of an Agreement with Arlington County, Virginia to Provide the City with Computer Services to Operate the City's Criminal Justice Information System and to Provide Backup Service for the City's Payroll/Personnel System.

25. Consideration of the Addition of One Division of Social Services Intake Eligibility Worker On-Site at the Alexandria Hospital.

WHEREUPON, upon motion by Councilman Euille, seconded by Councilwoman Pepper and carried on a vote of 6-to-0, City Council decided to exceed its budget cap on the number of full-time City positions. Approval of this request will increase the number of full-time grant-funded positions by one FTE intake eligibility worker. The person in this position would be working at Alexandria Hospital to provide the services as outlined in the report, and the position would terminate upon the expiration of the Hospital or federal funding for this purpose. The individual who is to fill this position would be notified of this condition of employment. This position would be funded 50 percent by the Alexandria Hospital and 50 percent through federal reimbursement monies. City Council (1) approved the submission of a request to the federal government, in the amount of approximately $17,597, to match the Alexandria Hospital's share of funding (also approximately $17,597) for salary and benefits for an on-site eligibility worker; (2) contingent upon the federal government's match, approved the establishment of the full-time position reflected above; and (3) authorized the City Manager to execute all documents that may be required. REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

(a) Vice Mayor Donley congratulated Alexandria resident Bill Noonan who was recognized recently in the January issue of Washingtonian Magazine. He was named one of the Washingtonians of the Year. Mr. Noonan has not only been a long-time resident of Alexandria, but more importantly has been a partner in many, many projects in the City of Alexandria, i.e., the Men's Homeless Shelter at Blessed Sacrament Church, which he instituted years ago; he has been a stalwart in his dedication and hard work for ALIVE! and the ALIVE! Child Development Center; he was one of the initiators and always a hard worker at Carpenter's Shelter; he has participated in many City task forces, in particular, the Mayor's Task Force on Homelessness. He indicated he is a real role model for young and old alike.

The City Clerk was requested to send a letter, on behalf of the City Council, to Mr. Noonan recognizing his achievement of Washingtonian of the Year.

(b) Vice Mayor Donley spoke to the carbon monoxide incident at the Seminary Hill Apartment complex. He spoke to the inspection process of the boilers which is a State responsibility. He indicated that there is proposed legislation that the State would no longer do the inspections. Vice Mayor Donley stressed that he is very concerned about the potential hazards of carbon monoxide and its effect in large congregate housing. This is an issue that is extremely important to Alexandria given the density of this City because we have a number of buildings that are highrise and have a multitude of residents who reside there, as well as a number of hotels, condominiums and apartments. He addressed questions to Fire Chief Hawkins about the proposed State legislation.

Vice Mayor Donley asked that staff track this particular piece of legislation through our legislative subcommittee which will meet at Noon on January 21.

(c) Vice Mayor Donley spoke to the delay of the Clermont Interchange.

Transportation and Environmental Services Director O'Kane gave Council a brief chronology of this project.

WITHOUT OBJECTION, City Council requested that a letter, to be signed by the Mayor, be sent to the Governor and Transportation Secretary Martinez along with copying our legislative delegation on the letter and contacting them about moving this project forward.

(d) Councilwoman Pepper spoke to the ribbon cutting ceremony for completion of Phase I of the Juvenile Detention Center.

(e) Councilwoman Pepper spoke concerning a recent newspaper article indicating that Governor Allen has wiped out all of the computer games on computers in State offices. She indicated that the City was on the cutting edge in this matter and Alexandria had zapped out the computer games long ago.

(f) Councilwoman Pepper spoke as chair of the Needs and Issues Subcommittee of the Ad Hoc Task Force on Information and Communication Technologies. They will be surveying the community to see what it is that the residents would like to have on a city computer network as well as prioritizing these needs. George Mason University has agreed to help with this. They have a grant from the Telecommunications and Information Infrastructure Assistance Program which is part of the U.S. Department of Commerce. The grant allows GMU to have three research analysts to help this subcommittee put together the survey. They have done a report of how they feel about what is the best way to go about doing a survey.

(g) Councilman Cleveland spoke to the really great job that Transportation and Environmental Services has done with picking up Christmas trees.

Transportation and Environmental Services O'Kane participated in the discussion.

(h) Council member Rich recognized Human Services employee, Janet Schrader, for her article on Welfare Reform in the Outlook Section of the Washington Post. He commended her for her thoughtful article.

(i) Mayor Ticer gave a status report on the shortfall for the Metro payment for the District of Columbia.

(j) Mayor Ticer commended Councilman Euille for his contributions. She felt that it is wonderful as president of his business that he is capable of making $10,000 in total contributions to local non-profit groups that are doing good works. She thanked him on behalf of those organizations to whom he made Christmas contributions as follows: "Bienvenidos"; Urban League; Hopkins House; and three Scholarship Funds of Alexandria.

Section 2. That the sections of the Zoning Ordinance, and the portions thereof, set forth in "The Fourth Supplement to the Zoning Ordinance of the City of Alexandria, Virginia, 1992," shall be in force and effect on and after the effective date of this ordinance, and all ordinances amending the text of the Zoning Ordinance which were adopted between May 11, 1994, and June 28, 1994, inclusive, and which are not included in such supplement or in the Zoning Ordinance are hereby repealed, except as otherwise provided in section 3 of this ordinance.

That the repeal provided for in section 2 of this ordinance shall not affect any offense or act committed or done, or any penalty or forfeiture incurred, or any contract established or accruing prior to the effective date of this ordinance; nor shall it affect any prosecution, suit or proceeding pending or any judgment rendered prior to said date; nor shall it affect any provision of any ordinance amending the Zoning ordinance which was adopted between May 11, 1994, and June 28, 1994,
