There was a moment of silence in memory of Secretary of Commerce Ron Brown and those who perished with him in a tragic airplane crash.

WHEREUPON, upon motion by Council Member Rich, seconded by Vice Mayor Pepper and carried unanimously, City Council approved the Consent Calendar as presented. The City Manager's recommendations are as follows:

10. (a) and (b) City Council received the resignation of Tina S. Silverman from the (a) Historic Alexandria Resources Commission and the (b) Alexandria Historical Restoration and Preservation Commission; and requested the Executive Secretary to send the appropriate letter of appreciation and to advertise the vacancies in the usual manner.

11. City Council (a) reappointed Helen McMaster as a Real Estate Professional Member to the Alexandria Affordable Housing Advisory Committee; (b) appointed Robert Russell Bailey as a Member Designated by the Alexandria School to the Alexandria Budget and Fiscal Affairs Advisory Committee; (c) appointed Sarah Becker as a Historic/Preservation Organization Representative, Peter Greenberg as a Hotel Owner/Manager Representative, and David Rosenblatt as a National or International Trade or Professional Association Executive to the Alexandria Convention and Visitors Bureau Association, Inc. Board of Governors; (d) appointed Anne Casey as a Citizen Member to the Alexandria Emergency Medical Services Council; (e) appointed Ellen Murray as a Member from Planning District III to the Alexandria Park and Recreation Commission; (f) appointed Frederick Steckler as a Representative from the Northern Virginia AIDS Ministry (NOVAM) to the Alexandria Task Force on AIDS; and (g) appointed V. Rodger Digilio, Scott Mitchell, and Roni Robins as Commercial Developers or Property Owners to the Interim Board of Directors for the Potomac West Alliance Pilot Project.

12. City Council authorized the City Manager to (1) submit a grant application to the Virginia Department of Criminal Justice Services for funding, in the amount of $64,348, for continued funding of the Victim/Witness Assistance Program; (2) approve the continuation of two full-time grant-funded positions (one Victim-Witness Specialist I position and one Victim-Witness Specialist II position) to administer this on-going Victim/Witness Assistance Program. Continuation of these positions is contingent upon continuation of funding from the Virginia Department of Criminal Justice Services or other non-City sources; and (3) execute all necessary documents that may be required.

13. City Council authorized the City Manager to: (1) submit the grant application to the Virginia Department of Aging, in the amount of $10,000, to improve the efficiency of the City's DOT Paratransit Program; and (2) execute all necessary documents that may be required.

REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

(a) Council Member Rich requested a status report from the City Manager regarding the Mitsoff case.

City Manager Lawson gave a brief report and stated that she will be giving Council a more detailed report at the first Legislative Meeting in May.

(b) Councilman Cleveland announced that on March 27, the Alexandria Police Department received two prestigious Council of Governments' Awards for their crime-fighting efforts. One was the Narcotics Investigator of the Year Award with a task force which was awarded to Detective Kennedy. The other one was the Outstanding Contribution to Drug Enforcement by a Tactical Unit in 1995. He congratulated Chief Samarra and the Police Department for receiving these awards. He thanked them for their hard work.

(c) Councilwoman Pepper noted that this is National Library Week. She stated that the Library is moving into a whole new age. She spoke to the information technology available via the computer.

(d) Councilman Cleveland announced that Chief Samarra would like everyone to know that the Police Department will be doing the "Respect Red Campaign", from April 8 through April 25. They will be watching for those who run red lights.

(e) Mayor Donley announced the results of the Council election held today. The unofficial results were 3,770 votes for Speck; 2,212 votes for Hines; 155 votes for Wood; and 20 write-ins. He offered congratulations to David Speck on being elected to City Council. He looks forward to David joining the rest of Council.

(f) Mayor Donley spoke to the recent press release issued by RF&P relative to the two rezoning lawsuits against the City which have been dropped by them.

(g) Mayor Donley spoke to a petition he received relative to creating a community development agency for Cameron Station. He requested that this petition be scheduled for public hearing on May 18, 1996.

(h) Mayor Donley congratulated Councilman Euille and his company, William D. Euille and Associates, for being selected as a Blue Chip Enterprise Award Winner by the United States Chamber of Commerce.

ORDINANCES AND RESOLUTIONS (continued)

23. Consideration of a Grant Application and Resolution to the Virginia Department of Rail and Public Transportation for Funds for the Development of a Commuter Kit. [ROLL-CALL VOTE]

WHEREUPON, upon motion by Vice Mayor Pepper, seconded by Council Member Walker and carried on a ROLL-CALL vote of 6-to-0, City Council adopted the resolution and authorized the City Manager to (1) approve the grant application and the resolution to the Virginia Department of Rail and Public Transportation for $14,250 that will be used to assist in paying for the development of a Commuter Kit; and (2) execute all necessary documents that may be required. The resolution reads as follows:
RESOLUTION NO. 1784
BE IT RESOLVED by the City Council that the City Manager is authorized, for and on behalf of the City of Alexandria (hereafter referred to as THE PUBLIC BODY), to execute and file an application to the Virginia Department of Rail and Public Transportation, Commonwealth of Virginia (hereafter referred to as THE DEPARTMENT), for a grant of financial assistance in the amount of $15,000 to defray the costs borne by THE PUBLIC BODY during the duration of a project to develop a Commuter Kit (a tool to provide visual demonstration of the accessibility of Alexandria by various modes of transportation), and to accept from THE DEPARTMENT grants in such amount as may be awarded, and to authorize the City Manager to furnish to THE DEPARTMENT such documents and other information as may be required for processing the grant request.

The City Council certifies that the funds shall be used in accordance with the requirements of Section 58.1-2425.E of the Code of Virginia, that THE PUBLIC BODY will provide matching funds as required in such Act; that the record of receipts and expenditure of funds granted to THE PUBLIC BODY may be subject to audit by THE DEPARTMENT and by the State Auditor of Public Accounts; and that funds granted to THE PUBLIC BODY for defraying the expenses of the Commuter Kit development by THE PUBLIC BODY shall be used only for such purposes as authorized in the Code of Virginia.

The undersigned duly qualified City Clerk of the City of Alexandria certifies that the foregoing is a true and correct copy of a resolution, adopted at a legally convened meeting of the City Council held on the 9th day of April 1996.

24. Consideration of a Resolution Establishing an Ad Hoc Towing Service Contract Advisory Board. [ROLL-CALL VOTE]

WHEREUPON, upon motion by Council Member Walker, seconded by Councilman Cleveland and carried on a unanimous ROLL-CALL vote, City Council (a) adopted the resolution establishing a five-member ad hoc advisory board consisting of two representatives of the local towing industry, two citizens, and one representative from the Alexandria Police Department, to review the existing contract and make recommendations to City Council on the appropriate provisions to be included in the terms and conditions of the new three-year contract for towing services utilized by various City agencies as required by State Code; and (2) authorized the Executive Secretary for Boards and Commissions to advertise the vacancies. The resolution reads as follows:
RESOLUTION NO. 1785
WHEREAS, the 1993 General Assembly amended Section 46.2-1217 of the Code of Virginia to require local governing bodies to appoint an advisory board to advise the governing body with regard to the appropriate provisions of the terms of the jurisdiction's towing services contract; and

WHEREAS, the current City of Alexandria's towing services contract will expire on July 21, 1996, and a new contract must be rebid consistent with the provisions of the Code of Virginia; and

WHEREAS, the Code of Virginia requires the appointment of an advisory board which will include representatives of local law enforcement agencies, towing and recovery operators, and the general public;

NOW, THEREFORE, BE IT RESOLVED that the Alexandria City Council establishes a five-member Ad Hoc Towing Services Contract Advisory Board to review the current contract for City-authorized towing services in the City and make recommendations to City Council regarding the appropriate provisions to be included in the terms and conditions of the new three-year contract; and

BE IT FURTHER RESOLVED that the Ad Hoc Towing Services Contract Advisory Board will be disbanded upon the receipt of its report by City Council.

Williams High School. The voting was as follows:
