OPENING

The Meeting was called to order by Mayor Donley, and the City Clerk called the Roll; all Members of City Council were present with Council Member Rich arriving at 7:25 p.m.

(It was noted that a Notice of this Special Meeting had been previously served upon each Member of Council pursuant to a provision of the City Charter, a copy of the Notice certified by each Member of Council being on file in the office of the City Clerk and Clerk of Council.)

2. 2. Presentation of The Proposed Annual Operating Budget for FY1996-97 including Schools) and The Proposed Capital Improvements Program for the FY1997-2002 (including the Schools CIP).

Members of City Council made comments and congratulated the City Manager and the Budget staff.)

3. Introduction and First Reading. Consideration. Passage on First Reading of AN ORDINANCE to establish the real and personal property tax rates for calendar year 1996.

WITHOUT OBJECTION, City Council noted the deferral of this item to the March 26, 1996 Legislative Meeting.

4. Receipt of a Distinguished Budget Award from Government Finance Officers Association for The City's FY 1996 Budget Document.

THERE BEING NO FURTHER BUSINESS TO BE CONSIDERED, upon motion by Councilman Cleveland, seconded by Vice Mayor Pepper and carried unanimously, at 8:10 p.m., the Regular Meeting of Tuesday, March 19, 1996, was adjourned. The voting was as follows:
