OPENING
The Meeting was called to order by Mayor Donley, and the City Clerk called the Roll; all Members of Council were present except Vice Mayor Pepper who arrived at 7:40 p.m., and Councilman Cleveland who arrived at 7:45 p.m.

WITHOUT OBJECTION, City Council closed the public hearing. City Council will take final action on the Proposed Budget on May 7, 1996 .
3. Public Hearing on the Draft One-Year Action Plan of the Consolidated Plan for Housing and Community Development, and the City's Application for FFY 1996 Community Development Block Grant and Home Investment Partnerships Program Funds, for the Period July 1, 1996-June 30, 1997.
