Pepper "aye" Euille "aye"
Donley "aye" Walker "aye"
The resolution reads as follows:RESOLUTION NO. 1782
WHEREAS, the United States Congress and the President have not agreed on permanent spending legislation for the operation of the federal government for the remainder of the federal fiscal year; and
WHEREAS, achieving a fair and balanced budget without once again closing down the federal government is a matter of the highest priority at all levels of government; and
WHEREAS, all Americans must share in the sacrifice if a balanced budget is to be achieved; and
W WHEREAS, at its meeting on November 29, 1995 the Board of Directors of the National League of Cities adopted a set of principles to ensure enactment of a balanced budget; and
W WHEREAS, the Alexandria City Council wishes to support this effort by the National League of Cities;
13
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Alexandria supports the principles adopted by the National League of Cities in their effort to urge the United States Congress to enact a balanced budget:
- There must be a shared sacrifice by the American people to achieve a fair and balanced deficit elimination, and all parts of the federal budget must be on the table;
- There must be a reasonable transition period for states and local governments to prepare for any significant shifts of liability and responsibility from the federal to state and local levels of government;
- There can be no tax cuts or new tax procedures unless and until legislation to achieve a balanced federal budget has been enacted and implemented;
- All sides must use one set of fiscal and economic projections -- those prepared by the Congressional Budget Office (CBO)
- The computation of the Consumer Price Index must be revised to more accurately reflect inflation;
- There must be a joint federal-state-local agreement on means to reduce the cost to all of our taxpayers for health, welfare, and nutritional needs of indigent children and families to achieve real savings instead of simply shifting burdens to other levels of government and threatening their future; and needs assessment component should be created and applied to all non-means-tested federal entitlement programs so that we are assured of shared sacrifice based upon ability to pay.
BE IT FURTHER RESOLVED that the City Council requests the City Clerk to forward copies of this resolution to the City's congressional delegation.
