Public Hearing, Second Reading and Final Passage of AN ORDINANCE to amend the city code provisions relating to parking in spaces designated for the handicapped (i) by changing the penalty for unauthorized parking in such spaces from a fixed penalty of $100 to a penalty ranging from $100 to $500, and (ii) by imposing penalties for the unauthorized or fraudulent use of a handicapped parking permit.
