OPENING

1. Calling the Roll.

2. Public Discussion Period.

(a) John Chapman Gager spoke.

(b) Mike Holm, 445 Old Town Court, recommended that City Council take another look at election procedures in the City. We are experiencing since 1976, a continual decline in the percentage of registered voters who vote. He suggested that Council take a look at whether or not there might be something different that we could do with respect to the method of election for City Council candidates that might create additional voter interest. Some issues could be done by charter change, one of which is to return to the ward system and increasing the Council size by two, to go back to a system where you have six wards plus two at-large, along with the Mayor being elected at-large. The other issue is one of staggered terms. If you don't adopt the ward system, and if you do staggered terms you extend the terms to four years and elect half of the Council every two years. He encouraged Council to take a look at it over the next three years and recommended that some public hearings be held to get citizen input as to what other members of the community feel.

Members of Council participated in the discussion of this issue.
