City Council approved the Consent Calendar as presented with the exception of Docket Item Nos. 21, 22, and 24. Mayor Donley noted that the public hearing on Docket Item No. 32 would be Tuesday, June 24. The City Manager's recommendations are as follows:

City Council received the following resignations with regret: (a) Sean Kelly from the Alexandria Archaeological Commission; (b) Michael Lavanga from the Alexandria Community Services Board; and (c) Mark Eaton from the Alexandria Park and Recreation Commission; and requested the Executive Secretary to send the appropriate letters of appreciation and to advertise the vacancies in the usual manner.
8. City Council (a) appointed Kathleen Cummings as a Member Designated by the Alexandria Convention and Visitors Association Board of Governors to the Ad Hoc City of Alexandria 250th Anniversary Commission; (b) appointed J. Lawrence Robinson as a Member From the Alexandria Planning Commission to the Ad Hoc Old and Historic Alexandria District Newsrack Committee; (c) noted the withdrawal of Richard Cunningham's application on June 5, 1997, and requested the Executive Secretary for Boards and Commissions to readvertise the vacancy; (d) appointed Marvin Skolnick as a Licensed Physician to the Alexandria Community Services Board; (e) appointed R. 9. City Council declared as vacant the position for one representative of a supportive service provider on the Commission on Aging and authorized the Executive Secretary for Boards and Commissions to advertise the vacancy.

10. City Council (1) approved the submission of the grant application to the Virginia Department of Health for funding, in the amount of $81,436; and (2) authorized the City Manager to execute all documents that may be required.
City Council approval of this request will continue funding for the existing grant-funded positions of: (1) a full-time Program Coordinator to administer the program; (2) a part-time (.50 FTE) Outreach/Prevention Specialist who provides services to adolescents; and (3) an increase of 10 hours-per-week to make the part-time, City-funded, Volunteer Developer position full-time to recruit and train volunteers and provide direct services to victims of sexual assault and their families. It was noted that there are no monies available in the City budget to continue these activities once the grant funds are expended. The continuation of these positions beyond the grant year is contingent upon the continuation of funding from the Virginia Department of Health or other non-city sources, and the individuals who fill these positions are notified of this condition of employment.
11. City Council received the report of the Public Records Advisory Commission and thanked the Commission for its efforts on behalf of the City.

12. Consideration of the Human Services Committee Recommendations on Child Care in the City. (Councilman Euille and Council Member Rich)
City Council adopted the following recommendations from the Human Services Committee which includes Councilman Euille, Council Member Rich, City Manager Vola Lawson, and City staff: (1) received the child care reports from the Social Services Advisory Board (SSAB) and the Early Childhood Commission (ECC) that were completed at City Council's request, and thanked the SSAB and ECC for their thoughtful studies; and (2) approved the following recommendations resulting from the Human Services Committee's study of child care issues:

- As soon as is practicable in FY 1998, the Child Day Care Fee System program for low-income working families be expanded through increased funding under the Federal Child Care and Development Fund and/or reprogramming of City funds from within existing resources;
- Convert the financing of extended day care provided by The Campagna Center from a City contribution to a subsidy per child, recommended to be $1.30 per hour per child in FY 1998, and during FY 1998, evaluate the changes that would be required for the Campagna Center's sliding scale fee in subsequent years (FY 1999 and beyond) to incorporate the Extended Day Care program into the Child Day Care Fee System (which has a different sliding scale fee structure) to take advantage of potential federal funds;
- Request that the SSAB, in consultation with the Early Childhood Commission, study and recommend revisions in client eligibility for Child Day Care Fee System funds and in child care rate setting policies and report to City Council by January 1998;
- Request that the Park and Recreation Commission receive public comment during summer and early fall and make a recommendation to the City Manager no later than October 31, 1997, on the staff recommendation to restrict children under the age of nine, beginning in FY 1999, from participating in the drop-in, non-accountable recreation services and encourage that these very young children be enrolled in an accountability program such as the City's existing Extended Day Care program. And, that staff report back to Council on this recommendation after receiving the input of the Park and Recreation Commission in November 1997;
- Continue the City's commitment to quality early childhood programs and request that the Early Childhood Commission:
(a) grant additional Children's Fund monies in FY 1998 to continue the Child Observation Report (COR) training effort;
(b) require preschool centers receiving City funds to annually evaluate their progress in meeting quality standards and provide the ECC with a report; and
(c) continue to encourage the development of quality in family child care homes through mini-grants and an increased level of monitoring.
- Request that a group consisting of staff from the City and the Schools prepare a Memorandum of Understanding between the City and the Schools that would be reviewed and approved by the joint City Council/School Board Subcommittee:
(a) for use of space in the public schools for recreation activities and the Campagna Center Extended Day Care and Head Start programs; and

(b) to outline a collaborative effort between the City Schools and Office for Early Childhood Development to gather data and evaluate the educational success of children in grades K-3 who attend pre-school programs.
- Add two full-time permanent social work staff to the Office for Early Childhood Development in order to serve the increasing number of eligible families. Funding of the positions will be absorbed in the DHS budget.

13. Consideration of the Establishment of a Task Force to Develop the Process to Set Priorities for the Human Services Contributory Budget Process for FY 1999.

14. Receipt of the Youth Services Study Report.
Council Member Walker requested staff to make sure our programs fit and are not grant driven, as well as making sure that there is not separation of the groups of children.
Councilman Euille and Council Member Rich requested staff to disseminate the report widely throughout the community, including the religious community, softball, baseball and soccer associations. Copies should be made available in the City Clerk's Office, Citizen Assistance Office, and Human Services.
Mayor Donley requested assurance that there be a goal to foster continued athletic involvement as the kids grow older and get into high school.
Councilman Euille encouraged the City Manager to do a press release.
City Council received the Youth Services Study Report and docketed it for public hearing on September 13, 1997.

15. (a) Consideration of Implementation of an Electronic Inspection System for Model Food Code Enforcement and Establishment of a New Fee for Food Establishment Plan Review.
(b) Introduction and First Reading. Consideration. Passage on First Reading of AN ORDINANCE to amend the provisions of the city code relating to sanitation at restaurants and other food service establishments by adopting the model food code recently issued by the United States Food and Drug Administration.
(a) City Council approved implementation by the Alexandria Health Department of an electronic inspection system developed by the FDA for the 1997 Model Food Code. This new system is anticipated to have start-up costs of

$22,676 for the purchase of laptop computer equipment for inspectors, which will be absorbed within the Health Department FY 1997 General Fund Budget; and establish a new fee for food establishment construction plan review in the amount of $135, which would be equal to the current fee in Arlington and Fairfax Counties. At present, no fee is charged for this service. This plan review process is performed by Health Department staff, and is anticipated to generate $11,745 annually in revenue to the General Fund.
(b) The ordinance was deferred to the September 9 Legislative Meeting.

16. Consideration of the Renaming of the Ramsay Nature Center to the Jerome Ford Nature Center.
City Manager Lawson will have staff contact the National League of Cities, the State and Federal governments, and neighboring jurisdictions to see if they have a protocol or policy for naming buildings.
Councilman Speck requested staff to move on this as quickly as possible.
City Council, rather than the naming of an entire building in recognition of a long and distinguished career and particularly in response to the efforts that Buddie made for this facility, Council requested that an appropriate, well-designed commemorative plaque acknowledging and recognizing his unique contributions to that facility, be placed in the entrance area that everyone sees as they come in, and that the building continue until such time that we have a protocol for naming buildings that we are comfortable with, and that we ask the Manager not to bring these items before us as docketed items.

17. Consideration of Landlord-Tenant Relations Board and Staff Amendments to the Housing Conversion Assistance Policy.

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL
(a) Mayor Donley congratulated the City Manager on becoming a grandmother for the second time, her first grandson.
(b) Mayor Donley requested Transportation and Environmental Services Director O'Kane to brief Council on the recent power outage in Alexandria.

Mr. O'Kane gave a status report on the outage which occurred on Sunday in Alexandria and southern Arlington.
Director of Citizen Assistance Boyd spoke to a power outage at Parkfairfax from 10:00 p.m. Sunday until 1:55 a.m. Monday.
(c) Mayor Donley spoke to the success of the Community Meeting held at Landmark Mall on June 4. He thanked Councilman Speck for bringing it forward, the citizens for participating, and staff for its support. He indicated that he would like to hold these meetings at a minimum of twice a year.
Councilman Speck suggested that we have a portable timer.
Vice Mayor Pepper also noted what a success the event was.
(d) Vice Mayor Pepper indicated that Ben Brenman is progressing from by-pass surgery. He is still in the cardiac intensive care unit at Alexandria Hospital and is receiving no visitors at this time. He is holding his own and improving little by little.
(e) Councilman Speck asked staff when Council will be receiving a report on the crossing of the double yellow line on the streets of Old Town.
City Manager Lawson indicated that Council will receive a memo within the next week.
(f) Councilman Speck spoke to a recent meeting with people from Arlandria with respect to encouraging the employers at the Potomac Yards complex to hire Alexandria residents. He spoke to the classic synergy that exists between employer, education and training. He wondered, as this major retail complex being developed, whether it would not be possible to find a way to encourage representatives from those organizations in consort with City resources, educational resources, CET resources, and other training aspects to come together and talk in an ongoing way about what they are going to be looking for and needing, making sure that we are both educating and training and vice versa, so that we really can create that linkage that could be so constructive for the community.
Members of City Council and City Manager Lawson participated in the discussion.
Councilman Euille has a meeting on this on June 26, with Ron King and Joe Pettiford.
Councilman Speck stated that part of this is to get, since we know a lot of the retailers that are going to be located there, is to get their Human Resources people in here early starting to talk about, not right before the announcement of we are hiring, but now, what kinds of people are you going to be hiring, what kinds of skills are they are going to be looking for, what can we do now to get our residents in a position where they are competitive, where they are the preferred applicants and hirees because we've really worked to get them trained and educated in the things they are going to be hired for. This is the time to do it, now.

Passage on First Reading of AN ORDINANCE to amend the fire prevention and building code provisions of the city code by adopting the new Virginia statewide fire prevention code, with certain exceptions, and by revising portions of the Virginia statewide building code that are adopted by the city code.
19. Introduction and First Reading. Consideration. Passage on First Reading of AN ORDINANCE to repeal certain provisions of the city code relating to filling stations which have been superseded by the Virginia statewide fire prevention code.

Passage on First Reading of AN ORDINANCE to amend the provisions of the city code relating to the control of rodents by transferring the responsibility for administering and enforcing these code provisions from the department of transportation and environmental services to the bureau of code enforcement.

Passage on First Reading of AN ORDINANCE to implement a "red light camera enforcement" demonstration program, pursuant to which cameras will be installed at one or more intersections in the city and citations will be issued to motorists who, by photograph, are shown to have failed to stop at a red light.

39. Consideration of the City Council Schedule.
City Council approved the Council Schedule and (1) rescheduled the Work Session with the Alexandria Commission on Employment to 6:00 p.m. before the Tuesday, September 23 Council Meeting; and (2) set the date for Council's fall Retreat on Saturday, November 1, and reserved possible Friday night, October 31. For the Retreat, staff was requested to limit its presentations to approximately five minutes, and to have the material to City Council and the public well in advance of the Retreat. A revised calendar will come forward June 24. Councilman Speck stated that he will be out of town on October 18, and Council had no problem with changing the public hearing to October 25. Councilman Speck will also be unable to attend the November 25 Legislative Meeting. Councilman Euille spoke of a function that Council may want to attend on September 9.

45. Presentation of an Award to Councilman William D. Euille by the Alexandria YMCA for Serving as Chairman of the 1997 Partner With Youth Campaign, and Presentation to the mayor and the Members of City Council by YMCA Executive Director Barbara F. Wesley.
Ms. Wesley presented Councilman Euille with the Award and a tee shirt. Members of Council will receive their tee shirts at a later time.
Councilman Euille volunteered to be the Chairman for the next campaign.
